C. 1 Statement of Work
NCNR WELDING SERVICES
STATEMENT OF WORK (SOW)
I. BACKGROUND:
The National Institute of Standards and Technology (NIST) Center for Neutron Research (NCNR) pursues a mission to be a world leading facility for neutron scattering research. To that end, it owns and operates a neutron source (i.e. the NIST Reactor). NCNR is a national center for research using thermal and cold neutrons, offering its instrumentation for use by all qualified applicants. Its activities focus on providing neutron measurement capabilities to the research community. The NCNR services a large and diverse group of outside users from industry, educational institutes and other government agencies. Hence the reliability of the neutron source is a key in achieving its mission.
As part of its maintenance program, the NCNR intermittently develops requirements that involve the welding of steel, aluminum and occasionally other metals. Examples of past and present requirements are pipe repair jobs, new piping (and other plumbing) as well as structural fabrication jobs, and new construction requirements for the rigging and hoisting of certain equipment. These welding requirements are developed in-house as task packages that define welding specifications, manufacturing drawings and work instructions. Some jobs require a qualified welder to be present at the NCNR to achieve performance. Other tasks require the welder to fabricate jobs in accordance with
NCNR specifications and deliver the completed manufactured equipment to the NCNR site or require integration into the existing facility by further welding in the field on-site at NIST.
II. SCOPE:
The purpose of this acquisition is to provide the required welding services to accomplish the various task requirements identified by NCNR. Task Orders will be issued on an as needed basis and identify the specific task that shall be performed. The Contractor shall perform welding activities in accordance with design and performance specifications to be provided by NIST.
The Contractor shall be responsible to weld various materials. The Contractor may perform welding of carbon steel, stainless steel, aluminum (and sometimes other metals) using established welding processes. These processes may include, but are not limited to:
1. Advanced Shielded Metal Arc Welding (ASMAW)
2. Gas Metal Arc Welding (GMAW)
3. Gas Tungsten Arc Welding (GTAW)
4. Oxy-Acetylene Welding, Cutting and Brazing
5. Shielded Metal Arc Welding (SMAW)
Performance specifications for the welding work will be provided by NIST with each task order and will consist of a package containing welding specifications, drawings, and inspection requirements and criteria as well as welder certification and weld qualification requirements.
The Contractor shall have access to equipment and personnel to perform the welding and welding inspection. The
Task Order performance specifications govern both the welding and the inspection process.
The Contractor shall provide welder’s certifications and weld qualification for welding procedure of each metal listed above, per industry codes and standards listed in each task order.
If work is done off-site, as is the case in new manufacturing, parts shall be packaged and shipped following standard trade practices and shall be FOB Destination.

The Contractor shall follow TECHNICAL SPECIFICATION NBSR-CSP-1, provided as Attachment 1 to this
SOW, for the fabrication and installation of carbon steel piping. Pipe supports shall be fabricated and installed by the Contractor.
The Contractor shall follow the TECHNICAL SPECIFICATION NBSR-AP-2, provided as Attachment 2 to this
SOW, for the fabrication and installation of 6061 T6 aluminum piping. Pipe supports shall be fabricated and installed by the Contractor.
The Contractor can use standardized, “off the shelf” pipe supports manufactured according to the Manufacturers
Standardization Society standards listed in Attachment 1 – TECHNICAL SPECIFICATION NBSR-CSP-1 and
Attachment 2 – TECHNICAL SPECIFICATION NBSR-AP-2.
III. GENERAL REQUIREMENTS
The Contractor shall provide all labor and equipment necessary to off-load its truck(s). If a forklift shall be utilized, it must be propane. Only NIST personnel shall operate NIST owned equipment. NIST personnel shall be available to the Contractor to operate equipment as necessary. If the Contractor requires the use of NIST owned equipment, it shall coordinate with the Contracting Officer’s Representative (COR) at least one (1) week in advance of expected use date.
All tools and equipment, brought into and taken out of the work site must be cleared through the NIST Health
Physics office. This clearance could take several hours. Tools and equipment includes ALL tools and equipment, from hammers to forklifts; hoses, electrical lines and cables are also included. NIST recommends that the
Contractor leave all tools and equipment on-site during the period of performance to avoid duplicate clearances and unnecessary delays.
The Contractor shall make necessary arrangements to remove all trash generated in executing this task order. NIST will not provide a trash dumpster. All material removed and leaving the building must be cleared by NIST Health
Physics before it can leave the site. If any contamination is found, NIST shall be responsible for cleaning it. NIST shall be responsible for disposal if the item cannot be cleaned.
The Contractor must collect, drain water from, and place all radiological waste collected during the cleaning process in a manner suitable for waste disposal. NIST shall supply containers (e.g.55 gallon drums) for disposal of radioactive material.
Work required shall be performed in a controlled area. Contractor personnel shall not leave the work-site unless they are escorted by NIST personnel. NIST personnel shall be available to escort Contractor personnel as required.
No food or drink shall be permitted in the work area.
All work shall be done in accordance with applicable specifications from Occupational Safety and Health
Administration (OSHA).
During cutting, welding, grinding or other similar operations, measures shall be taken to protect near-by equipment from smoke, sparks, grit and any other residue generated. The Contractor shall not weld or cut prior to the issuance of a “Weld and Burn” permit through the NIST Fire Department.
NIST will be responsible for obtaining this permit unless the Contractor has already done so. The Contractor must notify the COR at least one (1) day in advance of any welding or cutting to ensure the permit is in hand.

The Contractor must minimize radiation exposure to workers by using As Low As Reasonably Achievable
(ALARA) techniques as defined in Title 10, Section 20.1003, of the Code of Federal Regulations (10 CFR
20.1003). (Reference http://www.gpoaccess.gov/cfr/retrieve.html).
The work environment is radiological and potentially contaminated. All existing equipment, piping and cement pedestals shall be considered contaminated. Protective clothing such as coveralls, booties and gloves shall be worn as directed by the NIST Health Physics Office. The NCNR Health Physics Office shall supply standard protective clothing such as shoe covers, gloves, coveralls and hoods.
Each individual worker scheduled to work inside the Radiological Controlled Area (RCA), must attend the NCNR
Radiation Safety Training prior to going inside the RCA. The training shall be scheduled by the COR. The training shall take place on-site at NIST Gaithersburg. It is anticipated that this training shall be scheduled not later than two
(2) weeks prior to the commencement of work inside the RCA.
The Contractor shall contact the COR at least thirty (30) days prior to the start of work in the NCNR to confirm dates and times for equipment clearance, and provide security information for all employees who shall be working on-site. All employees must have photo identification. Individuals who are not U.S. citizens must have a passport and Visa. Security requirements shall be explained by the COR at the kick-off meeting.
The Contractor shall provide proof of insurance to the NIST Contract Specialist, at least two (2) weeks prior to commencement of work on-site at NIST.
The Contractor shall provide all installation equipment necessary to perform any required task. This includes ladders and scaffolding. The Contractor may use the crane in C100, however, usage must be scheduled in advance.
The crane must be operated by NIST personnel. The Contractor must advise the COR of the need to utilize the crane as soon as the need is identified so that usage time can be scheduled.
NCNR will provide all radiological surveillance and monitoring required during installation and testing associated with a particular task
Work hours shall be Monday through Friday between the hours of 8:00 AM and 5:00 PM Eastern. Weekend access to the site shall not be authorized.
Approvals by the Government as required herein shall not relieve the Contractor of its obligation to comply with the specifications and with all other requirements of the task order, nor shall it impose upon the Government any liability it would not have had in the absence of such approval.
IV. CODES AND STANDARDS:
The Contractor shall follow all regulation codes and standards for welding when performing task associated with this contract. Specifically, the following codes and standards are provided below.
CODES AND STANDARDS for welding Aluminum and Aluminum alloys:
Fabrication, examination, testing, inspection, stamping, certification, and documentation shall conform to applicable portions of following adopted or tentative specifications, standards, codes and addenda, as applicable. Latest version of these codes and standards will be applicable.
a. ANSI/ASME B31.1 - American National Standard Code for Pressure
Piping including Applicable Code Addenda and Interpretations.

ADDITIONAL RESPONSIBILITIES:
The Contractor shall be responsible, if explicitly delineated in the task order, to supply components such as pipes, pipe fittings, valves etc. and equipment such as pumps with driven source, heat exchangers, flow measuring devices etc., over and above welding materials and equipment. If the task order will require the Contractor to supply materials and equipment, specifications and applicable codes and standards will be provided in the task order by the
Government. This data will determine the basis for materials and physical attributes of various components and performance duty of system equipment.
SAMPLE TASK ORDER:
For the purpose of satisfying the requirements of IDIQ contract, all prospective Contractors shall undergo the following process. A sample task order is described as follows:
The Auxiliary Secondary Cooling Water System piping located in the reactor Process Room, is required to be replaced in order to replace the existing heat exchangers by new Plate and Frame type heat exchangers. NCNR personnel will remove old existing heat exchangers along with their support platforms and piping. New support platforms and plate and frame type heat exchangers will be installed by NCNR personnel in the process room.
Prospective Contractors shall provide a quote for installing new piping for connecting these new heat exchangers
(already installed) as well as to the existing supply and return piping located in the adjacent room. A drawing E-60-
061(welding IDIQ sample task order) attached with this SOW, depicts piping layout described in the above paragraph. The prospective Contractor shall read and heed the requirements of this SOW and notes given on the drawing E-60-061(welding IDIQ sample task order). The prospective Contractor shall provide the following items along with its quote:
Certified welders’ certification and weld procedure qualification certification for carbon steel and aluminum metal welding per requirements delineated in technical specifications NBSR-CSP-1 and NBSR-AP-2, attached with this
SOW.
Describe your ability in handling process plant piping, equipment and process instrument piping fabrication and installation. Describe past and/or present projects you have successfully completed within the project cost.

(a) Workers Compensation and Employer?s Liability. The contractor is required to comply with applicable federal and state workers'' compensation and occupational disease statutes. If occupational diseases are not compensable under those statutes, they shall be covered under the employer?s liability section of the insurance policy, except when contract operations are so commingled with a contractor?s commercial operations that it would not be practical to require this coverage. Employer?s liability coverage of at least $100,000 shall be required, except in states with exclusive or monopolistic funds that do not permit workers'' compensation to be written by private carriers.
(b) General liability.
(1) The contractor shall have bodily injury liability insurance coverage written on the comprehensive form of policy of at least $500,000 per occurrence.
(2) When special circumstances apply in accordance with FAR 28.307-2(b), Property Damage Liability Insurance shall be required in the amount of $500,000.00 .
(c) Automobile liability. The contractor shall have automobile liability insurance written on the comprehensive form of policy. The policy shall provide for bodily injury and property damage liability covering the operation of all automobiles used in connection with performing the contract.
Policies covering automobiles operated in the United States shall provide coverage of at least $200,000 per person and $500,000 per occurrence for bodily injury and $20,000 per occurrence for property damage.
(d) Aircraft public and passenger liability. When aircraft are used in connection with performing the contract, the contractor shall have aircraft public and passenger liability insurance. Coverage shall be at least $200,000 per person and $500,000 per occurrence for bodily injury, other than passenger liability, and $200,000 per occurrence for property damage. Coverage for passenger liability bodily injury shall be at least $200,000 multiplied by the number of seats or passengers, whichever is greater.
(e) Vessel liability. When contract performance involves use of vessels, the Contractor shall provide, vessel collision liability and protection and indemnity liability insurance as determined by the Government.

(c) If mailed, a delivery order or task order is considered "issued" when the Government deposits the order in the mail. Orders may be issued orally, by facsimile, or by electronic commerce methods only if authorized in the Schedule.
I. 9 52.216-19 ORDER LIMITATIONS (OCT 1995)

(a) "Minimum order." When the Government requires supplies or services covered by this contract in an amount of less than $2,500.00 the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract.
(b) "Maximum order." The Contractor is not obligated to honor--
(1) Any order for a single item in excess of $1,100,000.00
(2) Any order for a combination of items in excess of $1,100,000.00 or
(3) A series of orders from the same ordering office within Thirty (30) days that together call for quantities exceeding the limitation in paragraph (b)(1) or (2) of this section.
(c) If this is a requirements contract (i.e., includes the Requirements clause at subsection 52.216-21 of the Federal Acquisition Regulation (FAR)), the Government is not required to order a part of any one requirement from the Contractor if that requirement exceeds the maximum-order limitations in paragraph (b) of this section.
(d) Notwithstanding paragraphs (b) and (c) of this section, the Contractor shall honor any order exceeding the maximum order limitations in paragraph (b), unless that order (or orders) is returned to the ordering office within Five (5) days after issuance, with written notice stating the Contractor`s intent not to ship the item (or items) called for and the reasons. Upon receiving this notice, the Government may acquire the supplies or services from another source.
I. 10 52.216-22 INDEFINITE QUANTITY (OCT 1995)
(a) This is an indefinite-quantity contract for the supplies or services specified, and effective for the period stated, in the Schedule. The quantities of supplies and services specified in the Schedule are estimates only and are not purchased by this contract.
(b) Delivery or performance shall be made only as authorized by orders issued in accordance with the Ordering clause. The Contractor shall furnish to the Government, when and if ordered, the supplies or services specified in the Schedule up to and including the quantity designated in the Schedule as the "maximum." The Government shall order at least the quantity of supplies or services designated in the Schedule as the "minimum."
(c) Except for any limitations on quantities in the Order Limitations clause or in the Schedule, there is no limit on the number of orders that may be issued. The Government may issue orders requiring delivery to multiple destinations or performance at multiple locations.
(d) Any order issued during the effective period of this contract and not completed within that period shall be completed by the Contractor within the time specified in the order. The contract shall govern the Contractor`s and Government`s rights and obligations with respect to that order to the same extent as if the order were completed during the contract`s effective period;
provided, that the Contractor shall not be required to make any deliveries under this contract after $1,100,000.00
I. 11 52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within Five (5) days of contract expiration.
I. 12 52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within One (1) day of contract expiration provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least Thirty (30) days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed Five (5) Years and Six (6) Months.
I. 13 52.222-42 STATEMENT OF EQUIVALENT RATES FOR FEDERAL HIRES (MAY 2014)
In compliance with the Service Contract Labor Standards statute and the regulations of the Secretary of Labor (29 CFR part 4), this clause identifies the classes of service employees expected to be employed under the contract and states the wages and fringe benefits payable to each if they were employed by the contracting agency subject to the provisions of 5 U.S.C. 5341 or 5332.

I. 15 NIST LOCAL-35 TASK ORDER PROCEDURES
(a) Any services to be furnished under this contract shall be ordered by the issuance of task orders. The Contracting Officer will issue written task orders prior to the contractor commencing any work. Each order, prior to issuance, will be separately evaluated for price reasonableness, or realism, as appropriate. The Contracting Officer will evaluate the technical and price proposals/quotes and if necessary, enter into written or oral discussions. Upon completion of all evaluations, and discussions, the Contracting Officer will issue a task order. A task order shall become a binding contract upon issuance. A task order is considered "issued" when signed by the Contracting Officer.
