About this file
This memorandum is from ESA (Environmental Science Associates) in Tampa, Florida, authored by Bryan D. Flynn, PE, and addressed to Stacey Day, PhD, regarding the Philippe Park Living Shoreline Project's Small Business Enterprise (SBE) participation strategy. The document discusses the project's scope, which is relatively small but may require larger scale equipment like a barge with crane, and explores potential opportunities for SBE involvement in various project aspects such as material sourcing, silt fencing installation, turbidity monitoring, and survey work.
As the Engineer of Record, Flynn recommends a goal of subcontracting 5% of the project to an SBE-qualified firm, acknowledging the challenges of finding SBE participation given the project's specialized nature. The memorandum suggests potential areas where a Small Business Enterprise might contribute, including specific construction-related tasks that could provide meaningful engagement while meeting the project's diversity and inclusion objectives.

cc Rob Burnes from Bryan D. Flynn, PE subject Philippe Park Living Shoreline - SBE Percentage Baseline
Dear Stacey, The Phillippe Park Living Shoreline Project relatively small and simple in scope, yet may require larger scale equipment such as a barge with crane, it is difficult to know if a Small Business Enterprise qualified firm will participate in construction of the project. It may be possible to source some materials through a SBE company, or perhaps a SBE could install the silt fencing, perform turbidity monitoring or conduct the survey portion of the project during construction.
As Engineer of Record for this project, my recommended goal is to have 5% of the project subcontracted to a SBE qualified firm, if possible.
Sincerely, Bryan D. Flynn, PE
