J. 1 Questions and Answers

1. Is the existing deck sloped, or is the insulation sloped?

Answer: The underside of the existing deck is level. This suggests that the insulation is sloped.

We will not know for sure until the insulation is exposed. For bidding purposes, assume the insulation is sloped.

2. Where will we be able to have a staging area along the building?

Answer: The staging area will be on the south side of the building, from about the middle of the building to the west edge of the building. There is an underground structure on the south side of the building from about the middle of the building to the east edge of the building. No equipment will be allowed in this area.

3. Is lightning protection required to be installed?

Answer: Lightning protection is not a part of this project.

4. What material shall we use to replace the existing sheet metal exhaust caps?

Answer: We have been informed there will be another project, which is not part of this contract, to upgrade the exhaust system. We no longer need to replace the exhaust caps, we just need to restore them. These exhaust caps shall be restored with an aliphatic liquid membrane as detailed on the design drawing sheet A-1 dated July 18, 2014.

5. Will the laboratories need to stay fully operational during construction?

Answer: The laboratories will need to have phased closures so the roofers are not exposed to chemical exhausts. These closures will be coordinated with the Contractor, COR, Building Manager, and Building Facilitator. All other building functions will be continually operational during the roof replacement and care will need to be taken not to disturb these operations.

6. Who will disconnect power to the metal sunshade structure to be removed from the roof?

Answer: NIST will be responsible for disconnecting all power to the sunshade structure.

7. Will you consider changing the requirement to allow a singly-ply roofing system, such as an EPDM or TPO roof?

Answer: No. NIST does not want a single-ply roofing system installed on this building and will not change the requirement from a built-up roof.

8. Are we to submit technical and pricing factors as two separate binders? (Example Volume I/Binder I: Technical, Volume II/Binder II: Pricing)

Answer: See updated section L attached to this amendment.

9. There is no statement of work for any of the option years to price. Are we to leave the option years pricing blank on the 1442? In regards to pricing, are we only to fill out the base year pricing line item for the total amount of the first task order and include the bid schedule pricing breakdown for the first task order?

Answer: The general Statement of Work is located on page 8 of the solicitation. As is stated in evaluation factor F in Section L, the only pricing needed is the bid schedule for the initial task order. No other pricing information is required. The Government anticipates issuing the ID/IQ contracts with a base not to exceed (NTE) of $5,000,000.00 with four one-year options of NTE $5,000,000.00 each for a total of NTE $25,000,000.00 for all awardees in accordance with 1352.216-75 which is included in this solicitation.

10. Please confirm the completion date for the first task order is 60 days from NTP.

Answer: The completion date for the first task order is 60 days from the notice to proceed.

11. Is there a small business certs and reps section to checkmark paragraph (d) to show that we are registered in Sam.gov within last 12 months or should we print out our SAM.gov record and put it our proposal under the pricing section?

Answer: FAR 52.204-8 has been added under this amendment. Offerors shall complete Section K – Representations, Certifications, and the Submission of Other Information via System for Award Management (SAM) website: http://www.SAM.gov.

12. Are we to submit our safety plan, proposed roof assembly, and all material data with our proposal submission or after award of the contract and task order (page 58 of 66 of solicitation)? If we are to submit these items, what section/evaluation factor section should they go in?

Answer: The Deliverables listed in the scope of work are required to be submitted after award.

13. Is there a page limit to the technical binder?

Answer: There is no page limit.

14. There are 2 Factor Cs in Section L: (Experience and Project Team) which throws off the lettering sequence compared to Section M. Please confirm the sequencing of the factors below is correct:

A-Bonding and EMR B-Project Management C-Experience D-Project Team E-Detailed Scope of Work F-Past Performance G-Price

Answer: The sequencing of factors shown above is correct and is corrected in Section L via this amendment.

15. Evaluation Factor B: Project Management under Subfactor A: Technical Approach states “the offeror’s technical approach shall include its method for construction sequencing, work control, quality assurance, and inspection/testing protocols”.

Evaluation Factor C: Experience under Subfactor A: Specialized Experience also states “the offeror’s technical approach shall include its method for construction sequencing, work control, quality assurance, and inspection/testing protocols”.

Please confirm that we are to put this same information requested in both sections Factor B and Factor C or should this information just be in Factor B section.

Answer: Evaluation Factor B – Project Management, we are looking for the offeror to provide the information requested in Subfactor A and Subfactor B, with respect to the initial task order.

Evaluation Factor C – Experience, we are looking for the offeror to provide information defined in Subfactor A: Specialized Experience, for their previously completed applicable specialized roofing projects.

Evaluation Factor C under Subfactor A Sepcialized Experience states “the specialized roofing projects are as follows:” with a), b), c), d) criteria/requirements.

16. Does one past experience project need to meet all 4 criteria listed (a thru d) to meet the requirement for this section? Or are items a) thru d) treated as separate criteria requiring a past experience project for each item a), b), c), d)…example-a job that meets a), a different job that meets b), a different job that meets c), a different job that meets d)?

Answer: One past experience project does not need to meet all 4 criteria listed (a through d) to meet the requirement for this section. Items a) through d) are treated as separate criteria that the offeror must detail how they meet each requirement. If one project satisfies more than one of the 4 criteria listed, the offeror will be given credit for all of the requirements it has been shown to

meet. It is the offeror’s responsibility to submit as many projects as necessary to show they have met the 4 criteria listed.

17. Is there a limit to the number of projects for offeror’s past experience evaluation factor?

Answer: There is no limit to the number of projects an offeror can submit for past experience. It should be noted that no “extra” credit will be given for the number of additional projects an offeror has submitted that meet the requirements.

18. Are we to fill out the SCHEDULE with line items outlined on pages 3 and 4 of the solicitation? It appears that there are line items on the bid schedule for the Base Year and Option Years 1 through 4. If we need to fill out, what type of information is NIST looking for?

Answer: Only provide pricing for Initial Task Order 001.

19. It appears that a bid bond is not required for the proposal submission, and payment and performance bonds will not be part of the task order. Could you please confirm?

Answer: Regarding the bid bond, Evaluation Factor A, Subfactor A states - The offeror shall provide a letter from its surety demonstrating bonding capacity equivalent to the maximum Task Order dollar amount. Regarding the payment and performance bonds, FAR 52.228-15 is included in the solicitation; payment and performance bonds will be required for each task order.

20. Are the existing roof structures flat or is there a 1/8” per foot existing structural slope so that we end up with ¼” overall? If not will this be a Code issue?

Answer: The existing roof structure is flat. The roof insulation is what is sloped. The new roof insulation is to be sloped at 1/8” per foot. There will not be a Code issue as the attic space of the building is not conditioned space.

21. I do not see Section 075113 Roofing Specification in the downloads, will one be provided?

Answer: Yes, Section 075113 Built-Up Asphalt Roofing will be provided.

22. Regarding the moveable Sun Shaft, is the entire assembly including steel rails to be demolished, a new curb/platform designed to support foot traffic with a new underlayment and stainless steel cap?

Answer: Yes.ऀ

23. Will the facility mark all of the unused exhaust ducts and intakes that are to be raised to accommodate the new insulation and roof system, stainless steel capos, and aliphatic coatings?

Answer: All unused lab exhaust ducts are currently capped and the ones in use have a mesh grate cap on them. We will mark which ones are to remain open. None of the exhausts are to be raised to accommodate new insulation heights. The new insulation is to be installed in such a manner so that exhausts do not need to be raised.

24. To be clear, we will fabricate new stainless steel caps for ALL of the Lab Fume Hood Exhausts AND apply a liquid membrane restoration over the new hood?

Answer: None of the existing caps are to be removed and replaced with stainless steel any longer. All existing caps are to remain in place and are to be “re-furbished” with an aliphatic coating as specified on the design drawings.

25. Plans and details indicate a vapor barrier at deck level, is this to be installed in accordance with manufacturers requirements? At the metal roof decks, can we

utilize a self-adhered membrane in a direct application or will this be as required to provide the 25 year NDL spec.

Answer: The vapor barrier shall be installed in accordance with the manufacturer’s specifications in order to maintain the 25 year NDL warranty and to meet the specified wind uplift rating.

26. Is there a minimum or average R Value to be provided? Are the thickness calculations based on the latest, revised, and published LTTR Values in the industry which have decreased from an R of 6 per inch to 5.6 per inch?

Answer: The attic space below is unconditioned space and is intended to remain that way, therefore we are not required to meet any specific R values. The new insulation thicknesses should match the existing insulation thicknesses. For bidding purposes, assume the insulation is 2-inches thick at the roof drains.

27. Are the Deliverables Listed on Page 2 of the SOW required at bid time or after award?

Answer: The Deliverables are required to be submitted after award.

28. Are there any hazardous emissions from the Lab Fume Hoods or Acid Waste Vent pipes we will need to aware of?

Answer: Yes. The COR and Building Manager will coordinate closures of labs so workers will not be exposed to any hazardous emissions.

29. Will the facility disconnect all electrical wiring and motors related to the moveable sun shade or is that to be part of our scope of work?

Answer: NIST will be responsible for disconnecting all electric service to the moveable sun shade.

30. Is there a walk pad layout available or a minimum amount of footage we need to include in our bid proposal?

Answer: We will work with the roofing manufacturer to determine the appropriate walk pad layout. At a minimum, a walk pad will need to be installed from the north attic door on the west side of the building and run east to the fixed ladder on the east side of the building. We will also need a walk pad from the south attic door on the west side of the building to the main walk pad running east/west. For bidding purposes, assume 400 linear feet of walk pad.

31. Are liquid flashings acceptable where curbs are located too closely to other penetrations or walls as long as they are incorporated into the 25 year warranty?

Answer: Yes. That is acceptable as long as it is incorporated into the 25 year NDL warranty.

32. Has the paint on the interior of the moveable sun shaft und underside of the metal decking been tested for Lead? Will Lead Abatement be required?

Answer: The paint has not been tested for Lead. The NIST safety department will test for Lead and if hazardous materials are found, the Government will perform abatement as needed.

33. Has the existing BUR assembly been tested for Asbestos?

Answer: No. Our safety department will test the existing roof assembly for Asbestos. We have replaced other roofs on-site that were similar in age to the roof on building 221 and did not find Asbestos. For bidding purposes, assume no Asbestos containing materials are present in the existing roof.

34. Spec calls for 2” minimum insulation at drain. As the detail calls for a ¼” sump 4’ around each drain, will the actual minimum thickness at the sump edge be 3” inclusive of the ¼” tapered insulation?

Answer: Yes.

35. Please clarify the intent of the tapered insulation system is to provide positive drainage throughout the entire roof. The layout as shown on A-2 has four areas that will create a “dead” valley where the crickets are not shown at the east and west ends of the roof.

Answer: The intent of the tapered insulation system is to provide positive drainage to the roof drains throughout the entire roof.

36. Is the intent tapered design too limit the outer edge height to 4” so it can operate as an overflow condition?

Answer: The intent of the design is to maintain the use of the outer edge as the overflow.

37. As we have a transition from a metal deck to a concrete structure, A. Are we to assume the top of concrete is the same as the top of metal deck? And B. Do we need to construct some type of control joint for dissimilar expansion conditions?

Answer: A. Yes, assume the top of concrete is at the same elevation as the top of the metal deck.

ऀ B. Where dissimilar decks meet, an expansion or relief joint shall be installed.

38. Can the proposals be hand delivered for submission or do they have to be delivered via a courier service (fedex)?

Answer: All proposals must be delivered via mail, either courier service or postal service. No electronic, or hand delivered proposals will be accepted.
