About this file
This is a NASA Shared Services Center Sole Source Justification and Recommendation document dated March 15, 2017. NASA proposes to negotiate directly with Philtec, Inc. for the procurement of six RC31-BV275-C1E1QT1 fiber optic displacement sensors, five sensor calibrations to 0.4" diameter rotor specifications, one sensor calibration to flat target specifications, and shipment of all items. The estimated period of performance is ten weeks after receipt of order.
Marshall Space Flight Center requires these sensors for measuring radial and axial rotor deflections in miniature turbomachinery for the Turboexpander Liquefaction Demonstration + Recuperator (TLDR) project. Philtec, Inc. is identified as the sole capable vendor meeting the technical and schedule requirements, as the vendor must provide all labor and equipment to manufacture sensors onsite, calibrate them onsite, and perform quality inspections to meet specified technical standards. The sensors are critical to the TLDR project's primary objective of enhancing NASA's understanding of gas bearing supported rotordynamics and axial dynamics. No alternate suppliers were identified capable of meeting both the technical specifications and schedule requirements. Per FAR 13.106-1(b)(1), this sole source acquisition is justified because competition is impractical. The document notes that any resulting contract action exceeding $25,000 must be synopsized in the Government-wide Point of Entry and must reference or attach the brand name justification.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
Sole Source:
☒I recommend that NASA, NASA Shared Services Center negotiate with Philtec, Inc. to provide the following items:
• QTY 6x (six) RC31-Bv275-C1E1QT1 fiber optic displacement sensors
• QTY 5x (five) sensor calibration to 0.4” diameter rotor
• QTY 1x (one) sensor calibration to flat target
• QTY 1 (one) shipment of all aforementioned items
The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is ten (10) weeks ARO.
OR
Brand Name Justification:
☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject brand name from vendor for supply or service to be procured. The total estimated cost of this effort is dollar amount and the estimated period of performance or lead-time for delivery is date.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
This recommendation is made pursuant to FAR 13.106-1(b)(1), for the acquisition of supplies or services determined to be reasonably available from only one source. Competition is impractical for the following reasons:
Marshall Space Flight Center (MSFC) requires several sensors for the measurement of radial rotor deflections in miniature turbomachinery. The vendor shall provide all labor and equipment necessary to (1) manufacture the displacement sensors onsite, (2) calibrate the sensors onsite, and
(3) perform quality inspections onsite to meet the technical specifications quoted above. These sensors are uniquely provided by Philtec Inc., and no alternate suppliers were identified that could meet the technical and schedule requirements.
These sensors are critical path for the Turboexpander Liquefaction Demonstration + Recuperator
(TLDR) project. The sensors will be used to measure radial and axial deflections of the turboexpander rotor as well as its speed. The measured data is expected to greatly enhance
NASA’s understanding of the rotordynamics of gas bearing supported shafts which is of interest not only to TLDR but also to various cryocooler development projects.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
Page 2 V2.0 3-15-2017
Philtec Inc. is the only identified vendor capable of meeting the technical requirements for the displacement sensors. The sensors will measure radial and axial deflections of the rotor, as well as the speed. Obtaining and analyzing such data is a primary objective of TLDR to enhance
NASA’s understanding of gas bearing supported rotordynamics, axial dynamics, and to correlate all other system measurements with speed.
ADDITIONAL COMMENTS:
Pursuant to FAR 5.201, any contract action over $25,000 (not bought via GSA or SEWP) shall be synopsized in the Government wide Point of Entry (GPE) by the Contracting Officer. In addition, the brand name justification must be referenced or attached.
