About this file

This document contains questions and answers related to a Request for Proposal (RFP) issued by the Illinois Department of Corrections (IDOC) for the lease of various medical equipment at the Joliet Treatment Center. The RFP seeks proposals for a range of medical equipment, including a multi-slice CT scanner, general radiology unit, dialysis unit, contrast media injector, hematology analyzer, urinalysis analyzer, coagulation analyzer, blood gas analyzer, bariatric patient beds, medication dispensers, and other patient beds. The delivery of the equipment must occur between August 29, 2021, and September 29, 2021. The RFP indicates a preference for specific models but allows for consideration of equal alternatives. IDOC will work with the successful vendor to finalize the delivery date by June 30, 2021.

The RFP provides guidance on pricing, including a checkbox to indicate that the vendor should refer to the attached BIDBUY purchase order for the initial term pricing. The RFP also clarifies that the use of brand names is for the purpose of describing the desired standard of quality, performance, and characteristics, and that "or equal" submissions will not be rejected due to minor differences in design, construction, or features, as long as the product is suitable for the intended use. The burden of proof that the product is equal is on the bidder.
