About this file

This document is an Industry Day presentation for the Product Lead Special Ammunition and Weapon Systems (PdL SAWS) program held on March 24, 2026, by Army Contracting Command – Rock Island (ACC-RI).

The procurement strategy involves a 5-year (FY27-FY32) Highest Technically Rated Offeror (HTRO) Indefinite Delivery/Indefinite Quantity (IDIQ) contract award for non-standard ammunition and weapon systems. The Government will award multiple firm fixed price (FFP) contracts based on technical capability through a streamlined evaluation process using an HTRO self-scoring matrix. Selection is based on a GO/NO-GO gate requiring DDTC registration, Federal Firearms License Type 11, active SAM registration, and prior Arms/Ammunition/Explosives contract experience within five years, followed by technical scoring across eight categories including ammunition manufacturer relationships, transportation capabilities, and government contract experience. Each awardee receives a minimum $1,000 guarantee delivery order for Contract Data Requirements List (CDRL) deliverables. Subsequent delivery orders will be competed among the MADOC pool using fair opportunity procedures with firm fixed pricing. The procurement covers 646 Federal Supply Class codes across weapons, ammunition, guided missiles, vehicles, training aids, and maintenance equipment. Tentative milestones include solicitation issuance in June 2026, closure in July 2026, and contract award by December 2026. Technical requirements mandate ISO 9001 certification, Technical Data Package (TDP) submissions within 30 days of award, Lot Acceptance Testing (LAT) compliance, and Government Source Inspection (GSI) at AQL 0.40. Five draft General Specifications covering small caliber ammunition, mortar ammunition, and rocket-propelled grenade ammunition are provided as baselines. DCMA Contract Safety oversees ammunition and explosive facility inspections, including pre-award, post-award, and capability review surveys. Comprehensive CDRL requirements include TDP, engineering change proposals, status reports, lot acceptance test reports, safety documentation, and delivery verification certificates with defined submission timelines.

CONTRACT SCOPE

▪ In order to increase scope and reduce/eliminate in scope justifications SAWS moved away from individual ammunition item CLIN lists

▪ Federal Supply Groups (FSGs) and subordinate Federal Supply Class (FSC) codes used as a basis for categories.

• 646 FSCs exist – specific FSCs selected with tailored definitions to support SAWS procurement

▪ Components may be listed within definitions, but objective remains to generally procure end items

▪ Each FSC covers a relative homogenous area of commodities

• Physical or performance characteristics

SAWS Acquisition Strategy

▪ 5 Year (FY27-FY32) – Highest Technically Rated Offeror (HTRO) Indefinite Delivery/Indefinite Quantity (IDIQ) Contracts

• Award basis determined utilizing HTRO Minimum Technical Threshold Rating (MTTR), prioritizes past technical capability

• Multiple firm fixed priced (FFP) contracts to be awarded for five (5) one-year ordering periods

▪ Full & Open Competition

▪ Minimum Guarantee Delivery Order (DO) for each awardee

• $1,000 to each IDIQ contract awardee for Contract Data Requirements List (CDRL) deliverable

▪ Multiple Award Delivery Order Contract (MADOC) Pool will compete for individual FFP DO requirements

• Transportation costs will be proposed and evaluated on DO basis

• The Government will request supporting documentation for transportation costs through commitment letters from freight forwarders and purchase orders

▪ The Government reserves the right to split DO awards, if determined to be in the best interest of the Government

• Notification of potential split DO to MADOC Pool upon DO RFP release

SAWS HTRO Overview

Source Selection: Highest

Technically Rated Offeror (HTRO)

▪ New Approach: The Government is implementing a streamlined and objective process that prioritizes technical capability.

▪ Goal: To ensure the Government partners with the most capable Prime Contractors for the program.

▪ Process:

• HTRO will be the source selection method used to establish multiple Indefinite Delivery/Indefinite Quantity (IDIQ) contracts.

• The most qualified Prime Contractors will be identified and awarded base contracts.

• These selected Prime Contractors will then compete for individual delivery orders based on fair opportunity procedures (FAR 16.505).

▪ Questions/Feedback:

• We want your input.

General Specification

Requirements and Verification

▪ Examples

• Pressure, Muzzle Velocity, Storage and Operational Temperatures, Dispersion, Weights

▪ Requirement

• 3.5.3 Chamber Pressure. The individual maximum and average pressure of the ammunition obtained at ambient and hot shall meet the requirements specified in the Technical Data Package (TDP).

▪ Verification

• 4.5.3 Chamber Pressure. Pressure tests shall be conducted in accordance with the manufacturer’s test procedures to verify samples from the lot do not exceed the average or individual pressure requirements listed in the TDP at ambient (10 cartridge minimum) and hot (10 cartridge minimum). Each lot of propellant charges shall meet the individual maximum and average pressure requirements specified in the RFP or TDP. Pressure testing shall be conducted during the Lot Acceptance Test (LAT) for all Artillery, Medium Cal, and Tank ammunition. Pressure testing can be done in process for Rocket and Anti-

Tank Guided Missile (ATGM) ammunition. Pressure testing is not required for hand grenades, pyro, links, linked belts, or linking machines. If the lot fails to meet the pressure requirements a retest of the same sample size (10 cartridge minimum) is permitted. The cumulative average of all cartridges tested (20 cartridge minimum) shall be used to determine if the lot passes. Any single round that exceeds the maximum individual pressure requirement will result in lot rejection, there shall be no retest.
