4. EVALUATION CRITERIA AND BASIS FOR AWARD
PAGE 9 OF 24 SB1341-16-RQ-0377/001
The Government will award a purchase order resulting from this solicitation to the responsible contractor whose quotation conforming to the solicitation will be most advantageous and represents the best value to the Government, price and other factors considered, utilizing simplified acquisition proceedures of FAR Part 13. The Government will not use the formal source selection procedures described in FAR part 15. The Government will evaluate quotations utilizing the proceedures of FAR 13.106-2 Evaluation of quotations or offers. The Government will consider price and other technical non-price factors described in this solicitation and will conduct a comparative evaluation of the benefits between price and the other technical non-price factors of each quotation as well as a comparative evaluation between quotations in order to determine the quotation that is most advantageous and represents the best value. Therefore, the Government may award to other than the lowest priced quoter or the highest technically rated quoter.
Per the provision 52.212-1 (g) Contract award contained within this solicitation, the Government intends to evaluate quotations and issue a purchase order based on the initial quotations received. Therefore, the quoter’s initial quotation should contain the quoter’s best terms from a price and technical standpoint. The Government reserves the right to request revised quotations from, or negotiate final purchase order terms with, one or more, but not all, quoters if later determined by the Contracting Officer to be necessary. However, the Contracting Officer will not establish a competitive range, conduct discussions, or otherwise use the formal source selection procedures described in FAR part 15. The Government may reject any or all quotations if such action is in the public interest; and issue a purchase order to other than the quoter with the lowest priced quotation.
Technical / non-price factors, when combined, are significantly more important when compared to price. However, price will become more important as the degree of equality among technical non-price evaluations increase.
The factors identified below shall be used to evaluate offers.
The technical / non-price factors are as follows:
Factor 1 (Technical Factor): Technical Approach
Factor 2 (Technical Factor): Experience
Factor 3 (Non-price Factor): Past Performance
4.1. Factor 1 - Technical Approach
Submittal Requirements
Contractors shall submit a Technical Approach Narrative which may include charts, graphs, tables and drawings. The technical Approach is defined as the Quoter’s proposed solution(s) to successfully conduct the requirements of the contract. The technical approach narrative should clearly describe, in sufficient detail, the contractor’s
PAGE 10 OF 24 SB1341-16-RQ-0377/001
technical approach to successfully fulfilling the technical requirements identified in this RFQ. At a minimum, the technical approach narrative shall address:
Plan of approach for Project Management including identification of key project tasks, their expected duration, portions of the project that will be subcontracted and coordination with the Government Contracting Officer’s Representative (COR) and any other Government personnel.
Chamber specifications to include at a minimum o Exterior size dimensions o Interior working volume o The floor levelness specifications for the proposed chamber.
o The total number of required electrical circuits and their amperages required for proper operation
Explanation of how the proposed solution meets or exceeds the specification requirements.
Basis of Evaluation
Evaluation of this factor is a subjective evaluation of the contractor’s understanding and approach to meeting the specification requirments. The Government will evaluate the technical approach narrative to determine the extent to which the technical approach demonstrates a clear understanding of the performance specification; the degree to which the technical approach is complete, realistic and technically sound; the risk associated with the technical approach; and the degree to which the technical approach meets the requirments of the specification. The technical specifications of the chamber will be evaluated to determine exterior size, interior working volume, and overall chamber performance.
4.2. Factor 2 - Experience
Submittal Requirement
Submit a maximum of three (3) projects that best demonstrates your firms or your proposed contracting team’s experience performing relevant projects. Each project shall be submitted utilizing Attachment C - Relevant Experience Project Data Sheet. For all submitted projects, the description of the project shall clearly describe the scope of work performed and the relevancy to the project requirements of this RFQ (i.e.: unique features, technical capabilities).
Projects submitted for the Contractor shall be completed within the past three (3) years of the date of issuance of this RFQ.
A relevant project is defined as a project for the design and installation of a reverberation chamber that is larger than 10 feet long, 10 feet wide, and 10 feet tall, or has a volume
PAGE 11 OF 24 SB1341-16-RQ-0377/001
larger than 1,000 cubic feet, and is consistent with the complexity set forth in this PWS.
Each project submittal must be for a single task order or contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole should not be submitted as a project; rather the contractor should submit the work performed under a task order as a project.
The attached Relevant Experience Project Data Sheet (RFQ Attachment C) is MANDATORY and SHALL be used to submit project information.
Basis of Evaluation:
The assessment of the Contractor’s submittals will be used as a means of subjectively evaluating the Contractor’s demonstrated breadth and depth of experience in performing relevant projects as defined in the solicitation submittal requirements. Project relevancy will be assessed based on a graduated scale. The assessment of the Contractor’s relevant experience will be used as a means of evaluating the capability of the Contractor or the Contractor team to successfully meet the requirements of the RFQ. The Government will only review three (3) Experience projects. Any projects submitted in excess of the three (3) relevant projects will not be considered.
Projects demonstrating greater relevancy to the requirements of this RFQ may be considered more favorably. The more project submittals, up to the maximum allowable, demonstrating relevant projects, the better.
4.3. Factor 3 - Past Performance
Submittal Requirements
Contractors shall submit a Past Performance Questionnaire or Contract Performance Assessment Reporting System (CPARS) Evaluation Report for each relevant project submitted for Factor 2. If a completed CPARS Evaluation Report is available for each project, it shall be submitted with the quotation. If there is not a completed CPARS evaluation report then contractors shall submit a Past Performance Questionnaire (PPQ) (RFQ Attachment D) for each project included in Factor 2. The Contractor should provide completed PPQs in the quotation. Contractors should follow-up with clients to help ensure timely submittal of the completed questionnaires with the RFQ.
If the Contractor is unable to obtain a completed PPQ from a client for a project(s) before the RFQ closing date, the Contractor should complete and submit with the quotation the first page of the PPQ, which will provide contract and client information for the respective project(s). The Government may make reasonable attempts to contact the client noted for that project(s) to obtain the PPQ information.
If requested by the client, questionnaires may be submitted directly to the Government’s point of contact, Mr. Matthew Gomer; matthew.gomer@nist.gov; Telephone (303) 497-
PAGE 12 OF 24 SB1341-16-RQ-0377/001
3764.
Contractor’s may provide any information on problems encountered and the corrective actions taken on projects submitted under Factor 2 – Experience. Contractor’s may also address any adverse past performance issues. Explanations shall not exceed two (2) double-sided pages (or four (4) single-sided pages) in total.
Basis of Evaluation
The assessment of the contractor’s past performance will be used as a means of evaluating the contractor’s probability of successfully meeting the requirements of the
RFQ. This past performance evaluation considers each contractor’s demonstrated recent and relevant record of performance in regards to the RFQ requirement. This subjective evaluation focuses on how well the Contractor performed on relevant projects submitted under Factor 2 – Experience as well as Past Performance on other projects currently documented in known sources. More emphasis will be placed on more relevant projects. In addition to the five relevant projects submitted under Factor 2, the Government reserves the right to obtain more information for use in the Evaluation of the past performance factor. Evaluation of past performance is a subjective evaluation of how relevant a recent contract effort was in regards to the RFQ requirements and how well the contractor performed on relevant contracts.
The Government reserves the right to contact references for verification or additional information. The Government’s inability to contact any of the Offeror’s references or the references unwillingness to provide the information requested may affect the Government’s evaluation of this factor.
In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS) Federal Awardee Performance and Integrity Information System (FAPIIS) using all CAGE / DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company / subsidiary / affiliate) identified in the contractor’s quotation, inquiries of owner representative(s), and any other known sources not provided by the contractor. The Government reserves the right to contact any other source of information that may have knowledge or information on a contractor’s relevant past performance history.
The Government will consider the currency and relevance of the information, the source of the information, context of the data, and general trends in the Contractor’s performance. This evaluation is separate and distinct from the Contracting Officer’s responsibility determination.
A relevant project is defined as a project for the design and installation of a reverberation chamber that is larger than 10 feet long, 10 feet wide, and 10 feet tall, or has a volume larger than 1,000 cubic feet, and is consistent with the complexity set forth in this PWS.
PAGE 13 OF 24 SB1341-16-RQ-0377/001
Contractor’s lacking relevant past performance history will not be evaluated favorably or unfavorably in past performance and will receive a Neutral rating.
4.4. Price Quotation
Submittal Requirements
Contractor’s shall submit a firm fixed price (FFP) quotation on the SF 18. In addition to the summary price quotation on the SF 18, the Part II, price quotation shall be a separate PDF attachment and shall include support documentation which adequately justifies how the quoter arrived at the total firm fixed price.
In addition, the contractor price quotation shall also identify any requested payment schedule terms. All payment schedule terms shall be directly tied to contract deliverables and/or major contract milestones.
Basis of Evaluation
The Government will evaluate the price quotation using price analysis techniques to determine fairness, reasonableness and realism in relation to the technical solution.
Price analysis will be conducted in accordance with the FAR, Commerce Acquisition Manual and any other provision within this RFQ. The analysis may include information from a Government auditing agency, Government technical personnel, or other sources.
If a price is disproportionally lower than other competitive prices or significantly unbalanced, the price may be deemed unrealistic. Payment schedule terms more favorable to the Government may be evaluated more favorably. A determination will be made by the Contracting Officer based upon the information provided. The Government reserves the right to ask for any additional price related information from the Contractor in order to determine a price fair and reasonable.

STATEMENT OF WORK
TITLE: Procurement of a Research Reverberation Chamber
LAB REQUESTING SERVICE: Communications Technology Laboratory, RF Technology Division
I. BACKGROUND INFORMATION
The Communications Technology Laboratory is in the process of expanding its research efforts related to spectrum sharing. This research spans a broad area covering topics associated with distributed spectrum sensing, signal propagation, interference between devices, and evaluating a device’s ability to share spectrum. As we explore each of these topics, a controlled multipath RF environment where signals can be radiated and received is required. This environment ensures that its interior volume is shielded from signals radiated from outside the chamber and the exterior volume is shielded from signals radiated inside the chamber. The interior of the chamber is equipped with two rotating mechanical stirrers for changing the boundary conditions within the chamber. This type of environment is commonly referred to as a reverberation chamber. Most reverberation chambers are designed, built, and used for testing pursuant to specific EMC standards (e.g., IEC 61000-4-21). However, the specifications of a reverberation chamber that will have a research focus are slightly different than for a chamber being used for standard EMC tests, as described below. As this chamber will be used for wireless communications research, it is difficult to describe the exact application and/or measurements that will take place within the chamber.
II. SCOPE OF WORK
Using the common reverberation chamber specifications as a foundation, several changes are being made that result in a chamber that is more suitable for the type of research we will be conducting.
Like most reverberation chambers, we envision this chamber consisting of the following key components: a shielded enclosure, one door allowing ingress/egress to the chamber, and two mechanical stirrers (one floor-to-ceiling, one wall-to-wall). Even if all requested performance metrics can be achieved with a single stirrers, we still require that two stirrers be installed.
No interior tables, antennas, turntables or testing software are required.
III. SPECIFICATIONS
The Contractor shall provide one (1) reverberation research chamber that meets the following minimum technical requirements. The Contractor shall design and install the chamber, and provide training as described below.
1. The chamber will operate from 200 MHz to 40 GHz.
2. This chamber will be constructed inside one of our existing laboratory spaces. The chamber will be free-standing within the space. The floor of the space is constructed of reinforced
Page 15 of 24 SB1341-16-RQ-0377/001 concrete approximately 10-12 inches thick. Any structure supporting the chamber may be anchored to this floor, but attaching to any existing walls or the ceiling is not permitted.
2.1. The chamber must fit within a volume 17 feet long, 15 feet wide, and 18 feet high. The final size of the chamber (including any structural support) shall be contained within this volume. The door ramp (if required), steps, electrical power filters, and HVAC components and ducting (if required) may exceed this volume. This volume is shown on Exhibit 1. Note that the electrical panel shown off the southwest corner of the reverberation chamber will be relocated to the north half of the reverberation chamber’s west wall prior to installation.
2.2. The ceiling height of the room in which this chamber will be constructed is 24 feet.
However, there are pipes running along the ceiling. In these areas, there is only 23 feet between the floor and ceiling.
2.3. The chamber’s structural design shall be stamped by a licensed PE prior to submission to
NIST.
2.4. The chamber shall be designed pursuant to the appropriate design standards (including seismic) given the chamber’s installation location in Boulder, CO.
2.5. NIST will be responsible for leveling the floor underneath the chamber. This will be done prior to the start of installation.
3. The shielded enclosure shall be capable of providing at least 100 dB of shielding (electric field or plane wave) across the full frequency range of operation. This will be verified during the construction of the chamber at the frequencies described in Section VII.
4. The mechanical stirrers used in the chamber shall meet, at a minimum, the following characteristics:
4.1. Each stirrer must be controlled independently, must allow both continuous and stepped rotation modes in either clockwise or counterclockwise direction.
4.2. For continuous rotation, the stirrers must be capable of rotational speeds of 1 RPM (or slower) and 16 RPM (or faster).
4.3. For stepped rotation, increments of 0.25 degrees or smaller are required.
4.4. The stirrers and its controller must allow manual control for operations such as jog and continuous motion in either direction. The controller must have a digital display indicating the position of each paddle.
4.5. The stirrers and its controller must allow for computer/remote control. The connection to the computer can be through one or more of the following methods: IEEE 488, RS232 (DB-9), USB, and/or Ethernet.
4.6. The stirrers shall be metal with an irregular/asymmetric shape.
4.7. The vertical stirrer shall inscribe a cylinder of approximately 3 feet in diameter and should be positioned near a corner away from the door.
4.8. The horizontal stirrer shall inscribe a cylinder of approximately 5 feet in diameter or larger and shall allow for a clearance of at least 8 feet between the floor and the lowest point of the paddle.
4.9. Any penetrations for shafts must maintain the shielding integrity of the enclosure.
5. The solid floor (also serving as the electrical ground plane) within the shielded enclosure shall not exceed 4 inches in height (as measured from the floor of the parent building), and shall be level to 0.25 inches in any 10-foot span (non-cumulative). However, note that a raised floor is not a requirement. That is, chambers whose design is such that the bottom shielding panel is also the interior floor are acceptable.
Page 16 of 24 SB1341-16-RQ-0377/001
5.1. This floor shall be capable of safely supporting a 1,000 pound load distributed on four points over one square meter.
6. The chamber shall come equipped with five bulkhead panels that facilitate the passing of cables from the interior to the exterior of the chamber. Each panel shall be removable from the chamber wall to allow it to be machined.
6.1. All five panels shall be blank, in that no RF connectors are installed. RF connectors will be installed by NIST personnel at a later date.
6.2. There shall be a panel located in each wall of the chamber. These panels should measure approximately 16 inches tall and be approximately 16 inches wide. These panels should be placed approximately 12 inches above the interior floor of the chamber.
6.3. There shall be an additional panel on the south wall of the chamber.
6.3.1. The additional panel on the south wall will allow for access between the exterior and the working volume of the chamber. This panel will measure approximately 16 inches tall and be approximately 16 inches wide. This panel must be accessible from the interior of the chamber. This panel shall be placed approximately eight feet above the height of the exterior floor outside the chamber.
6.3.2. In addition to the aforementioned blank bulkhead panels, The Contractor shall provide one extra panel. This panel will be used as a spare panel, installed only when other panels are removed for machining. This extra panel shall be blank (i.e.
no installed RF connectors).
6.3.3. The dimensions given for bulkhead panels are listed as approximate. Deviations from the size given is allowed to enable the Contractor to utilize one of their “standard” panel sizes; one that is close in size (if not exact) to the dimensions given.
7. The chamber shall include one access door. The door must be operable from either inside or outside the chamber.
7.1. The door shall provide an unobstructed clearance of approximately 72 inches wide and
84 inches tall. The unobstructed clearance of the door may deviate from the approximate dimensions not more than 1” smaller to 6” larger in either dimension. This door must have two panels, and may be manually operated. This door should be located along the south portion of the west wall. The door shown on the attached drawing represents an approximate location. If the lip of the door is more than 2.5 inches above the ground, a ramp shall be provided. This ramp shall extend from the building floor up to the lip, and onto the floor inside the chamber. This ramp shall not protrude more than 6’ from the exterior wall of the chamber when in use. This ramp may be removable, or fixed (i.e., anchored to the floor of the room housing the chamber).
7.2. One door maintenance kit shall be included for the door. This kit shall include any parts necessary to perform one routine maintenance service on the door.
7.3. The door shall be equipped with emergency lighting on the interior of the chamber. This light should activate in the event of a power failure and provide enough light for someone inside the chamber to locate the door, operate the door, and safely exit the chamber.
