ATTACHMENT 1 of RFP AMENDMENT 2 Site Visit Questions and Government Response
Question No.
Attachment No.
REFERENCE QUESTION GOVERNMENT RESPONSE
Page Section Para.
1 B N/A N/A N/A Will the crane be repositioned prior to installation? The overhead crane in room 1300 will be parked up against the north wall of the room, as far away as possible from the installation area.
2 B 8 III N/A Will NIST provide a forklift for use during installation? No. The contractor is responsible for providing a forklift during installation of the chamber. See Attachment B, page 8, under the "Installation" section.
3 C 1 N/A N/A What is the dimension between the floor and the existing fire stand pipe on the ceiling?
This dimension is 23 feet. Please see specification 2.4 in Attachment B (page 2).
4 B 2 III 2.2 What is the dimension between the east and west wall of the chamber (as shown on the drawing)?
This dimensions is 25 feet, 6 inches.
Note that this dimension revises the original width dimension of 26 feet.
5 B 6 III 10 Can you confirm that this chamber will only require fire detection?
As stated throughout Paragraph 10 of Attachment B (page 6), this chamber requires a VESDA brand air sampling fire detection system. A suppression system is not required.
6 B 7 III 12 Where should the camera be located? Where should the second camera be installed in the future?
Aside from the requirements in specification 12 of Attachment B (page 7), there is no strict requirement on the location of the camera, or the location of the future camera.
7 B 2 III 4 How will the space be ventilated during the attachment of the absorber?
The contractor is responsible for ensuring there is adequate ventilation to conduct their installation activities. If fans are required, it is the contractor's responsibility to provide them.
8 B 8 III N/A Can work that may be disruptive to other building occupants be done at night (e.g., anything generating fumes)?
Work may not be performed at night.
Work may only be performed during the hours shown in Attachment B, page 8, under the "Installation" section.
9 B 5 III 7 How are the clear door dimensions specified? If absorber is fixed to the door, the door may be very large in order to meet the clear dimensional requirement.
We clarify specification 7 of Attachment B (page 5) to say that the absorber on the large door (north side of chamber) may be removed in order to meet the clear dimension requirements. The requirements for the smaller personnel door on the east side of the chamber remain unchanged. The clear dimension requirements for this door must be met without removing the absorber from the door.
10 B 5 III 9 Confirm the rod/hook arrangement in the chamber. NIST will provide the conductive fabric?
Specification 9 of Attachment B outlines the dielectric rods/hooks that the contractor is responsible for installing in the chamber. NIST will provide the conductive fabric that hangs from these hooks.
11 N/A N/A N/A N/A If NIST personnel (and their forklift) will off-load chamber materials that are shipped to NSIT, what is the capacity of the NIST forklift
NIST personnel and their forklift will not be available for use by the vendor. The vendor will be responsible for unloading freight that arrives at the NIST site. If a forklift is required for this, it is the vendor's responsibility to provide it.
12 B 8 III N/A Are we [the vendor] responsible for any disposal costs of de-construction debris?
As stated in the "Installation" section of Attachment B (page 8), the contractor is responsible for removing all trash generated by the installation process.
13 B 8 III N/A Can we [the vendor] have the name of disposal companies for our construction disposal?
Waste Management is the current disposal company at NIST Boulder.
14 B N/A III N/A Can materials be staged in the area outside of the building?
Material may be staged in the area outside of the 1300 room, but may not interfere with traffic on the street or block any entry points of the building.
15 C 1 N/A N/A Are the clear space dimensions for the chamber provided on the drawings?
Some dimensions are provided on the drawing. Additional dimensions are provided in specification 2 of attachment B (page 2).
16 B 11 III N/A Will installers have site access after the badging process? Once installers complete the badging process, they will be able to access the site without first having to go through the visitor's center.
17 B 11 III N/A Will installers be escorted at all times? Installers will be allowed to work in room 1300, unescorted. However, installers will not be allowed to work when there is not a NIST technical representative on-site.
18 B 5 III 8 Is there going to be an HVAC connection to the main building?
There will be no connection between the chamber and the building's HVAC system.
19 B 5 III 8 Is there a CFM requirement for the HVAC system in the chamber?
There is no specific CFM requirement for the chamber's HVAC system.
20 A 5 III 9 Will NIST accept early delivery (ahead of the deliverables scheulde shown in Attachemnt B)?
Yes. The schedule shown in Section VII of Attachment B represents the longest schedule NIST will accept. Offerors are encouraged to submit schedules that are more aggressive (but still reasonable) in their proposals. Note that due to the construction activities required to prepare the space, NIST will not be able to facilitate the chamber being installed before December 1st, 2015.
21 I am a little leery on the spec part about the Notifier responsibility. I have no idea what they currently have. It could be a simple update to the existing system, but if it's a large campus with multi nodes that all require updating with this VESDA system you could be looking at many hours of on-site labor to implement this small VESDA system. To properly quote this part of thr specification we would neeed access to the Notifier facility system design drawings and overall understanding of the system complexity in order to adequately quote updating the facility program and drawings with the added VESDA system. PLEASE ADVISE HOE EXTENSIVE YOU WANT THE
SYSTEM TO BE.
NIST currently has a site-wide Notifier brand fire alarm system. The Contractor is responsible for (through a NESCO/Notifier certified contractor) terminating the fire alarm wires from the semi-anechoic chamber’s detection system into the building’s fire alarm controller, setting the VESDA detector level (i.e., obscuration thresholds), updating the fire alarm system drawings, and updating the NIST site-wide Notifier program to recognize and respond to the chamber’s VESDA detection system.
For security reasons, NIST is unable to disclose the exact specifications of its fire alarm network. However, we feel that this is enough information for a NESCO/Notifier contactor to make an assessment regarding how much labor is required to complete the required tasks.
Specifications 10.6 and 10.7 in Section III of Attachment B have been updated to reflect this clarification.
