The purpose of this amendment is to answer the following questions received in response to
Solicitation # SB1341-15-RQ-0710, Synchrophasor Network Testbed Implementation for Wide
Area Monitoring and Measurement of Power Grid
1. “Does this project require all the personnel must be working at NIST, Maryland? That means any of the tasks cannot be finished outside NIST office in Maryland?”
ANSWER: This is an ongoing NIST project for implementing the ANTD/NIST testbed.
It is essential that the contractor works full-time onsite in order to access the existing
NIST testbed.
2. “Can we invite a university professor to involve as subcontractor? Is an international graduate student of this professor able to work on this project?”

However, regardless of any subcontractors used by the prime contractor, all key personnel requirements detailed in the solicitation and subsequent Statement of Work must be met.
3. “Do you have the maximum budget requirement?”
