10. Section L, Submission Instructions (Factor F, Subcontracting Plan)

In response to a question posed by a potential offeror, it is noted that FAR 19.702 does not provide an exclusion for universities or non-profits relative to subcontracting plan requirements.

However, the following sentence has been added to Section L to clarify that small businesses are not required to submit a subcontracting plan:

* As per FAR 19.702, a subcontracting plan is not required from small business concerns.

Those offerors that are required to submit a subcontracting plan should submit it with their proposal.

To:

The Government will evaluate the Offeror’s proposed labor mix and total firm-fixed-price for

Task Order #1 to determine its appropriateness in relation to the work required in the Statement of Work for the first task order.

13. In response to the following question posed by a potential offeror:

Regarding Small Business Subcontracting Plan requirements, Section 52.219-9, paragraph (d) (1) says that subcontracting plan goals are “expressed in terms of percentages of total planned subcontracting dollars.” The U.S. Department of

Commerce Subcontracting Plan Outline provided on page 61 of the solicitation says that

“target goals are to be applied to the overall value of the acquisition.” Please clarify if the target small business subcontracting percentages for this contract are intended to be applied to the total dollar value of the contract, or if they are intended to apply only to the portion of the work that will be performed through subcontracts.

The following response is provided:

The goals apply to the total value of all subcontracted dollars, not the total value of the acquisition.
