About this file
This document is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source, recommending sole source procurement from MiMotion for 50 Ton Machine Screw Jacks and associated hardware. The total estimated period of performance or lead-time for delivery is 16 weeks. The estimated cost is redacted in the document.
The justification for sole source procurement centers on MiMotion's unique ability to address the specific operational requirements of the facility. Multiple vendors were initially solicited, but several declined participation and stated their systems were inadequate for the application. MiMotion was the only vendor willing to conduct a site visit to evaluate the technical aspects and unusual drag effects resulting from the facility's design, which required understanding of both static load and dynamic operational environment. The jackscrew components are integral to MiMotion's design proposal and are critical to the project. Additionally, MiMotion's Chesapeake office has committed to providing on-site commissioning support and post-commissioning technical support. Re-solicitation from alternative vendors would result in increased costs and extended schedules, as additional site visits and competitive evaluations would be necessary. The delay is particularly problematic given that the next customer at the facility is already affected by the non-operational access door, and procurement delays have necessitated scheduling a crane for on-site access, with each week of schedule slip costing the customer an estimated 4-6 weeks or more in additional costs.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
☒I recommend that NASA, NASA Shared Services Center negotiate with MiMotion only for 50 Ton Machine Screw Jacks and associated hardware. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 16 weeks.
OR
Brand Name Justification:
☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject brand name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
Several sources were solicited to assist NASA with hardware selection and specification for this task. Of note, the implementation requires understanding of operational environment to assess not just static load, but also unusual drag effects due to facility design. Attempts to obtain consult with several vendors lead to several declined invitations and admissions of systems inadequate for application. MiMotion was the only vendor interested in investing the time and energy to conduct a site visit to adequately evaluate the technical aspects and application. These jackscrews were critical components of the vendor’s design proposal and are integral to their design. I don’t know how to differentiate them from other vendor’s products. Additionally, of note, the MiMotion Office in Chesapeake has committed to a presence for commissioning support, as well as on-site technical support post commissioning.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
Re-solicitation and service by other vendors will likely result in increased cost and schedule. A site visit is strongly advised to assess environment and operations, to determine appropriate hardware selection and configuration. Imposing additional vendor solicitations will likely lead to another, or several, additional site visits, drawing out the schedule to complete the necessary repairs. It is estimated that additional solicitations will add weeks, or possibly months, to the schedule to complete competing evaluation and bid. The next customer at the facility is already affected by this non-operational access door and due to procurement delays, to schedule a crane to come on site to open the door. If the craning cannot occur timely, the cost to the customer for each week of slip is a 4-6 week , or more.
