RE: SB1341-10-RP-0008 Questions received through February 18, 2010.
QUESTION 1: Will there be an opportunity for another site visit? A couple of subcontractors have requested a look at the project and we have had a few things come up that we would like to double check.
Government Response1: The Government will have one more site visit to allow potential offerors to examine the mechanical spaces in Building 225 that are involved in the project. At this time NIST cannot guarantee that potential offerors will be allowed to tour the computer room. The site visit will be at 9 am on Monday February 8, 2010 in Building 225 at 9AM. All potential offerors may tour the facility. All questions related to this acquisition must be submitted in writing not later than COB Wednesday February 10, 2010. The same security information is required as for the first visit. The names and whether they are US Citizens must be submitted by email to Albert.petto@nist.gov not later than NOON Thursday February 4, 2010. Refer to the solicitation for the requirements for visiting the NIST site.
QUESTION 2: who is the controls contractor for the building 225? Will you be supplying a contact for us to call?
Government Response 2: THE CURRENT BUILDING CONTROLS ARE ALLERTON AND THE BASIS OF DESIGN IS ALLERTON. ADVANCE POWER IS THE MAIN SUPPLIER FOR NIST. There is no intent on the Government’s part to limit competition provided the specification at Section 15900 is met.
QUESTION 3: We will assume that the 2 days of off hour work mentioned in Phases 1 & 2 will take place on a Saturday and Sunday.
Government Response 3: OFF HOURS TO NIST MEANS ANYTHING PLANNED OUTSIDE OF NORMAL BUSINESS HOURS OF 0700 THROUGH 1700 MONDAY THROUGH FRIDAY. ALL HOLIDAY OR WEEKEND TIME IS CONSIDERED OFF HOURS.
QUESTION 4: I would like to confirm the set-aside for the above (SB1341-10-RP-0008) solicitation for the CRAC units at the NIST in Gaithersburg. On the FedBizOpps page it notes that it’s a set aside for HUBZone, but the solicitation itself doesn’t state that. Can you please confirm for me.
Government Response 4: The solicitation is a 100% set aside for HUBZone small business concerns.
QUESTION 5: None of the Drawings show the elevation of the building. I need a measurement of the building from the basement to the roof (5th floor).
Government Response 5: The Building 225 elevation/height (slab to slab approximate):
Penthouse 13’2”
Attic
12”2”
Typical Floor 11”8” (times 3)
Basement 14’4”
Therefore the approximate total vertical distance from the basement to the penthouse would be 74-75 feet.
QUESTION 6: Allerton and Andover Controls BACnet products have totally different specifications. Andover Controls has already been reviewed as meeting the BACnet requirements for NIST. Are Andover Controls products that meet the BACnet compliance requirements acceptable on this NIST project even though they do not meet the specific Allerton product specs?
Government Response 6: The Government maintains that the specification Section 15900 Direct Digital Control Systems Specification is clear as written.
QUESTION 7: Or is this specification closed to only products that meet the specific Allerton-basis-of-design criteria? In other words, closed to Allerton?
Government Response 7: No. The Contractor shall comply with Section 15900 Direct Digital Control Systems Specification.
QUESTION 8: Is [deleted], who has performed [deleted], an acceptable controls contractor to NIST?
Government Response 8: In accordance with the solicitation, this competition is restricted to HUBZone small businesses.
