SBIS RFI-2: Transition
An SBIS transition may be complex.
Implementation considerations have been provided in Attachment 10.
Seeking industry feedback on:
• A transition approach and timeline for your implementation strategy
• Major assumptions and constraints
• An approach to de-conflict undue frequency interference (1030, 1090 and 978MHz) and account for coordination of the UAT channel management of the ground segment time slots between the operational SBS system and the new SBIS system
• Transition risks and mitigation opportunities
• Technical suggestions for transition risk mitigation which could be implemented prior to SBIS contract award, should a transition be required

• ADS-B Surface Expansion
• Surveillance Services for Remote Towers
• WAM Expansion (En Route and Terminal WAM Service Volumes)
• Expansion of 3NM Separation throughout En Route Airspace
• Information Systems Security
• Supply Chain Risk Management
The FAA is considering the list of enhancements below for inclusion in the future SBIS system. RFI-2 requests input specifically for those in black;
however, responses are also welcome for the topics in grey.

Surveillance Broadcast and Information
SBIS RFI-2: Enhancements Alternate non-GPS Dependent Timing Source
• SBIS will require the use of an alternate timing source
• Global Positioning System (GPS) timing has potential to expose systems to unintended or malicious signal jamming
• System owners must migrate to a
National Institute of Standards and
Technology (NIST) or United States Naval
Observatory (USNO) traceable source provided by resilient FAA enterprise timing systems and/or services
• Department of Transportation (DOT) is in the process of defining the requirements and parameters for Reference Timing

SBIS RFI-2: Enhancements Reduced 3NM Separation throughout En Route Airspace
Efficiency benefits can be obtained by expanding the airspace where ADS-B can be used for 3NM separation to all en route airspace, including that above Flight Level 230.
• Requires changes in performance requirements for en route service volumes to provide ADS-B updates at 3 seconds (95%) or better in all 1090 MHz interference environments.
• Position validation capabilities will be required to utilize thresholds applicable for 3NM airspace.
• Conflict alert and conflict probe thresholds for FAA Automation Systems will need to be adjusted to support reducing separation in the airspace above Flight Level 230.
20Surveillance Broadcast and Information
SBIS RFI-2: Enhancements Information Systems Security
• SBS/SBIS is a FIPS-199 “High” security categorized system
– Subject to all governmental reporting requirements
– Infrastructure migration for predominately Internet Protocol (IP)-based capabilities and transport
(versus legacy Time Division
Multiplexing)
– Resiliency requirements include mitigation of GPS and ADS-B jamming
/ spoofing threats, cyber resiliency / operational redundancy
– Integration with NAS Cyber
Operations
