About this file
This is a Recommendation and Determination to Solicit from One Source or Brand Name form from NASA Shared Services Center, dated September 21, 2026. NASA recommends sole-source negotiation with Hexagon Manufacturing Intelligence, Inc. for the procurement of a HEXAGON HP-L-10.10 Laser Scanner. The estimated period of performance or lead-time for delivery is October 1, 2026. The document justifies the sole-source determination based on the proprietary nature of Hexagon's software, licensing, calibration procedures, and maintenance infrastructure supporting the Mission Assurance Branch's Coordinate Measurement Machines (CMMs), including the PC-DMIS software suite, MyCare Software Maintenance Agreement, encrypted license keys, calibration codes, and OEM-specific service architecture that are not legally available from third-party vendors.
The justification emphasizes that only authorized Hexagon personnel possess the technical authorization to issue license keys, perform software updates, provide OEM-certified calibrations, and ensure system operability. Use of competing manufacturers' equipment would invalidate existing licenses, compromise certification traceability, disrupt calibration and support activities, and jeopardize mission-critical dimensional inspection capabilities. The HP-L-10.10 scanning system is critical for flight projects requiring high-precision dimensional inspection of flight hardware. Without this modern scanning capability, the Mission Assurance Branch must rely on slower, tactile-only inspection methods, which creates schedule risks to fabrication, verification, assembly, and hardware delivery milestones. The HP-L-10.10 system is expected to reduce inspection time by approximately 40 percent based on demonstrated throughput improvements, thereby enhancing inspection efficiency, lowering schedule risks, and strengthening NASA's ability to support mission-critical flight hardware production requirements.

Sole Source:
☒I recommend that NASA, NASA Shared Services Center negotiate with Hexagon Manufacturing
Intelligence, Inc. ("Hexagon") only for HEXAGON HP-L-10.10 Laser Scanner Purchase. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 10/1/2026.

Brand Name Justification:
☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The software, licensing, calibration procedures, and maintenance infrastructure for The Mission
Assurance Branch Coordinate Measurement Machines (CMMs) are proprietary to Hexagon Metrology.
The PC-DMIS software suite, MyCare Software Maintenance Agreement (SMA), encrypted license keys, calibration codes, diagnostic tools, and OEM-specific service architecture are not available for acquisition, modification, or legal support from third-party vendors. Only authorized HEXAGON personnel have the technical authorization to issue license keys, perform software updates, provide
OEM-certified calibrations, and ensure system operability. Use of equipment from other manufacturers may invalidate existing licenses, compromise certification traceability, disrupt calibration and support activities, and jeopardize mission-critical dimensional inspection capabilities.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
All software, licensing, calibration procedures, diagnostic tools, and maintenance infrastructure supporting the Mission Assurance Branch’s Coordinate Measurement Machines (CMMs) are proprietary to Hexagon Metrology. The PC-DMIS environment, MyCare SMA, encrypted license keys, OEM calibration codes, and version-controlled software updates are governed by Hexagon’s proprietary controls and cannot be legally supported, maintained, or replicated by unauthorized third-party vendors.
Only personnel authorized by Hexagon have the necessary access and authority to maintain system operability and ensure compliance with applicable software licensing and calibration requirements. The engagement of non-authorized vendors may jeopardize software license validity, disrupt calibration traceability, hinder technical support, and compromise the mission-critical dimensional inspection capabilities. Therefore, ongoing support from Hexagon-authorized personnel is vital to preserving the operational integrity and certification status of the CMM systems. The HP-L-10.10 scanning system is crucial for flight projects that require high-precision dimensional inspection of flight hardware. Page 2 V2.0 3-15-2017 access to modern scanning capabilities, the Mission Assurance Branch must rely on slower, tactile-only inspection methods. This increased inspection time can pose schedule risks to fabrication, verification, assembly, and final hardware delivery milestones. Incorporating the HP-L-10.10 system is expected to reduce inspection time by approximately 40 percent, based on demonstrated improvements in throughput. This enhancement will lead to greater inspection efficiency, lower schedule risks, and a strengthened ability to support mission-critical flight hardware production requirements.
