ATTACHMENT A – NIST NCNR DCS-VSANS MEZZANINE
Statement of Work – NIST NCNR DCS-VSANS Mezzanine
I. BACKGROUND
The National Institute of Standards and Technology (NIST), Center for Neutron Research (NCNR) focuses on providing neutron measurement capabilities to the U.S. research community. It is the national center for research using thermal and cold neutrons, offering its instrumentation for use by all qualified applicants. Many of its instruments rely on intense beams of cold neutrons emanating from an advanced liquid hydrogen moderator.
The NCNR is currently undertaking a facilities expansion to include a new Very Small Angle Neutron Scattering (VSANS) instrument. The installation of the VSANS instrument in the guide hall on Neutron Guide (NG)-3 will require a modification to the current Disc Chopper Spectrometer (DCS) Mezzanine on NG-4. The current mezzanine on NG-4 sits on top of the DCS instrument.
Part of the new mezzanine will sit on top of the DCS instrument, while the other half will straddle the VSANS detector vessel. NCNR has designed a mezzanine that meets its requirements. The newly designed mezzanine is designed to withstand 150 pounds per square foot. Also, the NCNR designed mezzanine is designed with a safety factor of 4. Some of the sections of the deck were designed to be removable so that some instrument components, both on NG-3 and NG-4, can be easily accessible.
II. SCOPE
This requirement is concerned with the fabrication of the new mezzanine components that need fabrication as well as with the purchase of “off-the-shelf” components, when applicable. These components include, but are not limited to, all specified steel, hardware, decking, railing, and stairs.
Engineering specifications regarding all the components mentioned above, as well as any safety code requirements will be listed on the “Requirements”, section III, of this statement of work.
The mezzanine top level assembly drawing, number 018-2000, has three major subassembly drawings:
1. 018-2003 DCS Mezzanine
2. 018-2210 DCS-VSANS Mezzanine: This section of the mezzanine is located in between of the two instruments, DCS and VSANS.
3. 018-2101 VSANS Mezzanine
Each subassembly listed above contains a bill of materials that specify the required quantity of each of the components that belong to said subassemblies.
Assembly number 018-2003 represents the part of the mezzanine that will sit on top of DCS.
Calculations have been done and it has been determined that DCS can withstand the loads transferred by the mezzanine at the mezzanine’s designed capacity. This requirement is NOT to perform calculations or optimize the design of the mezzanine.
NCNR personnel will be responsible for assembling the mezzanine in place. However, it is the Contractor’s responsibility to test fit the mezzanine’s frame as part of the quality assurance check. Deck, railing, and stairs are not required to be test fit. It is understood that all components must go through Contractor’s quality check procedure. However, only the legs that belong to assembly number 018-2003, not all of the legs in the entire top level assembly, shall be tested for fit.
Pictures and documentation of test fit shall be provided to NCNR. NCNR may choose to send staff to witness test fit. Travel to be at NCNR’s expense. NCNR shall be notified well in advance so travel can be planned accordingly. Renderings that show the mezzanine installed with the instruments DCS and VSANS in place are for reference only.
