QUESTIONS AND ANSWERS PURSUANT TO RFQ SB1341-17-RQ-0148 DIGITAL

MEDIA SUPPORT SERVICES

Q1. Is there an anticipated number of videos that may be requested per month? For example, 5 NISTory, 4 NIST in 90 segments, 2 Video News Features.

A1. The work will vary each week, so an estimate of each product is unknown.

Q2. Can the Contractor use Apple Motion 5 for graphic animation and effects instead of Adobe After Effects (assuming the contractor already has the software)?

A2. All software and equipment will be provided by NIST and the Contractor will use the NIST-furnished Adobe After Effects.

Q3. Can any of the video editing be done at the contractor's facility in order to reduce travel costs (provided the contractor has the software needed to perform the work?

A3. All work shall be completed on-site at the NIST, Gaithersburg, MD campus.

Q4. Is there a base number of videos that may be ordered per month?

A4. NIST is unable to predict how many videos may be ordered per mo., but estimates that the workload, which will be a mix of video products and defined services (day shoots and day edits, etc.) will on average total 40-hrs./wk.

Q5. Would there a possibility of there being a month or 30-day period when no videos would be ordered during the 6-mo. contract period?

A5. This is not expected.

Q6. Should the reel be 3 complete pieces or 3 clips cut down for a reel?

A6. Either is acceptable, but sample or accompanying document should identify the role (editor, shooter, etc.) of the proposed key personnel.

Q7. Will the editor be required to work full time hours (40 hours/week) throughout the tenure of this project or is this on a per project basis?

A7. See A4

Q8. Approximately how many hours per week are expected?

A8. See A4

Q9. Can any work be completed off premises?

PAGE 3 OF 5 SB134117RQ0148001

A9. See A3

Q10. What specifically is expected of the digital media specialist as it pertains to branding, engaging and analyzing video content through NIST provided social media portals?

A10. The digital media specialist will be required to upload video content on NIST social media sites, create annotations, recommend outreach strategies to reach specific demographics, run analytics, create playlists and upload/edit captions.

Q11. What type of audio equipment does NIST have? If the specialist suggests audio equipment that will improve the sound captured, will NIST purchase this equipment?

A11. NIST will provide professional audio mixers and wireless microphones. NIST will certainly consider suggestions from the Contractor and if additional equipment is required or desirable for a specific project, will consider purchasing it.

Q12. Will NIST & the digital specialist agree upon the amount of time needed to complete a project?

A12. The SoW articulates the estimated no. of hours of effort for each video product.

Q13. Are all assignments firm fixed price? If the number of hours to complete an assignment are over the estimate, will the contractor be paid at cost plus?

A13. All assignments are firm fixed price. There may be cases where a video product is completed and NIST decides to revise or re-edit in which instance NIST may request a “full-day edit” to conduct more work.

Q14. Approximately how many projects are expected to be completed during a 6-month period? If this is unknown, how many projects are currently completed during a 6-month period?

A14. NIST is unable to predict now many videos will be ordered per mo. or over the period of 6-mos., but estimates that the level of effort, which will be a mix of video products and defined services (e.g., day shoots and day edits) will on average total to 40-hrs./wk.

Q15. How many hours is IT Security Awareness training?

A15. NIST IT Security Awareness training is an online course that takes approx. 1-hr.

to complete.

Q16. The SOW states that the contractor cannot work more than 8 hrs/day, but we are being asked to provide quotes for a 10 hr day. Will the contractor consistently be approved to exceed the 8 hr/day limitation?

PAGE 4 OF 5 SB134117RQ0148001

A16. See revised SoW included with this Amendment

Q17. Would the government consider NAICS Code 541990 or similar to accommodate a size standard of $15M? Or one for at least $10M?

A17. No, there will be no change to the NAICS Code.

Q18. Could the government provide NTE hour estimates for the NISTory, NIST in 90 Segments, and Video New Features?

A18. NIST has provided an estimated time for each video product in the SoW.

Q19. Does the government intend to purchase videos (NISTory, NIST in 90 Segments, and Video New Features) and services on an ad hoc basis (similar to a freelance editor)? If so what is the anticipated level of effort per week?

A19. See A4

Q20. Or does the government intend to have this resource work full time 40 hours per week?

A20. See A4

Q21. Will the Services requested be completed in a one-day period or can they lapse over multiple days (ie: Shooting NTE 10 hours- 4 hours on Tuesday and 6 hours on Wednesday)?

A21. Service requirements (e.g., edit days, shoot days) shall be completed in one time period, (i.e., half-days or full-days depending on what was requested)

Q22. Is the government looking for the cost of the service or the total cost per video?

A22. NIST expects offerors to propose pricing for services based on half-day and full-day rates; and, for video products (e.g., NIST in 90, NISTory and News Features) to be based on the cost for the video product. The SoW can be referenced for the government estimate on level of effort per video product.

Q23. How many of each type of video does NIST intend to produce over the course of the base period? Over the course of each option period?

A23. See A14

Q24. When does the government anticipate an award will be made and how soon after does the government expect the candidate to report to work?

PAGE 5 OF 5 SB134117RQ0148001

A24. NIST expects the resultant contract to be awarded within 30 days, after which the key personnel must have a background check, including fingerprinting. The fingerprinting must take place on the NIST campus or at a local police station (and then brought to NIST). This process may take up to a week in duration.

Q25. For CLINS 00030 and 00040 would the government allow for a ceiling increase to address cost of living increases?

A25. No, the magnitude per 6-mo. period is $55,000.00.
