Monitoring and Measurement of Power Grid

The contractor shall provide support for the modeling and evaluation of smart grid networks in accordance with the Performance Work Statement below.

Statement of Work

Synchrophasor Network Testbed Implementation for Wide Area Monitoring and

Measurement of Power Grid

I. BACKGROUND

The Advanced Network Technology Division (ANTD) at the National Institute of Standards and

Technology (NIST) is currently working to develop a wireless network for wide area measurement systems. Much of our efforts have concentrated on expanding the testbed by implementing a hierarchical synchrophasor network that consists of Phasor Measurement Units

(PMU’s) and Phasor Data concentrators (PDC’s). So far, an efficient scheme that can considerably reduce the bandwidth for transmitting aggregated data at each hierarchical

PDC level has been designed. While the main objective of a synchrophasor network is to improve monitoring and dynamic control of the power grid, a new opportunity is emerging: how to leverage these measurements to foster new categories of applications, such as improving the effectiveness of grid monitoring and protection. Therefore, the main objective is to develop a flexible Software Defined Testbed that includes a Distributed Generation (DG) grid system supported by a wireless communication network. This would require expanding the existing

Emulab-based testbed in order to allow faster deployment of novel techniques for state estimation and grid protection.

II. SCOPE OF WORK:

The Contractor shall implement a software defined testbed by expanding the existing NIST

Emulab-based network. A hierarchical structured testbed has been recently developed to access various wireless network configurations under real-world conditions (further information about the testbed can be found in the paper by H. Gharavi and B. Hu, “Scalable Synchrophasors

Communication Network Design and Implementation for Real-time Distributed Generation

Grid,” IEEE Transactions on Smart Grid, Vol. 6, No. 5, pp. 2539-2550, September 2015:

http://ieeexplore.ieee.org/stamp/stamp.jsp?arnumber=7110393&tag=1 ).The contractor shall also develop a high speed software package for state estimation that can be utilized for grid protection and identification.

III. SPECIFIC TASKS

http://ieeexplore.ieee.org/stamp/stamp.jsp?arnumber=7110393&tag=1

The Contractor shall be responsible for project oversight, equipment, administration, and technical execution of this contract. The Contractor shall deliver a real-time simulation network testbed through the following specific tasks:-

1. Develop a visualization framework for an interactive real-time display of the measured phase, frequency, voltage, current, and power factor, as well as displaying packet exchanges at the application, network, and physical layers.

2. Develop a NIST-wide software-defined testbed where physical devices such as PMU’s, PDC’s, switches, relays, and other protective devises are connected to the network for real-time operation.

3. Develop the required interface software for PMU (Phasor Measurement Unit) and Phasor

Data Concentrator (PDC) devices.

4. Expand the testbed to evaluate various communication network architectures

5. Develop suitable routing protocols for distributed generation grid systems

6. Develop a suitable transmission line model that includes loads, inverters, and generators.

7. Design and develop the following state estimation techniques:

a. Least square estimation

b. Kalman filtering

8. Test and demonstrate the functionality of the testbed in real-time

IV. DELIVERABLES AND DELIVERABLE DUE DATES

Standards for Acceptance of Deliverables: The Contracting Officer’s Representative (COR) will provide comments on each deliverable within 14 calendars days from receipt of a given deliverable. The contractor shall make any needed changes to the deliverables within 14 calendar days from receipt of electronic or written comments from the COR.

V. PERIOD OF PERFORMANCE AND PLACE OF PERFORMANCE

The performance period is from April 28, 2016 through April 27, 2017. All the tasks specified in Section III shall be accomplished at NIST, Gaithersburg, Maryland. Contractor shall work Monday through Friday with the exception of Federal holidays or other official closures. The contractor is required to go through NIST security procedure for badge/ID.

VI. GOVERNMENT FURNISHED PROPERTY, DATA AND/OR INFORMATION

All property, data and information provided by the Government in the performance of this requirement remains the property of the Government and shall be surrendered to the government upon completion or termination of this requirement. Likewise all deliverables remain the property of the Government.

Upon award of this requirement, NIST will provide on-site office space, workstation, PC, email and Internet access, telephone, routine office supplies, and access to all facilities needed for the project. The Contractor shall only access low risk general-purpose IT equipment and common network services available to NIST associates.

VII. RISK ASSESSMENT

The HSPD-12 Security Risk Level assigned to this contract is IT service low risk.

VIII. PERFORMANCE REQUIREMENT SURVELLIANCE MATRIX

Desired Output Required Service Performance Standard

Monitoring

Method

Continuous interaction between the Contractor and the Government during the course of the project.

Meeting between the contractor and COR on a weekly basis.

The Contractor shall demonstrate step-by-step progress in developing the software package

NIST COR

monitoring the contractor productivities on a weekly basis.

Method

The visualization frame work developed for the testbed should be able to display data at the application, network, and physical layers in both transmitting and receiving nodes and with the ability to operate in real-time with up to 20 iterations.

In order to demonstrate the functionality of the testbed, the voltage and current waveforms at the application layer and packet data and control exchanges at the transport, network, MAC (Medium

Access Control) and physical layers should be displayed in real-time.

This should also include displaying phase, frequency, and power factors.

To demonstrate the performance of the network under real word conditions, the testbed should be able to operate in real-time in the presence of a large number of devices, such as PMU’s, PDC’s, relays, and sensors. The visualization design should be capable of displaying data packet communications at all

OSI (Open Systems

Interconnection) layers

NIST COR

will review the written report and determine its acceptability.

There are various state estimation methods that can be used to minimize the synchrophasor measurement errors. The contractor is required to implement two state estimation techniques -namely Lease Square

Estimation and Kalman filtering. Furthermore, in order to assess the performance of each estimator, it is required to develop power line models for both the transmission and distribution grid.

The main requirement will be the soundness of the recursive state estimation techniques and their ability for converge. It is also essential that the state estimator can function properly under noisy conditions. Furthermore, in order to assess the performance of each estimator, it is necessary to develop suitable power line models for both the transmission and distribution grid networks with the capability of placing Phasor

Measurement Units

(PMU’s) at multiple locations along the power line.

The complete design should include i) state estimators that are capable of identifying bad measurement data under dynamic conditions, ii) performance verification under differing scenarios where the measurement devices are placed at different test sites in the network using a suitable power line model, iii) high speed operation, especially when the number of iterations is

20.

NIST COR

will review the written report and determine its acceptability

Method

For an end-to-end test and evaluation it is essential that all necessary interfaces for

PMU’s, PDC’s and protective sensors are implemented and the synchrophasor network can support communications at both ends of the power line.

Verify the operation of the software defined testbed by creating a distributed generation network model that consists of inverters, switches, relays and other protective sensory devices.

The final report should be of high quality that can be submitted for publication at major

IEEE conferences and journals related to mesh sensor networks.

NIST COR

will review the written report and determine its acceptability.

IX. MINIMUM CONTRACTOR QUALIFICATIONS

It is estimated that this work will require a minimum of one contractor key personnel with at least 8 years of experience in wireless network research, software defined testbed implantation for smartgrid applications The tasks and deliverables defined in this PWS require the Contractor key personnel to possess theoretical knowledge and practical experience in wireless communications, wireless ad hoc networks, and in particular, synchrophasor networks with load balancing capability when the network has multiple gateways (e.g. mesh portal nodes). In addition, the contractor key personnel must be proficient in the use of ns2 network modeling and developing codes for the Emulab-based simulation tool in order to build upon the test tool developed during the course of this project.
