NATIONAL INSTITUTE OF STANDARDS AND TECHNOLOGY
Materials Support for the Mass Spectrometry Data Center (MSDC) Biomolecular Measurement Division (BMD) Material Measurement Laboratory (MML) Statement of Work
I. BACKGROUND
a. Supported Activity: Founded in 1901, National Institute of Standards and Technology (NIST) is a non-regulatory federal agency within the U.S. Department of Commerce. NIST's mission is to promote U.S. innovation and industrial competitiveness by advancing measurement science, standards, and technology in ways that enhance economic security and improve our quality of life. NIST provides scientific leadership for the Nation's measurement and standards infrastructure and ensures the availability of essential reference data and measurement capabilities. NIST requires contractor support to fulfill this mission in the Chemical and Materials Science fields.
b. The Material Measurement Laboratory (MML) at the National Institute of Standards and Technology (NIST) conducts research in measurement science. MML also develops the chemical, biochemical, and chemical engineering measurements, data, models, and reference standards that are required to enhance U.S. industrial competitiveness in the world market and to improve public health, safety, and environmental quality.
c. The Mass Spectrometry Data Center (MSDC) at the Biomolecular Measurement Division (BMD) is responsible for the development of NIST/NIH/EPA Mass Spectral Library (the Library, http://www.nist.gov/srd/nist1a.cfm) and tandem mass spectral databases (the Database, http://www.nist.gov/mml/bmd/data/peplibdatareport.cfm).
II. OBJECTIVES
The goal is acquisition of Mass Spectral Data (MSD) and Gas Chromatography Retention Indices (GC RI) of chemicals and their chemical derivatization products using a Gas Chromatograph - Mass Spectrometer (GC/MS) and Liquid Chromatograph – Mass Spectrometer (LC-MS). The obtained data will be added to the Library and the Databases.
III. SCOPE OF WORK
The contractor shall provide chemicals that will be used to acquire MSD and GC RI data for the inclusion to the Library and Databases.
The contractor shall procure all types of chemicals, including hazardous, industrial and environmental chemicals, pesticides, regular drugs and drugs of abuse and their metabolites, metabolites, poisons, synthetic chemicals and more. Special shipping shall be applied to chemicals, which require special handling. The need for special handling is determined by the manufacturer, as indicated by MSDS (Material Safety Data Sheet) prepared by the manufacturer. The quantity of each chemical will be in a range 0.001 – 50 Grams and the purity will range from 80% to 99.9%. The attached spreadsheet, Required Chemicals List, contains the required deliverables under each Contract Line Item (CLIN). The purity and amount of each chemical to be delivered to NIST is incorporated in the catalogue number of a manufacturer.
The catalogue number is provided for information purpose only, which contains information on the purity of a compound and the quantity required. For Schedule I and II controlled substances NIST will provide OMB Approval Form # 1117-0010 along with the copies of valid DEA controlled substance registration certificate (DEA Registration # RN0347763) and the registration at the department of health and mental hygiene, division of drug control certificate (CDS Registration # 960738).

IV. DELIVERABLES, SCHEDULE OF DELIVERABLES
Deliverables shall be defined in each purchase order.
Schedule for delivery: No later than 120 calendar days from the date of award. The deliverables shall include the chemicals of the required quantity, certificate of purity and electronic copy of Material Safety Data Sheet (MSDS, http://en.wikipedia.org/wiki/Material_safety_data_sheet ). Split shipments of the chemicals are acceptable to the Government.
FOB: Destination
Ship to:
National Institute of Standards & technology Building 301, Shipping and receiving 100 Bureau Drive Gaithersburg, MD 20899-0001
V. ACCEPTANCE OF DELIVERABLES
NIST shall perform acceptance testing of chemicals and requested documentation delivered by the contractor(s). The criteria for acceptance shall be that over 98% of chemicals submitted to NIST meet the required purity.
VI. DELIVERABLES AND PAYMENT SCHEDULE
Deliverables shall include chemicals of defined quantity and purity, and electronic copies of MSDS (Material Safety Datasheet) documents; hard copies can be accepted when electronic copies are unavailable. The Contractor may invoice the Government upon notification from the COR that a given deliverable is of acceptable quality; however, the contractor shall not submit more than five (5) invoices under each Contract Line Item (CLIN). The COR will inspect and accept or reject deliverables within 5 business days of receipt.
A courtesy copy of invoices shall be sent to the COR.
