About this file
This is a Questions and Answers document for a Request for Quotation (RFQ) regarding the Tactical Data Networks Lab Tech Refresh Satellite Simulators procurement.
The document addresses five key technical inquiries regarding the DAMA/IW Satellite Emulator system. Question 1 clarifies that additional waveforms beyond the baseline 5 kHz and 25 kHz supported Dedicated Access waveforms are welcome. Question 2 confirms the Government seeks a "bent pipe" solution where the simulator acts as a surrogate satellite to enable vendor terminal testing in a closed environment, rather than functioning as a full-up ground station transceiver. Question 3 indicates the simulator should cover current constellation parameters with future upgrade capability. Question 4 confirms the Government's interest in simplified cryptographic keyfill solutions that do not require loading One-Way (OW) keys into the simulator itself, only into user terminals, provided operational procedures remain properly emulated. Question 5 specifies that the reference source will be GPS-based, with the system capable of accommodating multiple frequency outputs: 1 pulse-per-second (1pps), 10 MHz, 5 MHz, and 1 MHz. These responses establish critical technical parameters and operational flexibility for the satellite simulator procurement for the Tactical Data Networks Lab.

Salient Characteristics For Tactical Data Networks Lab Tech Refresh Satellite Simulators
DAMA/IW Satellite Emulator: Bullet 3, sub-bullet 2
DAMA/DASA 5 kHz, 25 kHz supported Dedicated Access and other waveforms
Are there other specific waveforms that the Government would like this system to emulate?
Additional capabilities are always welcome as long as the baseline requirements are met first.
Salient Characteristics For Tactical Data Networks Lab Tech Refresh Satellite Simulators
DAMA/IW Satellite Emulator: Bullet 10, 11, 12, and 13
User Baseband I/O Is your intent to use the simulator as a full-up ground station tranciever, or is the goal for the simulator to perform as a surrogate satellite (bent pipe), enabling terminals to communicate through the simulator at the specified frequencies and I/O rates?
Bent pipe solution is the desired outcome. We are attempting to allow testing of vendor terminals in a closed environment.
Salient Characteristics For Tactical Data Networks Lab Tech Refresh Satellite Simulators
DAMA/IW Satellite Emulator: Bullet 15
Modulations supported:
SOQPSK, BPSK, DEQPSK,
(S)BPSK, FSK, CPM
Does the TDN intend to use the DAMA/IW Emulator to communicate with other user terminals?
As long as the simulation covers current constellation parameters with the possibility to upgrade the SATSIM in the future for changes.
Salient Characteristics For Tactical Data Networks Lab Tech Refresh Satellite Simulators
DAMA/IW Satellite Emulator: Bullet 16
Cryptographic Keyfill: KYK-13, KYX-15, KOI-18, AN/CYZ-10, SKL
OW keyfill for the DOCCT/S, Is the TDN lab be interested in using a lower cost novel solution that does not require loading OW keys into the Simulator, only into the user terminals?
Yes, simplified operation is desired. As long as the solution emulates the correct operational procedures in use by the current constellation.
Salient Characteristics For Tactical Data Networks Lab Tech Refresh Satellite Simulators
DAMA/IW Satellite Emulator: Bullet 17
External Reference 1, 5, or 10 MHz
What reference source does the TDN have? Is that reference slaved off of GPS or a high stability frequenct standard?
GPS Standard will be used, 1pps, 10 MHz, 5 MHz, and 1 MHz can be accommodated.
