The Contractor shall test all roof drains to ensure they are not plugged. If the Contractor has removed all visible debris and the drains are plugged, or other deficiencies are noted at the time of maintenance, the contractor shall provide the COR with a firm fixed price repair quote to address clearing the drain or repairing the deficiency (see Roof and Roof Drain Repairs below). Additionally, the contractor shall provide an itemized list to the COR of all locations where the roof drain cover is missing and a firm fixed price quote for the replacement of the missing drain covers. The

Roof and Roof Drain Repairs: The repair contract line item number (CLIN) of the contract shall be used to provide all labor, material and equipment to perform authorized roof, gutter and roof drain repairs, including, but not limited to: roof patching, roof replacement for areas less than or equal to 5,000 square feet, roof drain snaking or power flushing, roof drain and roof drain cover replacement, and gutter repairs/replacement.

There are two types of activities under this CLIN: (1) temporary repair, and (2) permanent repair.

Only the COR is authorized to contact the Contractor to authorize work under this line item.

a) Temporary Repairs: Temporary roof repairs are typically caused by roof leaks and are generally of an urgent nature. The Contractor shall have the capability to respond to the NIST Boulder campus or the NIST WWV/WWVB Radio Stations within six (6) hours of the initial notification by NIST. Upon arrival at the site, the Contractor shall evaluate the roof leak/roof repair, and attempt a temporary repair. The Contractor shall provide and install (contractor owned) plastic and containers, and other items as deemed prudent by the Contractor to divert leaking water and mitigate damages to government property. The Contractor shall be responsible for removing any water and debris, such as, ceiling tiles that might have fallen or that are still in place but are saturated and might fall in the future. The Contractor shall only be excused from installing plastic and containers and cleaning up any debris or water if NIST has already done so. These items shall remain in place until removal by the Contractor is authorized by the COR. Removal by the Contractor does not represent a new

Temporary Repair Task. Tasks of this type are automatically authorized not to exceed $1,500.00 (unless additional funds are authorized at time of notification by the

COR or CO).

b) The contractor shall assign a unique job number for each notification and provide that number to NIST at the time of notification by the COR or CO. Payment (in arrears) shall be based on work performed.

c) Permanent Repairs: Within 48 hours of completing a temporary repair, the

Contractor shall submit a written firm-fixed quote to the COR outlining the required repair, the proposed method of repair and a breakout of the tasks required for a permanent repair. The firm-fixed price quote shall be assigned a unique job number by the Contractor. The performance of work will only begin upon acceptance and authorization of the quote by the CO. Upon 100% completion of work, the

Contractor may invoice for the firm-fixed price accepted by the government.

PAGE 25 OF 83 SB134117RP0024

(1) Means any item of supply (including construction material) that is--

(i) A commercial item (as defined in paragraph (1) of the definition at FAR 2.101);

(ii) Sold in substantial quantities in the commercial marketplace; and

(iii) Offered to the Government, under a contract or subcontract at any tier, without modification, in the same form in which it is sold in the commercial marketplace; and

(2) Does not include bulk cargo, as defined in 46 U.S.C. 40102(4), such as agricultural products and petroleum products.
