About this file

This is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source document dated August 6, 2026.

NASA Shared Services Center recommends negotiating a sole-source service contract with TESCAN USA Inc. for maintenance, repair, and support of a NASA-owned MAIA3 XMU VP FE-SEM scanning electron microscope (Serial Number 116-0191) and related items. The contract period of performance is October 15, 2026 through October 14, 2027. The total estimated cost is redacted in the document. The justification for sole-source procurement is based on TESCAN being the original equipment manufacturer of this delicate and complex microstructural examination instrument used for aerospace applications. Only TESCAN-trained service personnel can properly service, align, and calibrate the system's critical operational parameters. Additionally, service documentation is proprietary and replacement parts are available exclusively from TESCAN. The document notes that use of an alternative vendor would create significant risk of extended instrument downtime with negative and costly impacts to NASA research programs. Market research substantiating the unavailability of competitive alternatives is referenced but not detailed in this document.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☒I recommend that NASA, NASA Shared Services Center negotiate with TESCAN USA Inc. only for a service contract for the MAIA3 XMU VP FE-SEM, SN 116-0191 plus related items. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is October 15, 2026 through October 14, 2027.

OR

Brand Name Justification:

☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

1) This service contract and other items are for a NASA owned Tescan MAIA3 scanning electron microscope. This instrument is used to perform microstructural examinations of materials used in aerospace applications, typically at very high magnifications. Tescan is the original equipment manufacturer, and the instrument is delicate and complex. 2) Only Tescan trained service personnel can properly service, align and calibrate the systems that provide critical operational parameters and accurate analysis. 3) The service documentation is proprietary and replacement parts can only be provided by Tescan.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

This instrument is a critical tool used for research programs for NASA. Improper maintenance and repair could cause extended down-time with a negative and costly impact to NASA programs.
