Summary of SB 26-01 Request for Proposals to Purchase Surplus Property
This Request for Proposals (RFP) is issued by the State of Connecticut Department of Administrative Services (DAS) to solicit offers for the purchase of two surplus state properties located in Hartford County. The state is offering for sale on an "as is" basis the property at 525 Russell Road in Newington, which comprises approximately 159,823 square feet across three buildings (a five-story hospital building, four-story revenue building, and one-story morgue building) situated on approximately 29 acres, and the property at 300 Russell Road in Wethersfield, which contains approximately 9,600 square feet across two buildings (maintenance shop, boiler room, and pump house) on approximately 19 acres, for a combined total of approximately 169,423 square feet on 48 acres. Proposals must be submitted electronically to DAS.RE@CT.GOV by May 15, 2026, at 3:00 p.m. EDT. No interior access to structures will be provided until a preliminary preferred buyer is selected, though external tours are available by appointment. The state reserves the right to reject any and all proposals and withdraw the RFP at any time, with successful proposals requiring approval from the Commissioner of DAS, the Secretary of the Office of Policy and Management, the State Properties Review Board, the Office of the Attorney General, and relevant joint standing committees of the General Assembly.
Proposals must include the State of Connecticut Real Property Proposal to Purchase Form with the proposed purchase price, bidder name, material conditions or contingencies, and estimated closing timeline, accompanied by a ten percent deposit of the proposed purchase price via certified or bank check, refundable if the offer is not accepted. No specific budget range or estimated property value is disclosed in the solicitation. All vendors and organizations are eligible to respond with no set-aside designations or disadvantaged enterprise restrictions specified. The state conveys title via quit-claim deed subject to all zoning and building ordinances, municipal regulations, and any recorded easements or encumbrances. Prospective purchasers are responsible for conducting their own due diligence, including inspections, surveys, and verification of zoning and permit requirements with the municipalities of Newington and Wethersfield. The properties are offered without warranties or representations regarding condition, zoning, permits, structural integrity, or mechanical systems. Inquiries should be directed to Gary Bonaldi at DAS Statewide Leasing and Property Transfer, 450 Columbus Boulevard, Suite 1402, Hartford, CT 06106, or 860-713-7603.
