Satterfield Park Renovations Specifications Summary
This specification document outlines the project requirements for Satterfield Park Renovations, a construction project in Athens-Clarke County, Georgia, under the Athens-Clarke County Department of Leisure Services. The project encompasses comprehensive park improvements including demolition of an existing baseball field and related infrastructure, construction of a new irrigated football field (1.32 acres), a 400 square foot CMU press box/storage structure, a 2,529 square yard asphalt parking lot with concrete curb and gutter, resurfacing of 6,700 square yards of existing asphalt, installation of 1,500 square yards of concrete sidewalks, and associated grading, drainage, site furnishings, and landscaping work. The project is anticipated to be completed within 300 days (approximately 10 months), with ARPA funding having a sunset date of August 2026, making time critical. The work is structured as a single-prime contract with a preconstruction conference to be conducted before construction commences. The specifications include detailed division requirements for site clearing, earthwork, concrete work, asphalt and concrete paving, fencing, irrigation systems, soil preparation, turf establishment, planting, and utility work across multiple specification sections.
The contract documents establish comprehensive quality assurance and submitting requirements managed by the Design Professional (Pond and Company) and Owner's Representative Julia Johnson. Deductive alternates are included for parking lot lighting and sports field lighting, with unit prices for property fencing at 3,100 linear feet. All work must comply with Georgia Department of Transportation Standard Specifications and local authority requirements, with the contractor responsible for obtaining all necessary permits and licenses. Materials must be new and of the highest quality available, with specific manufacturer approvals required for irrigation equipment, paving materials, and landscape components. Field quality control testing and inspection services will be provided by Owner-engaged independent testing agencies, with the contractor responsible for warranty periods of one year from Material Completion for landscape materials and irrigation systems. All temporary facilities, erosion control measures, tree protection, and construction waste management are the contractor's responsibility, with detailed requirements for site cleanup and restoration upon project completion.

2. Web-Based Project Software: Prepare submittals in PDF form, and upload to web-based Project software website. Enter required data in web-based software site to fully identify submittal.
B. Coordination: Coordinate preparation and processing of submittals with performance of construction activities.
1. Coordinate each submittal with fabrication, purchasing, testing, delivery, other submittals, and related activities that require sequential activity.
2. Submit all submittal items required for each Specification Section concurrently unless partial submittals for portions of the Work are indicated on approved submittal schedule.
3. Submit action submittals and informational submittals required by the same Specification Section as separate packages under separate transmittals.
4. Coordinate transmittal of submittals for related parts of the Work specified in different Sections so processing will not be delayed because of need to review submittals concurrently for coordination.
a. Owner’s representative and Owner reserve the right to withhold action on a submittal requiring coordination with other submittals until related submittals are received.
C. Processing Time: Allow time for submittal review, including time for resubmittals, as follows. Time for review will commence on Owner’s representative's receipt of submittal. No extension of the Contract Time will be authorized because of failure to transmit submittals enough in advance of the Work to permit processing, including resubmittals.
013300 - 4/11
1. Initial Review: Allow 10 days for initial review of each submittal. Allow additional time if coordination with subsequent submittals is required. Owner’s representative will advise Contractor when a submittal being processed must be delayed for coordination.

3. Resubmittal Review: Allow 5 days for review of each resubmittal.
4. Sequential Review: Where sequential review of submittals by Owner’s representative's consultants, Owner, or other parties is indicated, allow 5 days for initial review of each submittal. Contractor may be responsible for paying Owner’s representative to review more than two resubmittals of a section due to omitted or unacceptable information.
D. Resubmittals: Make resubmittals in same form and number of copies as initial submittal.
1. Note date and content of previous submittal.
2. Note date and content of revision in label or title block and clearly indicate extent of revision.

E. Distribution: Furnish copies of final submittals to manufacturers, subcontractors, suppliers, fabricators, installers, authorities having jurisdiction, and others as necessary for performance of construction activities. Show distribution on transmittal forms.
F. Use for Construction: Retain complete copies of submittals on Project site. Use only final action submittals that are marked with approval notation from Owner’s representative's action stamp.
