Amendment 0002 to Request for Quotation (RFQ) SB1341-16-RQ-0373 incorporates questions received in response to RFQ SB1341-16-RQ-0373. The questions and respective answers are as follows:
Industry Question 1: Attachment A Section III; Item 1.a.8 – All structural steel to be painted Dark Gray or Mezzanine Gray. What type of paint is to be used, Standard Shop Coat, Epoxy, Etc.? Is the steel to be Primed Coated Only?
NIST Response to Industry Question 1: Contractors shall use best practice recommendations for the paint prep and painting of the mezzanine. Upon award, NIST can provide a paint chip sample to the Contractor.
Industry Question 2: Attachment A Section III; Item 1.c – Deck/Platform. Loads are given for decking and resin deck however NO Material, Sizes, Thicknesses, Etc. are given, who is to design this? Are Deck/Platform drawing and material to be submitted for approval? Who will design the Removable Sections and shall these go for approval?
NIST Response to Industry Question 2: Refer to Attachment A Section III.1.c.1.i for deck thickness.
Refer to Attachment A Section III.1.c.1 for material and sizes.
Industry Question 3: Attachment A Section III; Item 1.d – Railing. Who is to design the railing, Size, Material, Etc.? Are Railing drawings required to be sent for approval?
NIST Response to Industry Question 3: The Contractor shall provide railing that is in accordance with Attachment A – NIST NCNR DCS-VSANS Mezzanine, all referenced safety requirements and the drawings provided within the solicitation.
Industry Question 4: Section III; Item 1.e – Stairs. Who is to design the Stairs, Size, Material, Etc? Are Stair drawings required to be sent for approval?
NIST Response to Industry Question 4: The Contractor shall provide stairs that are in accordance with Attachment A – NIST NCNR DCS-VSANS Mezzanine, all referenced safety requirements and the drawings provided within the solicitation.
Industry Question 5: Section IV; Deliverables – Reference drawings and model to be submitted but there is also reference of the use of supplied drawings. Are fabrication drawings required? Are fabrication drawings required to be sent for approval?
NIST Response to Industry Question 5: NIST only requires fabrication drawings (or STP files if available) for the railings, stairs, and removable deck sections.
Industry Question 6: Are the staircases needed to be quoted as well? We did not locate any information on them.
NIST Response to Industry Question 6: Yes, please refer to Attachment A – NCNR DCS-VSANS Mezzanine Section III.1.e.
Amendment 0002 to RFQ SB1341-16-RQ-0373
Industry Question 7: Balloon 12.22 and 13.22 on drawing 018-2101 are call outs. Although, the call outs are incorrect when compared to bill of materials and drawings. Should we follow the call out or bill of materials?
NIST Response to Industry Question 7: Contractors shall follow the bill of materials. Drawing 018- 2101 has been updated and included as an attachment to this Amendment.
Industry Question 8: Can NIST provide a picture of the door/gate that is required in Section III.1.d.viii.
of Attachment A – NCNR DCS-VSANS Mezzanine?
NIST Response to Industry Question 8: Yes. Attached to this Amendment is an example picture of the required door/gate as required in Section III.1.d.viii. of Attachment A – NCNR DCS-VSANS Mezzanine.
Also included are additional pictures of the current mezzanine and area.
Industry Question 9: Some of the items call for markings to be 1/8” deep others do not. Please clarify.
Regarding marking, can we paint or stencil the marks on the various pieces (using up to 1” high letters)?
Can we use adhesive lettering system, again with approximately 1” high letters? Can we use separately marked tags that are welded to the item being marked?
NIST Response to Industry Question 9: NIST is requesting part marking on all individual parts. When parts belong to an assembly, i.e. weldment, the part number shall be the assembly number. NIST’s preferred method of part marking is specified on the drawings (stamp, engrave, water jet, laser mill, mill).
Paint or stencil marks and adhesive lettering is not acceptable due to the environment in which the mezzanine will be installed. If the Contractor isn’t capable of providing any of the above methods of marking, only the following will be accepted: a) Separately marked tags that are welded to the item being marked, as long as, the letter size is the same as specified on the drawings. Also, part numbers on tags must be machined (milled, water jetted, etc.), not painted or stenciled. Also, assuming that the Contractor is using sheet metal (thinner than 1/8 inch) for the tags, they must paint the part number a different color than the actual part so that it is readily visible and recognizable.
