About this file
This is a Statement of Work for the procurement of an AC/DC dielectric test system to replace a failed 12-year-old instrument at NASA's Glenn Research Center. The TTT High-Power Materials for Extreme Environment (HPMEE) program requires this capability to characterize insulation materials for high-power electrical systems used in NASA missions. The replacement instrument is essential for measuring dielectric breakdown strength, a fundamental property needed to evaluate and qualify materials for power system applications, and to establish testing parameters for other critical electrical testing capabilities.
The specified system is a Phenix System 6TC4100-10/50-2/D149 with dual AC/DC capability, generating voltages of at least 50 kV at 40 mA in AC mode and 100 kV at 10 mA in DC mode. The procurement includes a software package compatible with Windows 11, a test fixture for ambient temperature testing, and an oil bath for ambient temperature testing. The test fixtures must accommodate ASTM D149 standards, and the test chamber must be a faradaic cage with safety interlocks meeting high-voltage safety standards. The system requires 120 V, 60 Hz input power. Performance of work is located at Glenn Research Center with a period of performance of 15-16 months from award. The replacement is designed to integrate into existing calibration and maintenance routines without requiring facility modifications.

STATEMENT OF WORK
1. Objective/Requirements
TTT- High-Power Materials for Extreme Environment (HPMEE) has an established high voltage lab that includes a Dielectric Breakdown Voltage (DBV) Rig. After 12 years of use, the instrument has failed. We have exhausted all options of getting the instrument repaired.
This is a key characterization capability to continue research and enable high power systems in extreme environments. An increasing number of NASA Missions are strongly dependent on higher-power electrical systems, requiring new insulation materials that can withstand demanding conditions. Restoring this capability directly supports mission needs by enabling essential characterization of materials used in high-power wiring and power electronics. The replacement instrument is necessary for measuring dielectric breakdown strength, a fundamental property required to evaluate and qualify insulation materials. Without it, we cannot generate the data needed to advance or validate materials for NASA’s power system applications. This capability is critical for screening and down selecting materials for different technologies. Researchers also use the breakdown voltage data generated in this instrument to establish testing parameters/conditions in other critical electrical testing capabilities.
The requirements for the new instrument are to be one system that can test both DC and AC and with voltages reaching at least 50 kV and 40 mA in AC and 100 kV and 10 mA in DC.
This is critical to be able to test our samples to the point of breakdown. The test unit needs to accommodate for test fixtures (TF1-TF7) that follow ASTM D149 standard. At least 2 test fixtures are needed: one for tests done while samples exposed to air and one for test done in an oil bath. A software that runs the unit is required to control the instrument and to record data. The software needs to be compatible with Windows 11. The test chamber needs to be a faradaic cage with safety interlocks and follows the safety standards for high voltages. This replacement would fit into existing calibration and maintenance routines and requires no facility changes – all needed infrastructure is in place.
