1.0 BACKGROUND

A. The mission of the Office of Performance Management and the Office of the Chief

Financial Officer (OPM/CFO) is to ensure efficient and effective management of SBA financial and acquisition resources. The Office of Performance Management (OPM) provides oversight for the U.S. Small Business Administration’s planning and performance management processes to support senior leadership decision making.

The OPM is responsible for producing an annual Agency Financial Report (AFR), an annual Summary of Performance and Financial Information (SPFI), the SBA Strategic Plan (SP), and SBA’s annual Congressional Budget Justification (CBJ)/Annual Performance Report. These plans and reports are required to be produced by federal agencies through the Government Performance and Results Act Modernization Act (GPRAMA 2010) and Office of Management and Budget (OMB) guidance (Circular A-11, A-136) as outlined in Section C. The plans and report are produced for the public and are available to the White House and Congress.

B. To comply with the statutory requirements outlined in Section C, the contractor shall provide technical assistance to the OCFO in the preparation, editing, and publishing of the Agency's:

• OMB Budget and Performance Submission (which serves as the foundation for developing the CBJ, the FY 2019 version totaled 157 pages, spiral bound document);

• Agency Financial Report (AFR) (the FY 2017 version totaled 145 pages, spiral bound document)

• Congressional Budget Justification/Annual Performance Report (CBJ/APR) (the FY 2019 version totaled 215 pages, spiral bound document);

• Summary of Performance and Financial Information (SPFI) (the FY 2017 version totaled eight, glossy page, color print, stapled brochure);

• Strategic Plan (SP)1 (the FY 2018-2022 version totaled 34 pages), when applicable; and

• Other performance related documents and products as needed (e.g. timelines, summaries, tracking logs, validation & verification forms, closeout, etc.).

1 Consistent with current statutory requirements, the SBA Strategic Plan runs for no less than four years from the fiscal year in which it is published, starting with February of any year following the year in which the term of the President commences. Consequently, editing of the agency’s strategic plan will occur once every four years (not annually).

The contractor shall ensure consistency of data in aforementioned reports. The deliverables should be print-ready, web-ready, and 508 compliant for public viewing. The contractor shall perform the same services and tasks each option year, and these reports will contain data from previous years. The proposed delivery schedule will adhere to a similar schedule each option year. New and innovative suggestions on alternatives to assist the SBA in improving its current planning and reporting development processes are welcome. The COR must approve any suggested innovations before the contractor proceeds.

The contractor shall provide examples of past performance creating and editing the abovementioned reports.

C. Statutory Requirements/Applicable Documents.

• GPRA Modernization Act (GPRAMA) and corresponding OMB Circular No.

A-11

• Chief Financial Officers Act of 1990 (“CFO Act”) (Pub. L. No. 101-576)

• Government Management Reform Act of 1994 (GMRA) (Pub. L. No. 103-356)

• Accountability of Tax Dollars Act of 2002 (“ATDA”) (Pub. L. No. 107289)

Task 1 – Draft #1 OMB Budget and Performance Submission (Intra-agency review). This document contains SBA’s draft annual performance plan and performance report. In June of each year, the SBA receives guidance from the Office of Management and Budget on the development of its OMB Budget and Performance Submission. OPM issues subsequent guidance to its program offices to develop their separate performance plans and reports that will be consolidated for the Agency’s Annual Performance Plan and Performance Report that will be part of the OMB Budget and Performance Submission. The SBA organizes this plan and report in the structure of its FY 2018- 2022 Strategic Plan. The plans and reports contain tables with budget and performance data, narrative plans, narrative reports, and appendices with information on its program offices.

The contractor shall develop templates in Microsoft Word to serve as the bases for program submissions. The templates should follow accessibility guidance. The contractor shall compile, review, and consolidate individual program office templates into draft reports. Consolidated draft plans and reports must align with objective chapters in the FY 2018-2022 Strategic Plan. Upon initial review, consolidation, and editing, the contractor will prepare five separate sections organized by introduction and strategic goal (Goal 1, Goal 2, Goal 3, and Goal 4). Each chapter must be prepared for intra-agency review with high quality and minor errors.

Upon intra-agency review, the contractor shall consolidate and incorporate comments and edits in coordination with the COR. The contractor shall consider establishing a rolling-review of sections with the COR to ensure that work products are delivered on time.

Task 2 – Draft OMB Budget and Performance Submission (Review). Upon consolidation and receipt of comments from Draft #1, the contractor shall prepare subsequent versions that will be delivered to and approved by OCFO leadership, the SBA Administrator, and the OMB. The contractor will work with the COR to prepare draft sections and print them in preparation for delivery to the reviewers.

The reviewers will review the draft document and provide handwritten edits and comments to the COR who will then review them and deliver them to the contractor for integration into the report.

Task 3 – Final OMB Budget and Performance Submission (Delivery to OMB). The contractor shall consolidate and incorporate comments and edits in coordination with the COR. The final document must be 508 compliant for posting on the SBA website.

Task 4 – Draft #1 Agency Financial Report (intra-agency review). The AFR reports the

Agency’s financial statements, relevant performance information, management challenges, internal controls assessments, and systems strategy. The contractor shall review and update each section template to include text and tables. Sections must align with the FY 2018-2022 Strategic Plan.

Task 5 – Batch Creation Agency Financial Report. For editing purposes, the AFR is split into four batches. The contractor shall incorporate comments to create the first draft of each section under direction of the COR and SME with rolling due dates. The contractor will create charts and tables using Microsoft Excel and provide graphic design for the front cover. After each draft section is final and approved by the SME, the contractor will merge sections into the master document.

Task 6 – Final AFR for submission to OMB. The final document must be 508 compliant for posting on the SBA website.

Task 7 – Draft #1 Congressional Budget Justification/Annual Performance Report (Intra-agency review). The CBJ/APR reports agency progress through performance results, other evidence, and discusses key successes and challenges. The CBJ updates the OMB Submission with end of year performance results and planned activities.

The contractor shall compile, review, and consolidate individual program office templates into draft reports. Consolidated draft plans and reports must align with objective chapters in the FY 2018-2022 Strategic Plan. Upon initial review, consolidation, and editing, the contractor will prepare separate sections organized by introduction and strategic goals (e.g., Goal 1, Goal 2, Goal 3, and Goal 4). Each chapter must be prepared for intra-agency review with high quality and minor errors.

Task 8 – Draft Congressional Budget Justification/Annual Performance Report (Review).

The CBJ review process repeats the OMB review process. See tasks 2.

Task 9 – Final Congressional Budget Justification/Annual Performance Report (Delivery to Congress). The contractor shall consolidate and incorporate comments and edits in coordination with the COR. All accessibility requirements must be met for posting on the SBA website.

Task 10 – Draft Summary of Performance and Financial Information (Director/CFO review). The SPFI is an eight page public outreach publication that provides a brief overview of financial, budgetary, and performance information from the APP and AFR.

Task 12 – Draft #1 FY 2022-2026 Strategic Plan (intra-agency review). The Strategic

Plans is developed every four years and connects SBA’s mission with its programs/activities and defines long-term outcomes through strategic goals, objectives, and performance measures. The SP is created based on consultation with the Congress and incorporates public comments. The contractor shall create, review, and update each section template to include text and tables.

Task 13 – Draft FY 2022-2026 Strategic Plan (Review). See tasks 4-5

Task 14 – Final FY 2022-2026 Strategic Plan (delivery to Congress). The contractor shall consolidate and incorporate comments and edits in coordination with the COR. All accessibility requirements must be met for posting on the SBA website.

Each task will require a minimum of one full time seasonal on-site copy editor during peak production periods (July 16, 2018 to February 28, 2019) plus one part-time quality control technician to perform quality control checks on deliverables, and one part-time (no more than 5% of overall contract level of effort) contract manager to assist with contract management duties. The contractor may adjust staff hours and schedules in conjunction with federal staff schedules.

The SBA will provide desk space and equipment (computer, word processor) for one full-time, seasonal contractor and swing or hotel space and equipment for one part-time quality control (QC) technician so the QC technician is on-site as needed. However, to provide quality products and services and to meet deadlines, additional staff may be required. It is the contractor’s responsibility to ensure that quality standards are met and adequate staff are available to respond to SBA’s internal and external deadlines.

The editor and quality control technician must have experience editing in Microsoft Word and be comfortable formatting and copying tables in Microsoft Excel. The contractor must be able to process final plans and reports in a publication tool (e.g., Adobe) to ensure that final plans and reports can be made 508 compliant. The contractor must be comfortable and have experience using and uploading documents to SharePoint.
