Amendment # 002 The purpose of this amendment is to provide responses to the following questions from potential offerors:
1. Is the System Administration position/task a full time employee? We understand it states 12months, we are wondering if it’s full time each month? – Yes full time for each month
a. If full time, are you calculating hours based upon the govt schedule and would it be safe to assume 2,087 hrs? – This is a firm-fixed-price effort; therefore, all Offerors should be consistent with their accounting systems. Note that the offices will be closed for a total of ten Federal holidays.
2. The Service Catalog Task refers to technical implementation/configuration items – Does NIST require any process consulting to help define the services offered to your user community? Yes, NIST is seeking process guidance to establish a Taxonomy of Services, and to assist in the definition of Services using the established Taxonomy. Most services today, although not fully defined, are represented as a CI record and associated to a support group (in the base cmdb_ci table). NIST is assuming stakeholder feedback will help establish a prioritized list of Services that shall be fully defined as part of this project effort.
3. We understand NIST is currently on ServiceNow version Calgary. Was this your original version or did you upgrade from a previous SN version to Calgary? NIST’s original version was Aspen, which was upgraded to Calgary in July 2013.
4. Is your current solution on Premise or Cloud? - Cloud
5. We understand the task orders; Base, TO1, TO2, TO3. Our question is when does NIST expect the Task Orders 1, 2, and 3 to be completed - Within the first Base year 2014-2015? This was a bit unclear of when NIST looks to accomplish these task orders, which will help us identify the correct resources and to provide NIST with the best Value, ie one of our Sr. Consultants may be able to provide System Administration support to NIST as well as assist w/ the Upgrade. – Yes, as FY14 ends on September 30, 2014, the task orders are expected to be completed sometime during FY15 (October 1, 2014 thru September 30, 2015).
6. We assume NIST would like to upgrade to the latest version Eureka, before updating/modifying the current Catalog? – Yes, early release of Eureka is expected to be available for federal customers July 21, 2014. The Service Catalog update shall be built and completed on the Eureka platform to make use of the latest release’s improvements and functionality.
7. Can you tell me if there is an incumbent contractor currently performing work for this requirement? If so, could you please provide their company name and contract number? – There is no incumbent contractor performing work for this requirement.
Note: Under the anticipated IDIQ contract, firm-fixed-price task orders shall be issued. For Task Orders 1, 2, and 3, Offerors shall propose a total firm-fixed-price based on the labor rates and categories being proposed for the contract and a price breakdown to enable the Government to make a price fairness and reasonableness determination.
