About this file

This is a Statement of Work (SOW) for the Tactical Data Networks Lab Tech Refresh project at AFLCMC/C3NE, Hanscom Air Force Base, Massachusetts, dated April 29, 2026.

The procurement requires three types of satellite simulator/emulator hardware and accessories to replace aging support assets. The MUOS satellite emulator must support up to 4 simultaneous call service legs and 30 concurrent netted users, with portable and durable design, web-based graphical user interface with local and remote access, 120VAC power, and GPS input capability. Operating frequencies include 300-320 MHz (U2B direction) and 360-380 MHz (B2U direction), supporting data rates of 2.4, 9.6, 32, and 64 kbps, with call types including Point-to-Point, Point-to-Net, Netted Communications, and Multi-RAB. The DAMA/IW satellite emulator must emulate IW or DAMA system operation with 1-4 UHF SATCOM channels, support operating modes for IW 5/25 kHz and DAMA/DASA 5/25 kHz, provide frequency translation and digital band/hard-limiting, support 1-4 user terminals, include encrypted order wire functionality, and provide RF input power protection up to 250W with transmit frequency 292-318 MHz and receive frequency 243-270 MHz. The GPS satellite emulator must feature 1000 Hz simulation iteration rate or greater, jamming and spoofing capabilities, signal propagation and error simulation, real-time GNSS environment emulation, and support static/circular/spacecraft trajectories with hardware-in-the-loop capability. All three emulators require management software availability and equipment training. Delivery shall be made to Building 1607, Hanscom AFB, with vendor notification to the TDN Lab Manager at least 5 days prior to delivery. Vendors must provide Certificates of Conformance, ensure Trade Agreements Act compliance for all components, include owners' manuals and warranty information, and assume responsibility for all shipping damages.
