Task Order 001 SOW

Building 221 Roof Replacement Statement of Work (SOW)

Background Building 221 is a 4-story building and has an existing roof that needs to be removed and replaced. The existing roof is approximately 36,000 sf and is comprised of a BUR with gravel over ½” Perlite over 1-½” Polyisocyanurate over ½” Perlite on a concrete and metal deck.

Objectives After the observation and analysis of the existing condition, we have decided the best course of action is to replace the entire roof.

Scope Offeror shall provide all parts, labor, tools, equipment, materials, supplies, transportation, supervision, administration, management, and incidentals necessary to accomplish the complete removal of the existing built-up roof and the complete installation of a new, water tight built-up roof on Building 221 at NIST Gaithersburg, Maryland campus. All work shall be in compliance with Federal, State, and Local requirements, as well as the current editions of the International Building Code (IBC), American Society of Civil Engineers Standard 7 – Minimum Design Loads for Buildings and Other Structures (ASCE 7), and Factory Mutual (FM) Design Standards and Performance Requirements for this geographical location.

Tasks The following is a list of tasks necessary to remove and replace the existing roof of the Building 221. This list is not an all-inclusive list of every sub-task necessary, but is intended to document the major tasks necessary for a roof replacement project for bidding purposes. Please refer to the attached Roof Replacement Plan drawings and Construction Specifications for additional information.

1. Provide contingency plan for protecting exposed portion of occupied building while existing roof is removed.

2. Remove existing gravel topping, existing 3-ply built-up roof, and approximately 2-½” thick insulation down to existing deck and dispose of properly. If any defects or unsafe conditions are observed with the decking, they must be reported. The Contractor shall not knowingly cover up any defective or unsafe conditions. A debris chute or crane shall be used during this process.

3. Remove existing edge metal, counterflashing, and flashing and dispose of properly.

4. Remove and replace existing roof drain assemblies. New roof drains shall be insulated properly and set in low points of the roof at the proper elevation so that water will flow towards the drain.

5. Install new tapered insulation to create proper drainage on the roof. The insulation shall be sloped 1/8” per foot to provide positive drainage towards roof drains. The insulation shall be a minimum of 2” thick around roof drains and slope upward from there. 4’ x 4’ pieces of insulation shall be adhered to the existing concrete deck in a full mopping of approved hot asphalt at a rate of 25 lbs per 100 square feet. Attach 4’ x 4’ pieces of insulation to existing metal deck with five (5) heavy duty roof fasteners with 3” pressure plates in the field, six (6) at the perimeter, and eight (8) at the corners. Fasteners shall penetrate below the metal deck a minimum of 1”.

6. The corners and perimeter areas of the roof are the area of roof within 10-feet of a leading edge.

7. Install new flashing and counterflashing at all penetrations including vents, fume hoods, exhaust fans, etc., and vertical walls.

8. Install new 3 ply, hot applied asphalt built-up roof, with granule cap sheet, capable of obtaining a 25-year No Dollar Limit (NDL) Warranty. Provide an option for new 3 ply, with granule cap sheet cold applied “solvent free” or “water based” adhesive, built-up roof capable of obtaining a 25-year No Dollar Limit (NDL) Warranty.

9. Install new edge metal and fascia.

The Offeror shall submit a proposal with a detailed scope of work for the roof replacement identified above. The proposal shall also contain a completed Bid Schedule with pricing for each task, as well as a total fee, inclusive of all options.

Requirements

1. Contractor shall employ a job foreman for each active Task Order who is a certified installer of a qualified manufacturer for the roofing system being installed. Acceptable documentation of meeting this requirements is to:

a. Provide verification employment with Prime

b. Provide copy of individual’s installation certifications

2. Manufacturer Qualifications (All Roofs) – Manufacturer must be able to provide a 25 year No-Dollar-Limit warranty on all roofing material and labor for weather-tightness, finishes, flashing, and any other roofing components to include roofing membrane, base flashings, roofing membrane accessories, roof insulation, insulation adhesive/mechanical attachment, cover boards, substrate board, metal edgings, metal copings, walkway products and any other components of the roofing system. No exclusions will be accepted. Acceptable documentation of meeting this requirement is to provide a sample 25 year NDL warranty of a built-up roof. (Installer’s certification must match manufacturer’s sample warranty)

3. The new roof shall have the following minimum FM ratings:

a. Field = FM 1-60

b. Perimeter = FM 1-75

c. Corners = FM 1-90

4. All adhesive materials provided are either identified as “solvent free” or “water based”. Low volatile organic compound materials are not acceptable.

5. Roof system membrane and adhesive components must be manufactured by company providing roof system warranty. No private labeled materials will be accepted.

6. The Roofing Contractor shall issue a guarantee against defective workmanship and materials for a period of five (5) years. The period of performance shall begin upon project completion and Owner acceptance and is effective upon complete payment.

Deliverables Contractor shall submit their Safety Plan, Proposed Roof Assembly, Verified FM Rating information, and all Material Data to:

Yuhas, Technical Representative Security NIST is a Federal facility and access is controlled at all entrances to the campus. Only Government employees may grant access to non-Government employees. The Contractor will be required to obtain temporary badges for their employees.

Vehicles Access:

Automobiles: Contractor personnel arriving in cars on their first day must check in at the visitor center to receive a temporary badge prior to proceeding to the project site to obtain permanent badge. Hours of operation of the visitor center are 0600-1700. Once in possession of a valid NIST badge, workers may enter via the Main Gate or Gate “C” and proceed to the project site. Note that all automobiles are subject to a random inspection.

Trucks: All Trucks are to enter NIST via “C” Gate along Quince Orchard Rd. between 6:00 am and 3:30 pm daily, and at the main gate off of W. Diamond Ave. between 3:30 pm and 4:30 pm. No deliveries will be allowed after 4:30 pm. “Trucks” include such vehicles as pick-ups with storage compartments, delivery trucks, delivery vans, and any tractor center. Trucks arriving through Gate C will be directed to the Building 301 Truck Inspection Station. At Building 301, trucks will be registered, inspected, and the drivers will be granted access. Any truck which exits the installation will have to be re-inspected upon re-entry at Building 301. A vehicle dashboard placard will be placed within the truck. Placards change daily.

NIST Truck Inspection Stations hours are:

6:00am -3:30pm at Building 301 3:30 pm – 4:30pm at “A” Gate – (Main gate)

Other Unique Requirements Prospective contractors must be registered in the System for Award Management (SAM).

Place of Performance The National Institute of Standards and Technology at its main campus located at 100 Bureau Drive, Gaithersburg, Maryland.

Period of Performance The Contractor shall have a maximum of two months from the date of notice to proceed to complete all necessary work.
