About this file

This is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source or Brand Name, dated March 15, 2017 (Version 2.0). NASA recommends negotiating exclusively with vendors who can provide a Reddy 128-channel portable eddy current array (ECA) instrument and associated probes from Eddyfi Technologies. The estimated lead time for delivery of the main instrument is 4 weeks.

The justification for sole-source procurement centers on the requirement to match an existing system already in use for upcoming NASA mission needs. The Reddy system provides a unique integrated combination of 128-channel surface inspection capability, portability, large multi-touch display, dual batteries, power supply, rugged carrying case, and embedded data acquisition and analysis software. NASA determined that while alternative ECA systems exist commercially, no other single system offers this specific integrated configuration. Using an alternative vendor would forfeit necessary redundancy, jeopardize mission safety, and create additional costs and schedule delays due to required training, integration, and validation of incompatible hardware. The document includes signature blocks for technical user approval but does not specify a total estimated cost, which appears to have been redacted from the procurement file.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

Brand Name Justification:

I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Eddyfi Technologies for a Reddy 128 channel portable eddy current array (ECA) instrument and associated probes. The total estimated cost of this effort is and t and the estimated period of performance or lead-time for delivery is 4 weeks for the main instrument.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

This specific unit is required as it is intended to mirror a matching system that already exists and will be used for upcoming NASA mission needs. The Reddy 128-channel, portable surface eddy current array (ECA) instrument with multiple probes provides a unique combination of high-channel-count surface inspection, portability, integrated data acquisition and analysis, and rugged field operation required for the intended inspection activities. The system provides 128 channels, a large multi-touch display, two batteries, a power supply, a rugged carrying case, and embedded software for data acquisition and analysis. The high-channel-count architecture enables efficient, high-resolution inspection and data collection over larger surface areas while reducing the need for repeated scans.

While alternative ECA systems are commercially available, the Reddy system is needed to duplicate an existing system which currently provides the required combination of 128-channel surface ECA capability, integrated multi-touch operation, portable/rugged construction, and embedded acquisition and analysis software in a single commercially available system. These integrated capabilities are necessary to meet the Government's operational requirements without procuring and integrating multiple separate components, and maintaining Brand name ensures consistency with current operations and necessary redundancy.

Therefore, the Reddy portable Surface ECA instrument is being specified by brand name based on mission requirements as well as its specific technical characteristics and integrated capabilities. The identified configuration provides the required functionality, portability, and data-analysis capability needed for the Government's intended application.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

The main instrument must match an existing system that will be deployed by NASA for upcoming mission needs, so the purchased unit will be necessary for mission assurance, ground testing and necessary redundancy of the deployed unit. If another brand is used, this necessary redundancy would be forfeited, Page 2 V2.0 3-15-2017 which could jeopardize safety and mission needs. Additionally, the Government may incur additional costs, schedule delays, and compatibility risks associated with obtaining and integrating alternative hardware given that the use of an alternative system would require additional training, setup, integration and validation, potentially delaying planned inspections and increasing acquisition and implementation costs.
