SB1341-15-RQ-0400, Amendment 1
SB1341-15-RQ-0400 Questions and Answers The following questions were received in response to solicitation SB1341-15-RQ-0400:
Question 1: What is the difference between SB1341-15-RQ-0400 and SB1341-15-RQ-0400B?
Answer 1: SB1341-15-RQ-0400 is being issued as a Total Small Business Set Aside, while SB1341-15-RQ-0400B is being issued under Full and Open Competition. Additionally, there may be multiple purchase order awards under SB1341-15-RQ-0400 (potentially one for each CLIN), while SB1341-15-RQ-0400B only contains one CLIN so will only result in one purchase order award.
Question 2: Can we also offer a price for items that are on other CLINs outside of the products listed as [manufacturer name]?
Answer 2: Yes. Any contractor designated as a Small Business under NAICS code 325199 may submit a quotation in response to this solicitation for one, several, or all CLINs.
Question 3: CLIN 5, Indofine states that 2-Acetamidobenzoic acid is no longer available as its status as a controlled substance has changed. We request permission to alternatively attempt to source this compound or to have it removed from CLIN 5 in order to meet the Governments requirement of 100% fulfillment.
Answer 3: 2-Acetamidobenzoic acid has been removed from the list of required chemicals for CLIN 5. Please see the attached revised Required Chemicals List.
Question 4: CLIN 6, Accustandard has informed us that part numbers for items 1 through 48, 50, 50 and 437 are not Accustandard part numbers and as such are having a difficult time identifying the required compounds. We seek your guidance on how to proceed with this CLIN again in regards to the 100% fulfillment.
Answer 4: Thank you for providing this information. CLIN 6 has been revised to correct the catalog numbers and remove items no longer available. Twenty items have been removed from the required list. Please see the attached revised Required Chemicals List.
Question 5: Is the price per unit the price of the individual package? For instance, the cost of 25mg is $X. Is that 25mg the unit? In this case, would the price per unit be the same as the total price?
Answer 5: The price per unit is based on 1.0 units. The spreadsheets contain a formula to auto-populate the “total” column with the desired quantity times the unit price. In this case, you’d enter a unit price of $X/25 mg and the total price will calculate out to 25 times that unit price. Please note that, although it appears that the spreadsheet rounds the unit price to 2 decimal places, it will still use the full number you enter in for the unit price to calculate the total price.
Question 6: Is the Contractor just required to complete the required spreadsheet(s) and email them to the Contract Specialist?
Answer 6: Please check the Required Submission section of the solicitation (page 1-2), as there are a few other items needed in order to comply with the solicitation requirements beyond just the pricing spreadsheet.
