21 I am a little leery on the spec part about the Notifier responsibility. I have no idea what they currently have. It could be a simple update to the existing system, but if it's a large campus with multi nodes that all require updating with this VESDA system you could be looking at many hours of on-site labor to implement this small VESDA system. To properly quote this part of thr specification we would neeed access to the Notifier facility system design drawings and overall understanding of the system complexity in order to adequately quote updating the facility program and drawings with the added VESDA system. PLEASE ADVISE HOE EXTENSIVE YOU WANT THE

SYSTEM TO BE.

NIST currently has a site-wide Notifier brand fire alarm system. The Contractor is responsible for (through a NESCO/Notifier certified contractor) terminating the fire alarm wires from the semi-anechoic chamber’s detection system into the building’s fire alarm controller, setting the VESDA detector level (i.e., obscuration thresholds), updating the fire alarm system drawings, and updating the NIST site-wide Notifier program to recognize and respond to the chamber’s VESDA detection system.

For security reasons, NIST is unable to disclose the exact specifications of its fire alarm network. However, we feel that this is enough information for a NESCO/Notifier contactor to make an assessment regarding how much labor is required to complete the required tasks.

Specifications 10.6 and 10.7 in Section III of Attachment B have been updated to reflect this clarification.

PERFORMANCE SPECIFICATION

7/16/2015

TITLE: Semi-Anechoic Research Chamber

I. BACKGROUND INFORMATION

The Communications Technology Laboratory is in the process of expanding its research efforts related to spectrum sharing. This research spans a broad area covering topics associated with distributed spectrum sensing, signal propagation, interference between devices, and evaluating a device’s ability to share spectrum. As we explore each of these topics, a controlled RF environment where signals can be radiated is required. This environment ensures that its interior volume is shielded from signals radiated from outside the chamber. Further, the interior of the chamber is equipped with absorbing material on the walls and ceiling such that signals radiated from within the chamber are absorbed and do not scatter (ideally). This type of environment is commonly referred to as a semi-anechoic chamber. Most semi-anechoic chambers are designed, built, and used for testing pursuant to specific EMC standards (e.g., IEC 61000-4-3). However, the specifications of a semi-anechoic chamber that will have a research focus are slightly different than for a chamber being used for standard EMC tests, as described below. One of the key differences is that we intend to use a majority of the volume of the chamber in our research (rather than a designated “test volume”). As this chamber will be used for wireless communications research, it is neither feasible nor reasonable to specify the exact application and/or measurements that will take place within the chamber.

II. SCOPE OF WORK

Using the common semi-anechoic chamber specifications as a foundation, several changes are being made that result in a chamber that is more suitable for the type of research NIST will be conducting. Like most semi-anechoic chambers, we envision this chamber consisting of the following key components: a shielded enclosure, two doors allowing ingress/egress to the chamber, electromagnetic absorbing material (foam-type absorber and ferrite tiles) lining the walls and ceiling, and a raised floor within the chamber that serves as an electrical ground plane.

Given the specific use of this chamber, a fire suppression system is not required within the chamber. The contractor shall minimize or eliminate the use of exposed combustible materials.

For example, in cases where oriented strand board (OSB) is commonly used, we require less combustible materials instead (e.g., fire-resistant plywood). Additionally, any absorbing materials used in the chamber shall be of limited-combustibility and tested in accordance with the appropriate standards, as detailed below.

III. SPECIFICATIONS

The Contractor shall provide one (1) semi-anechoic research chamber that meets the following minimum technical requirements. The Contractor shall design and install the chamber, and provide training as described below.

PAGE 11 OF 21 SB1341-15-RP-0023/002

1. The chamber shall operate from 100 MHz to 40 GHz.

2. This chamber shall be constructed inside existing Government laboratory spaces. The chamber shall be free-standing within the space. The floor of the space is constructed of reinforced concrete approximately 10-12 inches thick. Any structure supporting the chamber may be anchored to this floor, but attaching to any existing walls or the ceiling is not permitted.

2.1. Given the size of the space available, this chamber will be similar to (or the same as) the dimensions of a typical 5 meter semi-anechoic EMC test chamber. The attached drawing

(Attachment C) shows the existing room, and the volume the new chamber shall not exceed.

2.2. The volume shown on Attachment C measures: 43 feet long, 25.5 feet wide and 21.5 feet high. The final size of the chamber (including any structural support) shall be contained within this volume. The door ramp, steps, electrical power filters, and HVAC components and ducting (if required) may exceed this volume.

2.3. The dashed area shown in the southeast corner of the chamber diagram is currently an access hatch that will be sealed prior to the chamber being installed. The floor in this area may not be the same thickness as the rest of the floor, but will be such that it can support the weight of the chamber.

2.4. The ceiling height of the room in which this chamber will be constructed is 24 feet.

However, there are pipes running along the ceiling. In these areas, there is only 23 feet between the floor and ceiling.

2.5. The chamber designed shall be stamped by a licensed PE prior to submission to NIST.

2.6. The chamber shall be designed pursuant to the appropriate design standards given the chamber’s installation location in Boulder, CO.

2.7. NIST will be responsible for leveling the floor underneath the chamber. This will be done prior to the start of installation.

3. The shielded enclosure shall be capable of providing at least 100 dB of shielding (electric field or plane wave) across the full frequency range of operation. This will be verified during the construction of the chamber at the following frequencies, as described in Section VII.

4. The absorbing material(s) used inside the chamber shall meet, at a minimum, the following reflection characteristics:

Table I. Absorber Requirements

Frequency (MHz) Maximum Typical

Reflectivity (Normal

Incident Angle) (dB)

100 -20

500 -20

1,000 -20

5,000 -24

10,000 -25

20,000 -23

40,000 -24 Note that values shown are exceeded when the reflectivity is less than what is shown. For example, if at 100 MHz, the absorber has a reflectivity of -25 dB, it exceeds the performance requirement of -20 dB.

PAGE 12 OF 21 SB1341-15-RP-0023/002

4.1. All of the absorbing material(s) used on the walls and ceiling of the chamber (not just in specular regions) shall meet the above minimum requirements. In areas where two or more walls join together, there is an air vent, or a door, a different material may be used.

This substitute material should have a maximum typical normal incident reflectivity of -

10 dB at all frequencies above 500 MHz.

4.2. For the frequencies not specified in the table above (but still within the 100 MHz to 40

GHz range), the reflectivity of the absorbing material shall not be greater than -20 dB.

4.3. The total depth of the absorbing material used in the chamber (excluding moveable absorber on the floor) shall not exceed 38 inches. This is measured from the back of the absorbing material to the top. For example, if ferrite tiles and pyramidal foam absorber are used, the distance from the back of the tile to the top of pyramid should not exceed

38 inches.

4.4. If multiple types of absorbing material are used, (e.g., foam absorber on top of ferrite tiles), the combination of the materials used shall meet the above specifications.

4.5. If pyramidal foam absorber is used as the top layer of absorbing material (exposed to the inside of the chamber) it should be protected with a Styrofoam cap (or similar), except in areas where it is not practical to do so (e.g., corners, doors).

4.5.1. The absorbing material used shall be able to safely absorb a radiated signal with a maximum continuous strength of 200 V/m.

4.5.2. Any foam type absorber used within the chamber shall conform to the following standards: NRL 8093 (tests 1, 2, and 3), and either UL 94, ISO 11925-2, or ASTM

E84.

5. The solid floor (also serving as the electrical ground plane) within the shielded enclosure shall be raised such that a cable conduit measuring 4 inches (inner diameter) can be housed underneath the floor. The raised floor should not exceed 12 inches in height, and shall be level to 0.25 inches in any 10 foot span (non-cumulative).

5.1. This floor shall be capable of safely supporting a 1,000 pound load distributed on four points over one square meter.

5.2. In between the bottom shielding panel of the chamber and the raised floor, cable conduits shall be provided. These conduits should have an inner diameter of 4 inches and run from the bulkhead access panels on the exterior of the chamber to the access panels mounted in the raised floor. The access panels are noted on the attached drawing

(Attachment C).

5.2.1. The cable conduits shall extend from the two bulkhead panels intended for access between the exterior and the area underneath the raised floor (as described in 6.3) to panels located in the interior of the chamber. The approximate location of the panels is shown on the attached drawing (Attachment C). In general, there should be one panel in the center of the floor, and one additional panel in each of the four interior quadrants.

5.3. The cable conduit running underneath the floor shall be rated and approved for housing electrical wires (with voltages not exceeding 240 VAC).

5.3.1. The approximate paths of the cable conduits are shown in the attached drawing

(Attachment C).

5.4. The Contractor is not responsible for installing any RF cabling. However, the design should be such that RF cables can be pulled through the conduit at a later date.

5.4.1. The Contractor shall provide fishing/pulling lines that will allow for the

PAGE 13 OF 21 SB1341-15-RP-0023/002

installation of RF cable(s) at a later date. The Contractor is not responsible for providing the RF cable(s).

6. The chamber shall come equipped with four bulkhead panels that facilitate the passing of cables from the interior to the exterior of the chamber. Each panel should be removable from the chamber wall to allow it to be machined. The approximate location of these panels is shown on the attached drawing (Attachment C).

6.1. All four panels shall be blank, in that no RF connectors are installed. RF connectors will be installed by NIST personnel at a later date.

6.2. The panel on the south wall of the chamber shall be placed to allow access between the exterior and underneath the raised floor. This panel should measure approximately 6 inches tall and be approximately 24 inches wide.

6.3. There shall be three panels on the north wall of the chamber, each at a different height.

6.3.1. One panel on the north wall will allow for access between the exterior and underneath the raised floor. This panel should measure approximately 6 inches tall and be approximately 24 inches wide.

6.3.2. The second panel on the north wall will allow for access between the exterior and area above the raised floor of the chamber. This panel will measure approximately

16 inches tall and be approximately 16 inches wide. This panel must be accessible from the interior of the chamber. When not in use, this panel should have a form-fitting piece of absorbing material to cover it. This panel should be placed approximately 12 inches above the height of the raised floor inside the chamber.

6.3.3. The third panel on the north wall will allow for access between the exterior and the working volume of the chamber. This panel will measure approximately 16 inches tall and be approximately 16 inches wide. This panel must be accessible from the interior of the chamber. When not in use, this panel should have a form-fitting piece of absorbing material to cover it. This panel should be placed approximately eight feet above floor of the parent building.

6.3.4. In addition to the aforementioned blank bulkhead panels, one extra panel shall be provided. This panel will be used as a spare panel, installed only when other panels are removed for machining. The Contractor shall provide one extra panel of each type used. That is if there are two different sized panels used, one extra panel of each size shall be provided. These extra panels shall be blank (i.e. no installed RF connectors).

6.3.5. The dimensions given for bulkhead panels are listed as approximate. Deviations from the size given is allowed to enable the Contractor to utilize one of their

“standard” panel sizes; one that is close in size (if not exact) to the dimensions given.

7. The chamber shall include two access doors. Both doors must be operable from either inside or outside the chamber.

7.1. One door shall provide an unobstructed clearance of approximately 70 inches wide and

84 inches tall. The unobstructed clearance of the door may deviate from the approximate dimensions not more than 1” smaller to 6” larger in either dimension. This door may have one or two panels, and may be manually operated. This door should be located along the west portion of the north wall. The door shown on the attached drawing (Attachment C) represents an approximate location. Note that to achieve the

PAGE 14 OF 21 SB1341-15-RP-0023/002

required clear opening, any absorber attached to the door may be removed when the door is opened.

7.2. The second door is intended to be used as a personnel access door, and should provide an unobstructed clearance of approximately 48 inches wide and 84 inches tall. The unobstructed clearance of the door may deviate from the approximate dimensions not more than 1” smaller to 6” larger in either dimension If the door threshold is more than

4” off the ground, , a step external to the chamber shall be included, and capable of supporting a person. This step may exceed the volume specified above. This door should be located in the north portion of the east wall. A sample location is shown on the attached drawing (Attachment C).

7.2.1. The step, if required, shall have a tread depth of at least 11” and a riser height of between 4” and 7”. The stair must be the same width as the door. A handrail is only required if two or more risers are used. The Contractor is responsible for providing a handrail, if needed.

7.3. One door maintenance kit shall be included for each door. This kit shall include any parts necessary to perform one routine maintenance service on each door.

7.4. To allow for rolling equipment into the chamber a ramp shall be provided for use with the 70 inch wide door. This should extend from the building floor up onto the raised floor inside the chamber. This ramp shall not protrude more than 6’ from the exterior wall of the chamber when in use. This ramp may be removable, or fixed (i.e., anchored to the floor of the room housing the chamber).

7.5. Both doors shall be equipped with emergency lighting on the interior of the chamber.

These lights should activate in the event of a power failure and provide enough light for someone inside the chamber to locate the door, operate the door, and safely exit the chamber. These emergency lights maybe powered via battery in the event of a main power failure.

8. The chamber shall include an appropriate number of HVAC vents that allow the air to pass between the inside of the chamber, and the room outside the chamber. External to one of these vents should be a blower (or similar device) that will circulate air through the interior of the chamber.

8.1. Each HVAC vent shall be properly shielded and, if necessary, covered with absorber designed to allow air to pass through it. This absorber is exempt from the requirements listed in Table I.

8.2. The noise generated by the HVAC blower (or similar) shall not exceed 65 dBA (as measured at 1 meter from the blower).

9. The chamber shall be equipped with the ability to have sheets of conductive fabric hung from the ceiling. These sheets will hang from the ceiling, and extend to the raised floor, weighing a maximum of 25 pounds for a sheet measuring 8 feet wide and 20 feet long. To allow for the sheets to hang, the chamber shall be equipped with non-reflective (in the RF sense) rods extending from the ceiling through the absorbing material and into the chamber.

9.1. Each rod shall extend approximately 12 inches below the tip of any absorbing material.

Rods shall be placed at 8 foot intervals around the perimeter of the interior of the chamber.

9.2. Rods shall be placed far enough in from the vertical walls to allow sheets to hang without interfering with the absorbing material on the wall.

PAGE 15 OF 21 SB1341-15-RP-0023/002

9.3. Each rod shall be equipped with a non-reflective hook or eye-let to allow the fabric to hang from it.

9.4. The ceiling of the chamber shall be capable of supporting the weight of the hanging fabric, assuming that all of the walls were covered simultaneously.

10. An air sampling smoke detection system is required. Through the use of limited and/or non-combustible materials and equipment we do not require a wet or dry fire suppression system.

The Contractor is responsible for the design, installation, and verification of this system. To ensure compatibility with the NIST site-wide fire detection system, this system must be a

VESDA brand system.

10.1. The air sampling inlet(s) shall be placed at least 12 inches below the absorber surface/cone tip. For example, if the sensing units are mounted on the ceiling of the chamber and pyramidal absorber is used, the inlet shall be 12 inches lower (closer to the raised floor) than the tip of the absorber.

10.2. The Contractor is responsible for determining the appropriate number of air sampling inlets, and their location within the chamber.

10.3. This system shall include a shunt trip interlock that will automatically disconnect power into the chamber in the event smoke is detected. This shunt trip interlock shall be connected to the air sampling system. The Contractor is responsible for the connection of the shunt-trip interlock to disconnect the chamber power.

provide a measurement report (with data) showing that the installed chamber meets the performance standards. Further, the measurements in the report shall be conducted by an independent third party company. These verification measurements would be done assuming there is only the minimum (or no) absorber on the floor. Minimum absorber is dictated by the measurement standard. The electromagnetic performance specifications shall be verified by use of:

1. IEEE 299: Enclosure shielding shall be verified, prior to any absorber being installed, but after all penetrations (e.g., doors, bulkhead panels, vents, lights, etc.) have been installed in the chamber walls. Shielding shall be verified at the following frequencies: 100 MHz, 1 GHz, 5 GHz, 10 GHz, 18 GHz, and 40 GHz.

2. ANSI C63.4: Normalized site attenuation shall be measured between 100 MHz and 1

GHz, and be within the standard +/- 4 dB variance requirement described in C63.4.

3. CISPR 16-1-4: The site voltage standing wave ratio (SVSWR) shall be measured from 1

GHz to 18 GHz in accordance with CISPR 16-1-4. When measured, the SWSWR of the chamber shall be less than or equal to 2:1 at all measured frequencies. For the purposes of this test, a test volume measuring 3.0 meters in diameter shall be used. This test volume extends from the floor/ground plane to a height of 3.0 meters.

4. IEC 61000-4-3: It shall be shown that a given test plane in the chamber meets the field uniformity requirements specified in IEC 61000-4-3 from 1 GHz – 18 GHz.
