Statement of Work
NCNR Cooling Tower Fan Blade Assembly Replacement
I. Background
The National Institute of Standard and Technology (NIST), Center for Neutron Research (NCNR) owns and operates a heavy water-moderated nuclear test reactor and associated neutron beam research facility. The NCNR’s reactor is licensed with the Nuclear Regulatory Commission (NRC) under the name National Bureau of Standards Reactor (NBSR).
The NCNR Cooling Tower provides cooling of all equipment associated with the operation of the NCNR research reactor. Due to aging and wear the NCNR requires replacement of the #1 and #3 cooling tower fan blade assemblies.
The following is relevant information about the Cooling Tower, Cooling Tower Fan assemblies, and immediate site.
a. The cooling tower is located at NCNR in Gaithersburg, MD.
b. The assemblies are a Howden/Siroco 16’-ENF-8 blade cooling fan.
c. The configuration of the cooling fan and associated equipment can be found in attached drawing ‘M1 Rev 1’.
d. The fan is located in the cooling fan stack as shown in attachment ‘GA2 Rev 5’.
e. The location of the fan is the middle fan as shown in attachment ‘GA1 Rev 4’.
f. The fan is attached to the Amarillo Right Angle Gear Reducer 3.4990” shaft via a
Browning split taper bushing. For information on the gear reducer, please see attachment ‘Amarillo Gear’.
g. The nearest cooling tower wall is located 19’ from the edge of the service road as seen in attachment ‘Cooling tower relationship to the service road’. A picture, ‘CT and Access Road’, of the East side of the Cooling Tower and the access road is attached.
h. The road is 20.5’ wide
i. The cooling fan stack is approximately 40’ above the surface of the road.
j. Pictures showing the fan and hub assemblies are attached with titles of ‘Assembly 1’, ‘Assembly 2’, ‘Assembly 3’, ‘Hub Picture 1’, and Hub Picture 2’.
II. Scope
The scope of this requirement includes the furnishing, delivery and assembly of two (2) cooling tower fan blade assemblies along with the removal and disposal of the existing worn fan blade assemblies at the NIST NCNR Cooling Tower.

III. Requirements
The Contractor requirements are as follows:
a. Replacement shall be made with materials that will perform within the configuration outlined in ‘c’ below.
b. After completion of the replacements the fan assembly shall be balanced to prevent catastrophic damage to the assembly and surrounding equipment and to minimize noise levels in the general area.
c. The configuration of the fan shall remain as shown in ‘M1 Rev 1’.
d. The pitch of the fan shall be adjusted to the maximum efficiency allowed by the current configuration.
e. Removal, repairs, and replacement shall be performed by the Contractor.
f. The Contractor is responsible for all tools and equipment that will be required to perform all aspects of the work.
g. The Contractor shall be responsible for the disposal of any waste produced by this evolution up to and including the faulty assembly.
h. The Contractor shall provide its lock-out/tag-out (LOTO) procedures to NCNR prior to starting any work. The Contractor shall work with NCNR to meet the LOTO requirements of the NCNR.
IV. Delivery/Installation
1. The delivery and installation of the fan blade assemblies shall be coordinated with the NIST Technical Point of Contact (TPOC).
2. Replacement of the assemblies shall be coordinated during a scheduled reactor shutdown.
All work shall be coordinated and completed not later than eight (8) months from date of award.
3. The Contractor shall demonstrate proper equipment operation prior to acceptance by the
TPOC.
V. Warranty
The Contractor shall warrant all parts and labor for the fan blade assemblies for a period of one (1) year from the date of installation. The warranty must include unlimited telephone/e-mail support for questions regarding operation. All costs including parts, labor, travel, and other expenses necessary to repair the system will be borne solely by the Contractor at no additional cost to the U.S. Government during the warranty period.
