Amendment III:
The solicitation is hereby amended to address vendor questions/answers and to extend the due date for quotes as follows:
Q: Does NIST have a report regarding metallurgy on the shield walls?
A: Shield walls consists of either 836 or 1020 steel shell containing a S70/80 Steel Shot and Paraffin Wax mixture.
Q: What were the shield walls used for e.g., beam port, reactor, accelerator? What was the energy of this use?
A: Shield for neutron beam guides, energy of neutrons in guides are <0.025 eV
Q: What date did the operations using the shield walls cease?
A: All shield walls were used on or prior to 2013.
Q: Can NIST provide the surveys that were used to determine the dose rates?
A: Only highest dose rate on shield wall was recorded. This value was recorded on Chart 1.
Q: How did NIST establish the Curie Content identified in Chart 1?
A: A single shield wall was surveyed with a Fluke 451P to determine radiation level and a HPGe to determine curie content. The remainder of the shield walls were then surveyed with a Fluke 451P. The curie content was then extrapolated from their radiation level and the radiation level/curie content of the original shield wall survey.
Q: Are there core samples? Is data on the core samples available?
A: No core samples were performed.
Q: It is noted that NIST has a radioactive materials license and that a licensed disposal facility is required, but is the material itself specifically licensed under NIST's RML? This will affect eligible disposal facilities and pricing.
A: Due to being activated from reactor operation, it is licensed under NIST’s RML as a by-product material.
Q: In addition, can you please clarify if any/all of the activation is the result of shielding a linear accelerator?
A: Activation is solely from a nuclear reactor.
Q: Will work under this contract fall under the contractor’s license or NIST’s license?
A: This work will fall under the contractor’s license.
Q: Is licensed disposal required?
A: No, a license disposal is not required.
Q: Do the shield walls have a means to attach eye bolds or swivels for rigging and if so what size?
A: Yes, the size eyebolts or swivels needed would be 1/2”, 5/8”, and 3/4”.
Q: For the items that are in the way of loading the items in the scope of work we would like to know the weight of each item, the contact dose rate of each item, and if the items all have a means to attach lifting rings/lugs.
A: All items have a means to attach lifting rings or lugs. Shield walls listed in Chart 1 will be arranged so no items will be in the way for loading.
Q: Will the scope of work be conducted under the NIST radioactive materials license – or under the license of the service provider? If the former, will there be any training required for the contract personnel?
A: The scope of work will be under the license of the service provider.
Q: Please confirm/clarify that BSFR through a licensed TN waste processor is an acceptable method of disposal.
A: BSFR disposal through a licensed TN waste processor is an acceptable method of disposal.
Q: Please confirm/clarify whether or not the loose or exposed shot on the shields will be removed by NIST in advance of the Contractor’s arrival – or if the contractor will need to provide packaging materials for the shields with exposed shot.
A: NIST will not be removing any exposed shot on the shields. The Contractor shall provide packing materials for shields with exposed shot.
Q: Please provide a notation on Chart 1 indicating which shields have exposed and potentially activated shot.
A: Please see chart 1, Rev 2
Q: Please clarify that activated shot or other materials that is on the ground is the responsibility of NIST.
A: NIST shall be responsible for activated shot or other materials on the ground.
Please see attachment Chart 1, Rev 2 for the updated version.
The due date for quotes has been extended as follows:
FROM: August 25, 2016 @ 12 pm EST
To: August 31, 2016 @ 12 pm EST
All other terms and conditions remain unchanged.
