Please clarify if we can use a completed past performance evaluation that we already have on file for a non‐federal project. Past Performance Questionnaires are not common in the private sector, but our clients have been more than happy to complete copies of these in the past and we would prefer not to inundate our busy clients to complete another evaluation.

We are asking that NIST allow us to use the PPQs we have on file versus asking us to go back to our clients to complete another PPQ.

No. The RFP Attachment B Past Performance Questionnaire shall be used.

2 Is there a schedule for phase 2 of the solicitation?

No. A schedule will be provided to those firms selected to progress to Phase II.

3 What is that duration of Phase 2? The phase II RFP timeframe is estimated to be 30 days.

As a stipend is being provided for in Phase 2, can we assume that some level of design is expected to be submitted in phase 2?

Yes, Phase II submittals will require floor plans, building elevations and renderings sufficient to describe the building size, organization, circulation and appearance. Proposed exterior materials must be identified. Submittal requirements will be further described in the Phase 2 solicitation.

The advertisement calls for this to be a renovation, but we have also been advised that the scope is to include complete removal of the existing buildings at this location and new building to be constructed in its place, can you advise if there government is dictating this one way or the other?

This project is designated as a "renovation" by the Government. The project may include significant, but NOT complete demolition of the existing building. The end result of this project will have retained identifiable feature(s) that can substantiate renovation, not demolition. The extent of demolition will be determined by each proposed design solution. Offerors are expected to propose their most cost efficient and esthetically successful design solution to meet program requirements, and to determine how much, if any, of the existing building to preserve.

6 Has the AV scope of work for this project already been specified? Is that being carried by the GC or EC?

No detailed Audio Video scope is provided at this time. This will be the responsibility of the Design‐Build team.

7 18 of 95 00100 8.1.1

8.1.1 Factor 1, Tab A – Bonding Capacity – The submittal requirements requests that the Offeror shall submit a total of seven (7) copies of the letter. Do you require all original letters or can we provide one original and six copies?

The Government will accept one (1) original and six (6) copies.

QUESTION GOVERNMENT RESPONSE

5.9 1

Will the Performance Requirement Documents completed by Metropolitan Architect and Planners be available to the 3 Shortlisted firms in Phase II?

Yes

(10of95) 2 4

Will the Colorado State Historic Preservation Office’s Review of the documents be completed prior to Phase II, and if so will that review be made available to the shortlisted teams in Phase II? If the CSHPO does not require preservation, will NIST's preference be to demolish the existing building?

Question 1 ‐ No. Question 2 ‐ No.

10 N/A N/A N/A What is the expected construction completion date for this project? 18 months After award.

(11of95)

4.2 1

The RFQ states NIST’s desire to be involved in the design of this project, what level of involvement will be included in Phase II of the submittal? Or will NIST’s involvement begin once a team has been selected?

Note: we would strongly recommend that such submittals as color boards, finish and material selections and even final lab configurations be delayed until after award when the team can have full engagement with the facility users.

NIST involvement will begin once team is selected.

(10of95) 2 2

Is it NIST’s expectation, during Phase II, that teams will be presenting 1 design, or multiple design options representing full demo and partial demo scenarios?

For Phase II: An offeror may submit two or more complete proposals (design and cost/price) for Phase II; however, each proposal must be a complete proposal submittal inclusive of a technical/non‐price proposal and a price proposal. Each proposal must serve as a "stand‐ alone" proposal and address all factors per the RFP for Phase II.

Typical Design Build charrettes, where extensive design work is completed prior to winning the project, usually include standard information provided to teams completing. Please confirm that the following information will be provided to teams competing in Phase II:

Program of Requirements:

‐ Quantitative Requirements (space analysis, room list, desired adjacencies, floor areas) ‐ Qualitative Requirements (desired architectural & interior design character, finishes, codes & standards compliance, building processes‐ (mail, deliveries, food service, parking, entries, social gathering etc), laboratory infrastructure, special environmental conditions, hvac, plumbing, electrical, vibration and sustainability requirements for each room)

Existing Conditions: Digital (CAD or BIM) Architectural and Engineering Drawings

Site Survey: with topography, utilities, drainage and limits of construction

Geotechnical Soils Report:

List of Equipment to be Accommodated: (with required utility specifications)

PROGRAM: A detailed room list describing functions, sizes and adjacencies will be provided in addition to the program and performance criteria. Some full spec sections will be provided by NIST related to architectural products and materials as well as standard electrical and mechanical requirements. EXISTING CONDITIONS: NIST will provide all of the record documents for the original building (PDF) and the most recent renovations completed in 2010 (AutoCAD). SITE SURVEY: NIST will provide schematic civil drawings (AutoCAD) depicting general utility sizes and locations relative to Building 3. The chosen Design‐Builder will be required to complete a utiltiy survey to determine precise locations of underground utilities.

GEOTECH: A geotech report for the Central Utility Plant (CUP) that is immediately next door to Building 3 will be made available to Phase 2 participants. EQUIPMENT:

Equipment to be provided by NIST will be identified. Other equipment to be provided by the Design‐Builder will be determined in the course of design.

5.3 3

This paragraph contains the statement "Hand‐carried proposals to the Acquisition Management Division office … are not authorized." Please clarify as there are other statements that Hand delivery is allowed to be dropped off at the location indicated in section 5.2.

Hand‐carried proposals to the Acquisition Management Division office and facsimile proposals are not authorized.

15 10 of 95 2 3 Would you please clarify the total square footage that may be added to the existing building and the square footage that is to be renovated?

Total square footage of the completed project will be in the range of 40,000 to 45,000 square feet. The percentage of the total area that is contained within the new or renovated portions of the project will be determined by the proposed design‐solution.

16 10 of 95 2 3 If the government decides to demolish the old building and build a new building, please clarify the new total square footage.

Demo of complete building is not an option. The floor area of the completed project is expected to be in the range of 40,000 to 45,000 square feet.

17 12 of 95 4.3 4.3.1 Does the maximum project budget of $17,559,234.00 included anything other than Design and Construction? (i.e. FF&E ‐ Furniture, Fixtures and Equipment, etc...)

This will be clarified in ensuing document issues.

18 10 of 95 2 4 When will SHPO be finished with their review? Will the review be provided to the qualified teams? TBD. Information will be available.

QUESTION GOVERNMENT RESPONSE

19 10 of 95 2 4 What is the SHPO review for? Is the campus historical?

This building has minor historical significance. Historic preservation requirements, if any, will be determined by NIST prior to issuance of the Phase II solicitation.

20 21 of 95 00100 8.1.3 If a sample project we submit to show our experience is under $10MM will it be considered for review?

For RFP Paragraph 8.1.3 Factor 3, Tab C ‐ Experience, all projects submitted (up to the maximum number allowable) will be considered and evaluated in accordance with the Basis of Evaluation for Factor 3.

Relevancy is assessed based on a graduated scale.
