Statement of Work

NIST VFD MAINTENANCE AND REPAIR

1.0 BACKGROUND

The National Institute of Standards and Technology (NIST) is in need of a contractor to provide all labor, material, tools, management, travel and equipment necessary for the maintenance, testing, and repair/replacement of the Variable Frequency Drive systems (VFD) located at NIST campus, 100 Bureau Drive, Gaithersburg, MD 20899.

2.0 SCOPE

The contractor shall provide full service maintenance, repair and testing of variable-frequency drive (VFD) systems to include all drives on the provided equipment list. The vendor is responsible for supplying a certified technician on all equipment provided in the equipment list. Full service maintenance is defined as all service, repairs, inspections and testing necessary to maintain all VFDs in a fully operational mode. Technicians must be able to inspect, maintain, upgrade, repair/replace and respond to any event of unit failure in a rapid manner.

3.0 TASKS

TASK 3.1 - Develop and Submit Preventative Maintenance (PM) Plan The contractor shall develop a PM plan that annually includes all the following items for HVAC Equipment and Hydronic Pumps:

· Installation review of drive

· Visually inspect and tighten all electrical connections

· Clean heat sinks

· Check operation of all cooling fans

· Clean inside of drive with clean air or static free vacuum (depending on dirt accumulations)

· Visually inspect components for potential problems

· Perform an infrared scan of questionable parts

· Check and re-calibrate if necessary, setting of parameters per factory specifications

· Check output voltage, amperage and frequency

· Verify full operation of VFD, insure operation of drive in remote and local modes, operation of bypass contactors, if provided, in hand or auto. All VFDs must be fully operational as designed

· Record, report, and correct any deficiencies

· Record and report all fault history data

· Repair and replace failed components

· Develop a separate PM plan submission for BLDG. 302 based on the same criteria, this work shall be scheduled with the COR during the two site outage weekends (one (1) in the Spring and one (1) in the Fall) The completed PM plan shall be submitted for approval within 30 days after contract award. Once approved, the contractor shall follow the schedule to facilitate the Government’s maintenance process. Changes in the schedule must be approved by the Contracting Officer’s Representative (COR).

Task 3.2 - Perform Preventive Maintenance According to PM Plan Annual preventive maintenance includes adjustments, service or repairs to return to operation status. When possible, equipment and system deficiencies shall be corrected while performing preventative maintenance work. Records or reports shall be maintained that document all corrective and preventative maintenance accomplished and shall reflect the status of the VFD after work is completed. Parts related to preventive maintenance shall be recorded. The contractor shall coordinate their effort with the established PM plan to mitigate outages.

Task 3.3 - Develop and Submit Reports A mutually agreed upon preventative maintenance form must be completed after each visit. This does not have to be electronically submitted. The report shall include a detailed description of the process used including a complete list of criteria established in the PMI plan. Reports must be submitted in original copy.

Within ten (10) days of completion of service, the contractor shall provide the COR a legible report of service performed. Failure to do so may result in delay of payment. Such reports shall identify any repairs or parts used and include:

•Name of Contractor
•Field Technician who performed services
•Date, time (start and ending), equipment down time, hours on site
•Contract number
•Identification of equipment: (ID number), manufactures name, model, S/N, location, room number of equipment
•Itemized description of services performed including documenting of discrepancies, system impairments and recommendations
•Signatures of Field Technician who performed work and Government employee who witnessed service

Task 3.4 - Demonstrate Repair Service Capabilities Contractor shall make repairs to VFD systems covered by this contract during scheduled preventive maintenance or as initiated by a service call from the COR. Prior to repairs being made by the Contractor, the Contractor shall submit a written proposal to the Contracting Officer to obtain formal approval to proceed.

5.0 RESPONSE TIME

All routine maintenance not initiated by a service call from the COR shall be scheduled 14 days prior to performance with the COR.

URGENT SERVICE CALLS: Urgent service involves the correction of conditions that constitute danger to personnel, threaten property, or require action to restore essential service. The contractor shall be on the job site within 8 hours after the receipt of an urgent service call.

6.0 HOURS OF OPERATION

Normal hours of operation are Monday through Friday from 7:00 am to 5:00 pm, excluding holidays. NIST is a federally owned facility and access is controlled at all entrances. Refer to attachment Guideline for OFPM Contractors for details.

7.0 EQUIPMENT

The equipment list attached will be covered under this contract. Location details will be provided to the successful bidder.

8.0 PREVENTIVE MAINTENANCE PARTS

The contactor shall furnish and replace parts per the VFD manufacture’s recommendations and instructions. All parts, which are a part of the preventive maintenance, are included in the preventive maintenance contract price.

Parts for repair other than preventive maintenance are included in the service contract price. If parts are damaged due to contractor negligence cost of parts will be at no charge to the Government.

Please Note: any charges claimed must be approved before service begins. Any additional work or parts replaced, if applicable, without written approval of the Contracting Officer will be performed or furnished at the contractor’s expense.

The contractor shall have ready access to all parts, including unique and high mortality replacement parts. All parts shall be new. All parts shall be of the current manufacture and have compatibility with the present equipment. All parts shall perform identically to the original equipment specifications.

9.0 PROTECTION OF GOVERNMENT PROPERTY

During work execution, the contractor shall take special care to protect Government property. Damage resulting from contractor operations shall be repaired by the contractor, including cleaning, painting, refinishing or replacing if necessary at no cost to the Government. The contractor shall be responsible to meet OHSA/Safety requirements in the performance of the work. The contractor will be held responsible for any injuries and/or damage, which may be caused because of the Contractors failure to adhere to these requirements.

9.1 DAMAGE

Extreme caution shall be exercised to prevent damage to the buildings, equipment and contents. Any damage must be reported to the COR immediately for appropriate action. Any damage caused by the contractor will be repaired and /or replaced to the satisfaction of Government at the contractor’s expense.

10.0 CHECK-IN REQUIREMENTS

The contractor shall be required to report to the Contracting Officer’s Representative from the Office of Facilities and Property Management, Facilities Operation Group during scheduled services.

11.0 PLACE OF PERFORMANCE

NIST campus, 100 Bureau Drive, Gaithersburg, MD 20899. See equipment list for various buildings.

12.0 PERIOD OF PERFORMANCE

The period of performance is a one (1) year base period from date of award and four (4) one year option periods.
