Douglas-Fir Wood Pieces for Firebrand Generation

Statement of Work

SB1341-17-RQ-0030

A. BACKGROUND

Anecdotal evidence as well as post-fire damage assessment studies suggests that wind-driven firebrand showers are responsible for the majority of structure ignitions in Wildland-Urban

Interface fires. The National Institute of Standards and Technology (NIST) Firebrand Generator

(NIST Dragon), has been constructed to produce controlled and repeatable firebrand showers.

The experimental results generated from the marriage of the NIST Dragon to the Building

Research Institute’s Fire Research Wind Tunnel Facility in Japan, and a smaller version of the device, used at the National Research Institute of Fire and Disaster, also in Japan, are being used to guide/develop new standards and provide the scientific-basis for new requirements with the intent to make structures more resistant to firebrand attack.

NIST’s Engineering Laboratory will conduct an experimental campaign and use the full-scale and reduced-scale continuous feed Firebrand Generators to expose wall assemblies, mulch beds, decking assemblies, roofing assemblies, and fencing assemblies to wind-driven firebrand showers. Douglas-fir wood pieces, used to produce firebrand showers in the suite of Dragon’s are required, and the construction of wood pieces is the basis for this statement of work.

B. SCOPE OF WORK

The Contractor shall provide up to a total of 800 kg of Douglas-fir wood pieces each year for one base year and three option years. Douglas-fir wood pieces are to be cut to dimensions of 7.9 mm

(height) by 7.9 mm (width) by 12.7 mm (length). These dimensions in inches are: 5/16” (height) by 5/16” (width) by 1/2" (length).

C. SPECIFIC REQUIREMENTS

The Contractor shall provide all support for project oversight, equipment, administration and technical execution of this contract. The contractor shall construct wood pieces, constructed of

Douglas-fir wood. Specific details:

1. Each piece shall be 7.9 mm (H), by 7.9 mm (W) by 12.7 mm (L). See Figure 1. The tolerances of each dimension should be less than 1 mm. The pieces shall be made from dry Douglas-fir wood free of knots.

2. The wood pieces are to be cut, with all saw dust removed, prior to storing 40 kg of wood pieces in 215 L plastic drums. See Figure 2.

3. As each piece will be nominally 0.5 g in mass, each drum shall contain 80,000 pieces.

4. All burs are to be removed from each wood piece, see Figure 1.

5. NIST’s Fire Research Division will provide the contractor with 20, 215 L, plastic drums in which to send the wood pieces to NIST.

6. Each drum can house 40 kg of wood pieces.

7. The plastic drums will then be shipped to NIST’s Fire Research Division in Gaithersburg, MD.

8. Eighty (80) kg (two drums) must be completed and sent to NIST each month, until the total of 20 drums are received and accepted.

D. GOVERNMENT-FURNISHED PROPERTY, DATA AND/OR INFORMATION

All property, data and information provided by the Government in the performance of this task remain the property of the Government and shall be surrendered to the government upon completion or termination of this requirement. This includes the 20, 215 L plastic drums with sealed covers.

E. RISK ASSESSMENT

The HSPD-12 Security Risk Level assigned to this contract is low risk.
