EVALUATION CRITERIA

Versailles Project on Advanced Materials and Standards and

World Materials Institute Forum Support

The Government intends to award a single firm-fixed price purchase order resulting from this solicitation to the responsible quoter whose quotation, conforming to the solicitation will be most advantageous to the Government, price and other factors considered:

In addition to price, the following factors shall be used to evaluate quotations:

1. Technical Approach

2. Prior Experience

3. Key Personnel

4. Past Performance.

In determining best value, Technical Approach and Prior Experience are the most important factors and are equal in importance to each other. Key Personnel is less important than Technical Approach and Prior Experience; and Past Performance is the least important non-priced evaluation factor. Price is significantly less important than the non-priced evaluation factors.

TECHNICAL EVALUATION FACTORS

1. Technical Approach

NIST will evaluate the extent to which the Offeror’s quote demonstrates their ability to satisfy the requirements in the Statement of Work, to identify and resolve technical risk, to ensure work quality, and on-time completion of tasks and deliverables.

2. Prior Experience

NIST will evaluate the extent of the quoter’s prior experience in working with international standards-setting committees and work groups in the area of materials science.

3. Key Personnel

NIST will evaluate the extent to which the Offeror’s quoted key personnel compare to the minimum qualifications as described in the statement of work.

4. Past Performance Evaluation of past performance shall be based on the references provided and/or the quoter’s recent and relevant procurement history with NIST or its affiliates. Past Performance will be evaluated to determine the overall quality of the product and service provided by the quoter. The Government will evaluate past performance based on Past Performance Surveys and by contacting appropriate references, including NIST references; if applicable. The Government may also consider information available from other sources. In the case of a quoter without a record of relevant past performance or for whom information on past performance is not available, the quoter will be evaluated neither favorably nor unfavorably.

PRICE

The quoted price will be evaluated. The evaluation will determine whether the prices are reasonable in relation to the solicitation requirements. Prices must be entirely compatible with the technical portion of the quotation.

The Government reserves the right to make an award to other than the lowest priced quoter or other than the quoter with the highest technical score if the Contracting Officer determines that to do so would result in the best value to the Government.

“Options”. The Government will evaluate quotations for award inclusive of the prices quoted for all option line items. The Government may determine that a quotation is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
