About this file

This is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source or Brand Name document dated September 15, 2026.

NASA Shared Services Center recommends sole source procurement with EMRAX for the purchase of ten (10) EMRAX 228+42% high-voltage, liquid-cooled motors and related accessories. The estimated period of performance is November 30, 2026. The EMRAX 228 motors have been selected for the Open eVTOL RAVEN aircraft and are required for component testing and integration. Aircraft hardware and subsystems have been specifically designed to interface with these motors, and no alternative motors currently satisfy the system requirements. Substituting a different motor brand would necessitate extensive rework of mechanical interfaces and electrical subsystems, resulting in unacceptable cost increases and significant schedule delays. EMRAX is identified as the sole vendor for their motors, making sole source acquisition the lowest-impact approach for schedule, cost, and technical acceptance.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

I recommend that NASA, NASA Shared Services Center negotiate with EMRAX only for the purchase of ten

(10) EMRAX 228+42% high-voltage, liquid-cooled motors and related accessories. The total estimated cost of this effort is ) and the estimated period of performance is 11/30/2026.

OR

Brand Name Justification:

I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacturer. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

The EMRAX 228 motors have been chosen for the Open eVTOL RAVEN aircraft and must be acquired for component testing and integration. Aircraft hardware and subsystems have been designed to interface with these motors. There are no other motors at this time that satisfy the system requirements.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

There are no currently available motors that are compatible with RAVEN system requirements, and the design has been established to interface with EMRAX motors. To change the motor brand would greatly alter our system designs, requiring extensive rework of mechanical interfaces and electrical subsystems. This would add unacceptable cost as well as extensive schedule delays. EMRAX is the sole vendor for their motors and therefore a sole source acquisition is the lowest impact on schedule, cost, and technical acceptance.
