As prescribed in 14.201-6(w), insert the following provision:
Submission of Offers in the English Language (Apr 1991)
2: What does HR/OE/CMD mean?
This is the Acronym for the office of Human Resources, Overseas Employment, Compensation Management Division, which determines what the contents of the solicitation for health insurance are.
3: Please explain the meaning and scope of the Psychiatric coverage
As per revision made by HR/OE this coverage is intended for the reimbursement at 80% of the treatment of mental, psychoneurotic and personality disorders while the beneficiary is not an inpatient of a hospital.
4: Ambulance transport; please indicate the limit of this coverage
Coverage limit is as follows:
| AMBULANCE SERVICE (By Land and other means): | US$ 150.00 | |
| AMBULANCE SERVICE (By Air): | US$3,000.00 |
5: The coverage for out of Bolivia treatments indicates that reimbursements shall be made in accordance to the “Arancel Medico Boliviano".
Nevertheless, such a tariff does not exist, only regional tariffs exist; therefore we would very much appreciate it if you could clarify which tariff should be applied: the tariff for La Paz, or that for the region where the insured person resides in Bolivia?
Rates applied to this coverage will be the ones used in the city or region where the patient resides in Bolivia.
6: Catastrophic illness: the consultation indicates that they shall be treated separately subject to a Stand By policy for 3% of the insured group. It also establishes premiums to be paid for the first, second, third and fourth time this policy is used. These Premiums shall be paid at the inception of the policy for the complete 3% of the insured group? Or will they be paid on a case by case requirement basis?
These premiums will be paid on a case by case requirement basis.
7: Please provide the following:
Number of oncological cases in courses and their diagnostics Number of pregnancies in course Number of diabetes cases and their diagnostics Number on insured employees or dependents with other chronicle diseases and their diagnostics.
As with other U.S. companies, this information will not be released, as it violates the privacy act of our employees.
8: There is a legal contradiction between what is established in clause I 1 – Clause 52.225-.4, referring to the inconsistency between the English version and the translation that establishes that in case of inconsistency the English version shall prevail. Nevertheless, Article 1006 of the “Codigo de Comercio” establishes that all insurance policies must be in Spanish, thus the Spanish version should prevail.
Since this is an U.S. contract, U.S. regulations apply and only the English version will be signed by both parties and therefore there is no inconsistency with any other document.
9: On page 32 clause 52.237-7, it is required that the contractor maintain a medical liability insurance policy in the amount of US$ 50.000.- per specialty/occurrence. As the company shall only reimburse expenses for medical treatment/medical assistance, with the election of free medical providers for the insured, such a policy does not correspond.
The stated clause does not apply to all insurance services providers and will decided on a case-by-case.
11: Please clarify how to complete the requirements of page 51 (b)(2)
This part refers to K.5 52.204-8 Annual Representations and Certifications (Feb. 2012):

Offerors should check box (2) (ii) on the seventh paragraph of page 51.
12: Please clarify clause L.4.3.4 "Employee Pool"
This clause refers to a case where the offeror would include the Embassy employees in a plan that is already covering similar clients (embassies, companies, etc.)
13: Please clarify clause 652.228-74 on page 66.
This clause refers to Defense Base Act Insurance Rates which should be specified separately in the offeror's pricing section, in case they have employees that are U.S. citizens or residents or hired in the United States.
14: Which “Arancel Medico Boliviano” will apply for clause C.1.1.13?
Rates applied to this coverage will be the ones used in the city or region where the patient resides in Bolivia.
