About this file

This document is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source, recommending sole source procurement from HEXAGON AB for VGTRAINER software and services for VGSTUDIO MAX. The estimated period of performance is August 10, 2026 through August 31, 2027. The procurement is being justified as a sole source acquisition because alternative software solutions are not compatible with NASA Langley Research Center's existing VGSTUDIO MAX analysis environment, which is used for X-ray computed tomography (CT) data analysis and processing.

NASA Langley maintains an extensive archive of CT scan data in formats supported by VGSTUDIO MAX, and procuring Hexagon software and associated maintenance services is necessary to ensure continued compatibility with existing data, preserve established analysis workflows, and provide ongoing access to required software capabilities and technical support. The justification emphasizes that implementing an alternative vendor would disrupt established workflows, require additional integration efforts, and potentially necessitate costly software modifications or data-conversion processes. Competition is determined to be impractical due to the direct compatibility requirements with the Center's existing software environment and the operational risks and costs associated with transitioning to a different platform.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☒I recommend that NASA, NASA Shared Services Center negotiate with HEXAGON AB only for Purchase of VGTRAINER software & Services for VGSTUDIO MAX . The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 08/10/2026 – 08/31/2027.

OR

Brand Name Justification:

☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject band name from Manufacture Namefor Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

NASA Langley Research Center requires the procurement of Hexagon software and associated maintenance services to support the analysis of X-ray computed tomography (CT) data and ensure compatibility with the Center’s existing software environment. The software is necessary to integrate with VGSTUDIO MAX, an industry-standard platform used for the analysis and processing of X-ray CT data. NASA Langley maintains an extensive archive of CT scan data in formats supported by VGSTUDIO MAX. Procuring the Hexagon software and maintenance will support continued compatibility with existing data, preserve established analysis workflows, and enable ongoing access to the software capabilities and technical support necessary to meet research requirements.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Alternative software solutions are not directly compatible with NASA Langley Research Center’s existing VGSTUDIO MAX analysis environment. Implementing an alternative would disrupt established workflows, require additional integration efforts, and potentially necessitate costly software modifications or data-conversion processes. Procuring the Hexagon software is essential to maintaining compatibility with existing analysis tools and established CT data workflows, minimizing operational disruption, and ensuring continuity and efficiency in ongoing research activities.
