RE: SB1341-10-RP-0008 Questions received through March 3, 2010.

Question 1: In reviewing the schedule and the amount of work I need to this question. Can any of this work be performed during normal work hours, in the occupied areas? The amount of work that needs to happen prior to the week and/or weekends has to have mechanical piping, electrical and control work prior to the change out of the CRAC units. Not being able to remove more that 8 floor tiles at one time precludes the use of multiple crews and trades at one time. Should we anticipate the work in the occupied areas during off hours with the equipment change being done during weekends?

Government Response 1: The guidelines for contractors and A/E Firms performing site investigations and field work (including construction) dated February 23, 2010 states in paragraph 15 in part –

“..The work space is available from 6 AM (sharp) to 6 PM daily for contractors who do not have 24 hour access privileges….”

In the same paragraph it states in part – “…All painting shall be per the SOW and/or specifications. If not stated all painting shall be done from 5:30 PM to 11 PM Monday to Friday. Painting on weekends from 6 AM to 4 PM shall be scheduled through the COTR with at least seven days notice.”

Any request by the contractor to work outside these times will be evaluated by the COTR and Contracting Officer. For a situation where the contractor is requesting multiple periods to work outside 6 AM to 6 PM Monday to Friday, the contractor will be granted permission to work from 6 AM to 4 PM Saturday and Sunday. The contractor is still responsible for requesting each time to work outside normal working hours.

For this contract, the contractor will not be granted 24 hour access privileges.
