Statement of Work Service Contract to Clean the Kitchen Hoods in Bldgs 101 & 301 & 320
PR# 12-193-3729

A. BACKGROUND INFORMATION
On the NIST Campus there are 3 commercial kitchens with exhaust hoods and filters that need semiannual cleaning(twice a year as specified below). Those buildings are 101, 301, and the Child Care Center (320). This work cannot be done by Government personnel because of the special training and equipment needed.
B. PURPOSE AND OBJECTIVES OF THE PROCUREMENT
The purpose of this procurement is to clean the sites commercial kitchen hoods, filters and exhaust fans which contribute a sanitary and clean kitchen environment.
C. CONTRACTOR REQUIREMENTS
Contractor to perform work in accordance with the following specifications:
The contractor shall furnish all labor, equipment, tools and services necessary to clean the exhaust system and filters serving the kitchen and serving areas in bldg. 101. This includes cleaning the interior of the fan and duct on the second level for fan EC4 in C-200. Also include the exhaust over the pizza oven and the return grille around the different areas of the kitchen.
The contractor shall furnish all labor, equipment, tools and services necessary to clean the exhaust system and filters serving the kitchen and serving areas in Bldg 301. This includes cleaning the interior of the fan and duct Clean the exhaust system serving the kitchen and serving areas in bldg. 301. This includes E8 and E9 on the roof. The contractor shall remove all grease, dirt, and foreign material from the interior of the fans and duct as far back from the opening as can be reached. This includes fan wheels, housing and undersides of the exhaust canopies.
The contractor shall furnish all labor, equipment, tools and services necessary to clean the exhaust system and filters serving the kitchen in Bldg 320. This includes cleaning the interior of the fan and duct, clean the exhaust system serving the filters and hood in the kitchen of the NIST Child Care center, Bldg 320. The contractor shall remove all grease, dirt, and foreign material from the interior of the fans and duct as far back from the opening as can be reached. This includes fan wheels, housing and undersides of the exhaust canopies.
There are no industry standards for this type of work. The area around the cleaned surfaces and the ductwork, fans, filters, will have all of the grease removed and restored to a sanitary condition to the satisfaction of the COR.
The Period of Performance for this work will be during the Sitewide outages in April and October which last from a Friday night after 5 PM through to Sunday at 12 Noon.. The exact dates will be given, by the COR, to the contractor 2 months in advance for planning purposes.
D. GOVERNMENT RESPONSIBILITIES
The Government will provide access to the kitchen spaces and provide a water source and disposal procedures of the waste cleaning by products. The project COSR will review the materials used and provide guidance for the disposal of any waste products. The COR will be responsible for the contractors access to the NIST campus to do the work.
E. . INSPECTION AND ACCEPTANCE CRITERIA
The project COR will be onsite to supervise the work done by the contractor and approve of the finished work. The standard will be a grease free and sanitary work area after the contractor is finished.
G. ATTACHMENTS and ADDITIONAL INFORMATION The contractor will submit a Job Specific Safety Plan to the NIST Plant Division Safety Officer and all cleaning agents used must be approved by the NIST Contract Office Safety Representative (COSR) prior to beginning the work. The cleaning products will be Green in nature i.e. biodegradable, safe for skin contact, etc. The contractor shall use all OSHA approved PPE. The contractor will take every precaution to ensure protection of the existing equipment, floors, and walls in the work areas. Drop cloths shall be used where needed to ensure all areas are left in the same condition as existed before work started. The premises shall be kept free from all unsightly accumulation of waste materials and grease. All debris and solvent shall be removed from government property. Do not dispose of the metal exhaust screens without notifying NIST personnel.

Contractor will demonstrate with references that they have done this type of work for at least 2 years prior to the solicitation.
This will be a Base + 4 option year contract.
