About this file
The document is a Bid Bond template from the State of Colorado Office of the State Architect State Buildings Program, designed for use in state-level construction projects. Specifically, this bid bond is associated with the Small Scale Housing project for Colorado Northwestern Community College (CNCC) and the Moffat County Affiliated Junior College District (MCAJCD). The project involves constructing five 3-bedroom townhomes on state-owned land adjacent to CNCC's Craig Campus, utilizing a Design/Build Entity approach. The selection process is two-stepped, including a Prequalification Submittal (Step I) and an Oral Interview/Fee Proposal (Step II), with a Jury Panel evaluating responses based on qualifications (60% weight) and fees (40% weight).
The bid bond requires a 5% proposal guaranty as liquidated damages, which will be forfeited if the principal defaults on their obligations. The bond mandates that the principal maintain their proposal for 30 days after proposal opening and, if selected, must execute the required agreement, provide performance and payment bonds, and submit necessary insurance documentation and certifications. The selection and award will be based on the best overall value to the State, considering both qualifications and costs. The document emphasizes that failure to provide a properly executed bid bond with a corresponding power of attorney will result in the bidder's proposal being deemed non-responsive.
