About this file
This document is a guide for businesses interested in participating in the Small Business Purchasing Program (SBPP) administered by the Commonwealth of Massachusetts. The guide outlines the eligibility requirements for the program, which include having a principal place of business in Massachusetts, being in business for at least one year, employing 50 or fewer full-time equivalents, and having gross revenues of $15 million or less based on a 3-year average. Eligible businesses can enroll in the Comm-PASS SmartBid system to access and respond to state procurement opportunities. The guide also provides information on the state's buying cycles, with opportunities typically becoming available after the close of the prior fiscal year's accounts payable period in August.
The document encourages SBPP-eligible businesses to utilize the Comm-PASS Resource Center and the OSD Helpdesk to access information and support regarding the program and the procurement process. It highlights the need for businesses to compete effectively in the current marketplace and emphasizes the importance of staying informed and prepared to take advantage of state contracting opportunities.
