The purpose of the amendment is to provide questions and answers brought up during the 5/27/2016 site visit (see attached).
Also, reference Attachment B, Statement of Work, paragraph III.2.1, is changed to add the following after the second sentence, "The horizontal stirrer motor may also exceed this volume on any of the four sides of the chamber (but not the top). ATTACHMENT B
STATEMENT OF WORK
TITLE: Procurement of a Research Reverberation Chamber
LAB REQUESTING SERVICE: Communications Technology Laboratory, RF Technology Division
I. BACKGROUND INFORMATION
The Communications Technology Laboratory is in the process of expanding its research efforts related to spectrum sharing. This research spans a broad area covering topics associated with distributed spectrum sensing, signal propagation, interference between devices, and evaluating a device’s ability to share spectrum. As we explore each of these topics, a controlled multipath RF environment where signals can be radiated and received is required. This environment ensures that its interior volume is shielded from signals radiated from outside the chamber and the exterior volume is shielded from signals radiated inside the chamber. The interior of the chamber is equipped with two rotating mechanical stirrers for changing the boundary conditions within the chamber. This type of environment is commonly referred to as a reverberation chamber. Most reverberation chambers are designed, built, and used for testing pursuant to specific EMC standards (e.g., IEC 61000-4-21). However, the specifications of a reverberation chamber that will have a research focus are slightly different than for a chamber being used for standard EMC tests, as described below. As this chamber will be used for wireless communications research, it is difficult to describe the exact application and/or measurements that will take place within the chamber.
II. SCOPE OF WORK
Using the common reverberation chamber specifications as a foundation, several changes are being made that result in a chamber that is more suitable for the type of research we will be conducting.
Like most reverberation chambers, we envision this chamber consisting of the following key components: a shielded enclosure, one door allowing ingress/egress to the chamber, and two mechanical stirrers (one floor-to-ceiling, one wall-to-wall). Even if all requested performance metrics can be achieved with a single stirrers, we still require that two stirrers be installed.
No interior tables, antennas, turntables or testing software are required.
III. SPECIFICATIONS
The Contractor shall provide one (1) reverberation research chamber that meets the following minimum technical requirements. The Contractor shall design and install the chamber, and provide training as described below.
1. The chamber will operate from 200 MHz to 40 GHz.
2. This chamber will be constructed inside one of our existing laboratory spaces. The chamber will be free-standing within the space. The floor of the space is constructed of reinforced
Page 5 of 11 SB1341-16-RQ-0377/002 concrete approximately 10-12 inches thick. Any structure supporting the chamber may be anchored to this floor, but attaching to any existing walls or the ceiling is not permitted.
2.1. The chamber must fit within a volume 17 feet long, 15 feet wide, and 18 feet high. The final size of the chamber (including any structural support) shall be contained within this volume. The door ramp (if required), steps, electrical power filters, and HVAC components and ducting (if required) may exceed this volume. The horizontal stirrer motor may also exceed this volume on any of the four sides of the chamber (but not the top). Regardless of the motor configuration, the 18 feet limit may not be exceeded. This volume is shown on Exhibit 1. Note that the electrical panel shown off the southwest corner of the reverberation chamber will be relocated to the north half of the reverberation chamber’s west wall prior to installation.
2.2. The ceiling height of the room in which this chamber will be constructed is 24 feet.
However, there are pipes running along the ceiling. In these areas, there is only 23 feet between the floor and ceiling.
2.3. The chamber’s structural design shall be stamped by a licensed PE prior to submission to
NIST.
2.4. The chamber shall be designed pursuant to the appropriate design standards (including seismic) given the chamber’s installation location in Boulder, CO.
2.5. NIST will be responsible for leveling the floor underneath the chamber. This will be done prior to the start of installation.
3. The shielded enclosure shall be capable of providing at least 100 dB of shielding (electric field or plane wave) across the full frequency range of operation. This will be verified during the construction of the chamber at the frequencies described in Section VII.
4. The mechanical stirrers used in the chamber shall meet, at a minimum, the following characteristics:
4.1. Each stirrer must be controlled independently, must allow both continuous and stepped rotation modes in either clockwise or counterclockwise direction.
4.2. For continuous rotation, the stirrers must be capable of rotational speeds of 1 RPM (or slower) and 16 RPM (or faster).
4.3. For stepped rotation, increments of 0.25 degrees or smaller are required.
4.4. The stirrers and its controller must allow manual control for operations such as jog and continuous motion in either direction. The controller must have a digital display indicating the position of each paddle.
4.5. The stirrers and its controller must allow for computer/remote control. The connection to the computer can be through one or more of the following methods: IEEE 488, RS232 (DB-9), USB, and/or Ethernet.
4.6. The stirrers shall be metal with an irregular/asymmetric shape.
4.7. The vertical stirrer shall inscribe a cylinder of approximately 3 feet in diameter and should be positioned near a corner away from the door.
4.8. The horizontal stirrer shall inscribe a cylinder of approximately 5 feet in diameter or larger and shall allow for a clearance of at least 8 feet between the floor and the lowest point of the paddle.
4.9. Any penetrations for shafts must maintain the shielding integrity of the enclosure.
5. The solid floor (also serving as the electrical ground plane) within the shielded enclosure shall not exceed 4 inches in height (as measured from the floor of the parent building), and shall be level to 0.25 inches in any 10-foot span (non-cumulative). However, note that a
Page 6 of 11 SB1341-16-RQ-0377/002 raised floor is not a requirement. That is, chambers whose design is such that the bottom shielding panel is also the interior floor are acceptable.
5.1. This floor shall be capable of safely supporting a 1,000 pound load distributed on four points over one square meter.
6. The chamber shall come equipped with five bulkhead panels that facilitate the passing of cables from the interior to the exterior of the chamber. Each panel shall be removable from the chamber wall to allow it to be machined.
6.1. All five panels shall be blank, in that no RF connectors are installed. RF connectors will be installed by NIST personnel at a later date.
6.2. There shall be a panel located in each wall of the chamber. These panels should measure approximately 16 inches tall and be approximately 16 inches wide. These panels should be placed approximately 12 inches above the interior floor of the chamber.
6.3. There shall be an additional panel on the south wall of the chamber.
6.3.1. The additional panel on the south wall will allow for access between the exterior and the working volume of the chamber. This panel will measure approximately 16 inches tall and be approximately 16 inches wide. This panel must be accessible from the interior of the chamber. This panel shall be placed approximately eight feet above the height of the exterior floor outside the chamber.
6.3.2. In addition to the aforementioned blank bulkhead panels, The Contractor shall provide one extra panel. This panel will be used as a spare panel, installed only when other panels are removed for machining. This extra panel shall be blank (i.e.
no installed RF connectors).
6.3.3. The dimensions given for bulkhead panels are listed as approximate. Deviations from the size given is allowed to enable the Contractor to utilize one of their “standard” panel sizes; one that is close in size (if not exact) to the dimensions given.
7. The chamber shall include one access door. The door must be operable from either inside or outside the chamber.
7.1. The door shall provide an unobstructed clearance of approximately 72 inches wide and
84 inches tall. The unobstructed clearance of the door may deviate from the approximate dimensions not more than 1” smaller to 6” larger in either dimension. This door must have two panels, and may be manually operated. This door should be located along the south portion of the west wall. The door shown on the attached drawing represents an approximate location. If the lip of the door is more than 2.5 inches above the ground, a ramp shall be provided. This ramp shall extend from the building floor up to the lip, and onto the floor inside the chamber. This ramp shall not protrude more than 6’ from the exterior wall of the chamber when in use. This ramp may be removable, or fixed (i.e., anchored to the floor of the room housing the chamber).
7.2. One door maintenance kit shall be included for the door. This kit shall include any parts necessary to perform one routine maintenance service on the door.
7.3. The door shall be equipped with emergency lighting on the interior of the chamber. This light should activate in the event of a power failure and provide enough light for someone inside the chamber to locate the door, operate the door, and safely exit the chamber. This emergency light may be powered via battery in the event of a main power failure.

8. The chamber shall include an appropriate number of HVAC vents that allow the air to pass between the inside of the chamber, and the room outside the chamber. External to one of these vents should be a blower (or similar device) that will circulate air through the interior of the chamber.
8.1. Each HVAC vent shall be properly shielded.
8.2. When in operation, the blower shall not produce more than 65 dBA (as measured 3 meters from the blower).
9. AC Electrical power shall be available inside the chamber. Any electrical power entering the chamber shall be properly filtered. The Contractor is responsible for all electrical wiring inside the chamber, and any electrical wiring that runs along the outside of the chamber.
NIST personnel will make the connection to the building electrical system. The connection point to the building electrical system is on the west side of the chamber.
9.1. Power line filters used shall provide a minimum of 90 dB of insertion loss and function from at most 150 KHz to at least 18 GHz.
9.2. There shall be one 120VAC duplex outlets located on two different walls of the chamber interior. One 20 amp circuit is available for all of these interior outlets.
9.3. One additional set of two duplex outlets shall be placed on the exterior of the chamber along the south wall. This group of outlets will serve as power for instrumentation located outside the chamber. The power to this outlet need not be filtered if it does not enter the chamber. There is one 20 amp circuit available for this group of outlets.
9.4. Lights shall be installed on the interior of the chamber. The lights shall be appropriately shielded/filtered to maintain the shielding integrity of the chamber, and to prevent the lights from emitting RF energy into the interior of the chamber.
9.5. The Contactor is responsible for wiring the lights and electrical outlets in the interior of the chamber.
9.6. There shall be a sufficient number of lights placed in appropriate locations to allow equipment to be safely moved into the chamber, and be configured before/after testing.
As almost all of the chamber volume will be utilized, equipment may be moved/configured in all areas of the chamber. Thus, lighting shall be sufficient in all areas of the floor.
9.7. Lights shall be placed and/or oriented away from the horizontal paddle such that there are no large shadow areas beneath the paddle. To avoid shadows, it is permissible to mount lighting on the walls of the chamber.
10. To enable the interior of the chamber to be monitored, a camera shall be installed inside the chamber to allow viewing of any automated test in-progress. This camera shall connect to a screen mounted on the outside of the chamber (this screen shall be provided by the Contractor). The approximate location of this screen is shown on the attached drawing.
10.1. Penetrations through the chamber wall shall be properly filtered/shielded to maintain the shielding integrity of the enclosure.
10.2. The camera shall have the ability to zoom, pan and tilt inside the chamber via controls placed outside the chamber.
10.3. The camera shall be shielded/EMC hardened and continue to function in radiated fields up to 200 V/m.
10.4. The camera controller (placed outside the chamber) shall be able to control at least two cameras. Though only one camera is required now, an additional camera may be added at a later date.

10.5. The screen used to view the camera’s output will be a multi-purpose screen, also serving as the monitor for a desktop PC. The screen will be connected to the desktop PC via either HDMI, DVI, or VGA cables. NIST personnel will provide the desktop PC and connect it to the screen at a later date.
10.6. The screen shall be capable of being simultaneously connected to the camera and the desktop PC. However, the screen need only be capable of displaying one input at a time.
10.7. The size of this multi-purpose screen shall be at least 50 inches, but not exceed 70 inches (as measured along the diagonal of the screen).
10.8. The screen shall be capable of displaying video with a resolution of 1920x1080 pixels at a minimum refresh rate of 60 Hz.
11. The Contractor shall only use new materials in the construction of this chamber. The use of used/refurbished materials is not permissible.
12. The Contractor shall include the cost of shipping all materials to the NIST site in Boulder, CO for installation of the chamber.
Installation:
The Contractor shall install the chamber in Building 24, Room 1300, at NIST Boulder, CO.
Installation shall include, at a minimum, unloading/uncrating/unpacking of all materials, construction of the chamber, demonstration of specifications, and removal of all trash. The chamber will operate to manufacturer’s specifications upon installation. Installation will take place between 7:30 am and 5:30 pm mountain time, Monday through Friday (except Federal Holidays) and between 8:00 am and 4:30 pm mountain time on Saturdays. Installation on Saturdays is not required, but access to the site is available to Contractors who request it at least two weeks in advance. Installation is to begin within 120 days of award. Installation may not begin before August 1st, 2016.
All construction materials must be able to pass thorough an opening measuring 120 inches wide by 96 inches tall. The location of this opening is on the north wall of the room.
If the Contractor deems a forklift, and/or scissor lift necessary for the installation of the chamber, the Contractor is responsible for providing them. Because the installation area is inside, only electric, propane, or natural gas powered lifts are acceptable. The Contractor is responsible for ensuring their personnel are properly trained/certified to safely operate any equipment used during the installation process.
The Contractor is responsible for unloading all materials that are shipped to the NIST site. The Contractor is responsible for removing all construction related trash from the NIST site. If necessary, NIST will provide space for a roll-off dumpster near the construction site.
Warranty:
The Contractor shall provide, at a minimum, a one year warranty on the installation of the chamber, its shielding, and all features installed by the Contractor. The warranty shall cover all parts, labor and travel (if required) necessary for any repairs required during the term of the warranty. The warranty shall commence after verification of the specifications and upon final acceptance of the chamber.

Training:
The Contractor shall include an appropriate amount of time to train up to four (4) NIST personnel covering normal operation, troubleshooting, safety, and routine maintenance.
Training will take place at the installation site and shall be provided during normal business hours, between 8:30am and 5:00pm mountain time, Monday through Friday, except Federal Holidays, and will be coordinated with the NIST Technical Point of Contact (TPOC) to ensure maximum availability of NIST personnel. Training is to occur within 10 days of the end of installation. The training may be completed on-site at NIST immediately after installation and demonstration of specifications.
IV. PERIOD OF PERFORMANCE
The period of performance shall be 160 days from award of this requirement.
V. PLACE OF PERFORMANCE
The design and manufacturing of the chamber shall be completed at the Contractor’s facility.
Installation of the chamber and training shall be accomplished at NIST, Boulder, Colorado.
Normal duty hours are Monday through Friday, 8:30 a.m. to 5:00 p.m. with the exception of Federal holidays.
VI. DELIVERABLES

VII. PERFORMANCE REQUIREMENT SUMMARY
The Contractor shall demonstrate that all performance standards in this statement of work have been met. In particular, the Contractor shall provide a measurement report (with data) showing that the installed chamber meets the performance standards. Further, the measurements in the report shall be conducted by an independent third party company. The electromagnetic performance specifications shall be verified by use of:
1. IEEE 299: Enclosure shielding shall be verified after all penetrations (e.g., doors, bulkhead panels, vents, lights, stirrer shafts, etc.) have been installed in the chamber walls. Shielding shall be verified at the following frequencies: 200 MHz, 1 GHz, 5 GHz, 10 GHz, 18 GHz, and 40 GHz.
2. IEC 61000-4-21: It shall be shown that a given test volume in the chamber meets the field uniformity requirements specified in IEC 61000-4-21 from 200 MHz – 3 GHz.
Additionally, the chamber shall be evaluated between 80 MHz and 200 MHz for field uniformity, but these data will be used for informative purposes only, and will not be used in any acceptance criteria.
VIII. GENERAL INFORMATION
Safety: The Contractor and its employees shall be responsible for knowing and complying with NIST installation safety prevention regulations. Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal and are available upon request.
Patent Rights: The Government retains a Government use license to all inventions arising from this work.
Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and also is shown to the armed Security Police when entering the campus.
Identification Badges: Contractor employees that come on-site to install the chamber must be U.S. citizens or permanent residents (green card holders) and comply with NIST identification and access requirements. The Contractor employee is responsible for absences due to expired identification and access documents. Each Contractor employee shall wear a visible identification badge provided by the NIST Security Office. The badge must show the full name, title, and if required by NIST, the words “Contractor” in front. The Contractor employee shall turn in the NIST identification badge and vehicle pass to the TPOC, COR, or Contracting Officer (CO) upon termination of their services under this contract.
To facilitate the badging process all installation team members that will be on-site will be required to complete the badging/security process prior to working on-site. Therefore, the names and required information of the installation team must be sent to the TPOC at least 8 weeks prior to the start of installation.
Vehicle Registration: All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID, proof of insurance and current registration must be presented to the NIST Security

Office, at which time a NIST vehicle pass will be issued. The pass shall be displayed on the vehicle’s rear view mirror in accordance with instructions. The Contractor employee shall follow NIST procedures for removal and turn-in of the vehicle pass upon termination of services under this contract.
Media Inquiries: The Contractor employee shall not respond to any media inquiries. Any inquiries from the media shall be immediately relayed to the TPOC, COR, and/or CO. There shall be no interviews, comments, or any other response without the knowledge and approval of the NIST Director.
