About this file
This is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source or Brand Name justification document dated January 18, 2023.
NASA recommends a brand name justification to solicit exclusively from vendors providing FLEXIM AMERICAS CORP / EMERSON ultrasonic flowmeter equipment and spare components, with an estimated period of performance through December 1, 2026. The acquisition concerns spare components for fluid systems installed under NASA Construction of Facilities Project "80KSC020C0013 - PCN 98833.1 - Modifications to CCF for Block 1B, Phase 1." The spare components are developed using contract documentation and system audits and must serve as like-for-like replacements without requiring additional design engineering. These systems support real-time spaceport operations for NASA programs and commercial partners' launch and test activities. The justification emphasizes that alternative vendors or brands present significant integration costs, compatibility risks, and uncertainty regarding their capability to measure high-pressure gas with the precision required for billing propellant consumption. The specified brand has been vetted for nearly 20 years following rigorous trade studies and data analysis. The technical user is Andrew L. Cline from the Spaceport Integration Office – Propellants and Life Support (Mail Code: SI-D2), and the contracting officer is Kimberlyn Lancaster. The determination was made pursuant to FAR 13.106-1(b)(1)(i) for brand name justification on open market purchases exceeding $25,000, requiring synopsization in the Government-wide Point of Entry.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
☐I recommend that NASA, NASA Shared Services Center negotiate with Vendor Name only for Enter
Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
OR
Brand Name Justification:
☒I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject brand name from FLEXIM AMERICAS CORP / EMERSON.
and the estimated period of performance or lead-time for delivery is 12/1/2026.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
This effort is for procuring spare components for the fluid systems installed by the NASA Construction of Facilities Project "80KSC020C0013 - PCN 98833.1 - Modifications to CCF for Block 1B, Phase 1".
The list of spare components are developed using contract documentation and audits of the systems. The spare components are required to be like-for-like replacements without additional design engineering.
These systems are used for supporting real-time operations for spaceport users’ launch and test activities.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
Like-for-like replacement spare components in inventory are required for this system. There is a potential for critical component replacement required during real-time support operations. There cannot be any compatibility concerns with the replacement spare components in inventory. There would be significant costs to integrating different brand equipment in addition to uncertainty and risks if other brands could even measure the high pressure gas in our systems to the precision we require, which is used to bill
NASA programs and commercial partners for propellant quantities consumed. This brand of ultrasonic flowmeter equipment has been vetted for nearly 20 years after rigorous trade studies and data analysis.
