Applicable regulations governing procurement

This solicitation is a request for information (RFI) only. It is not a solicitation for bids or proposals. No contract award will result from this RFI. Aggregate information from this RFI will be analyzed and may be used as budget justification or to develop a subsequent solicitation.
All information received in response to this solicitation is considered confidential business information by the Administrator of the Nevada State Purchasing Division of the Department of Administration. This solicitation will not lead to evaluation or award pursuant to NRS 333.335(7), so responses remain confidential.
Project overview
The Nevada Department of Education is seeking information from qualified, experienced service providers with significant knowledge and experience in rapid school system improvement, implementing accountability policy effectively and efficiently, and establishing metrics and strong evidence bases around impact, in order to assist with the implementation of Nevada Senate Bill 460 (2025).
Requesting agency background
According to the 2025 Kids Count data from the Annie E. Casey Foundation, Nevada ranks 46th in education, with students continuing to lag behind their national peers. For the 2023-24 school year, 42.8% of elementary school students demonstrated proficiency in English Language Arts, and 26.8% of middle school students demonstrated proficiency in mathematics. Also concerning are the continued achievement gaps among different student groups, as well as a continued lag in students catching up to pre-pandemic levels of achievement on the National Assessment of Educational Progress (NAEP). There have been growing calls for additional accountability provisions for schools, districts, and the state; additional avenues of recourse for underperforming schools and districts; and additional support for educators, administrators, and students. Senate Bill 460 was signed into law by Governor Joe Lombardo on June 10, 2025, and reflects a bipartisan effort to improve educational outcomes and create new systems and structures for school and district accountability (or adapt existing systems to operate more efficiently in service of greater accountability and improved outcomes). This is a unique opportunity to lay a strong foundation and build evidence to show the state what can be true for student outcomes with an intentional and research-based launch and implementation plan aligned to this policy. The bill is complex, nuanced, and requires significant stakeholder involvement; a clear strategy with a theory of change and a sound implementation plan to ensure the success of the bill and future accountability efforts in Nevada’s public education system.
Scope of work
Goals:
The Nevada Department of Education is seeking information and services to establish a strong, focused, and data-driven two-year launch and implementation plan of SB 460, as well as a system for documentation, tracking, and building a base of evidence for the bill’s impact on educational outcomes in Nevada.
The launch plan should pay particular attention to Section 2 (school-level performance improvements); Section 3 (oversight of school plans, intervention authority and next steps); Section 6 (accountability reporting, ratings systems and underperformance designations); Section 9 (escalation frameworks and underperformance protocols, establishment of a Public Education Oversight Board); Section 14 (corrective measures); Section 20 (municipal caps for charter school authorizing); as well as stakeholder engagement. Scope of Request:
Providers should submit responses outlining how they would work with the state to develop the following components:
· Theory of change describing how the implementation plan will lead to the intended results of the bill’s accountability provisions and intention to improve student outcomes
· Logic model that represents how the implementation plan is intended to work and how its impact will be measured
· Landscape and stakeholder analysis that demonstrates deep understanding of Nevada’s educational context, as well as a SWOT analysis to identify where there may be challenges to mitigate and prospects to leverage
· Strategic and operational plans for implementation of SB 460, including establishing protocols for launch and ongoing operations, frameworks for reporting and escalation, stakeholder engagement and feedback loops, and a detailed timeline for the project over the next biennium
· Structures and tools to maximize efficiency and capture impact, including technology, communications, and reporting to state leaders, including the Governor’s Office and legislative leadership
· Budgetary needs for the launch, implementation, and maintenance of SB 460 in the next biennium (and on an ongoing basis in future biennia)
· Gap analysis on any systems, data, reporting, or human resources needed to implement SB 460.
3.2 Submission Requirements:
Responses to this RFI should include the components specifically mentioned in the Scope section above, as well as:

· Solutions offered
· Examples of previous relevant work done, especially those specific to strategic and operational implementation of complex policy issues and topics
· Implementation strategy and timeline
· Cost information
· Contacts for key individuals who would be involved in this project
· References from previous work, preferably in work completed similar in scope to this RFI
