About this file

This is a Statement of Work (SOW) for the Argentina Observational Instrument Suite (AOIS) covering the period from October 1, 2026, through December 31, 2028. The SOW defines limited support services for the continued operation of two meteor radar systems located in Argentina: the Southern Argentina Advanced Meteor Radar (SAAMeR) and the Trelew Meteor Radar (TreMoR). These systems serve as key nodes in the global meteor radar network, supporting upper-atmosphere research, space weather monitoring, and meteoroid environment characterization in the Southern Hemisphere.

The contractor's scope of work consists of two primary components. First, operational facilitation includes coordinating necessary communications to support continued radar and optical operations, assisting in maintaining data acquisition continuity, coordinating maintenance scheduling, and providing reasonable assistance to ensure ongoing system functionality. The contractor's role is facilitative in nature and does not extend to direct site-level operational control unless separately authorized. Second, software coordination and sustainment requires the contractor to coordinate implementation of updates to radar control and signal processing software, coordinate required software maintenance for operational compatibility, coordinate necessary upgrades to sustain operational data products, and verify completion and functionality of software updates. These software-related activities are limited to coordination and facilitation and explicitly exclude direct development responsibility, system redesign, or expansion unless separately authorized. Deliverables include facilitating uninterrupted radar operation to the extent practicable, coordinating required software updates, confirming completion of coordinated updates, providing periodic operational status updates if requested, and providing notification of significant operational interruptions when identified.

Statement of Work (SOW) Argentina Observational Instrument Suite (AOIS) Period of Performance: October 1, 2026 December 31, 2028

1. Background

The Suite of Instrumentation in Argentina includes the Southern Argentina Advanced Meteor Radar (SAAMeR) and the Trelew Meteor Radar (TreMoR). These systems are key nodes within the global meteor radar network, supporting upper-atmosphere research, space weather monitoring, and meteoroid environment characterization in the Southern Hemisphere. This Statement of Work (SOW) defines the limited support services intended solely to facilitate the smooth operation of the SAAMeR and TreMoR systems and to coordinate required software updates during the period of performance.

2. Scope of Work The Contractor shall facilitate the continued smooth operation of SAAMeR and TreMoR systems and the test of a new low-cost rapid deployable optical camera and coordinate the implementation of necessary software updates.

2.1 Operational Facilitation·

Facilitate coordination necessary to support continued radar and optical operations.

Assist in maintaining continuity of data acquisition to the extent practicable.

Coordinate communications among relevant stakeholders when operational issues arise.

Support scheduling of maintenance activities as needed.

Provide reasonable assistance to help ensure ongoing system functionality.

level operational control unless separately authorized.

2.2 Software Coordination and Sustainment

Coordinate the implementation of updates to radar control and signal processing software.

Coordinate required software maintenance to maintain operational compatibility.

Coordinate upgrades necessary to sustain operational data products.

Verify that software updates have been completed and are functioning as intended.

Software-related activities under this SOW are limited to coordination and facilitation of implementation efforts and do not include direct development responsibility, system redesign, or expansion unless separately authorized.

3. Deliverables The Contractor shall:

Facilitate uninterrupted radar operation to the extent practicable.

Coordinate required software updates.

Confirm that coordinated software updates have been completed.

Provide periodic operational status updates, if requested.

Provide notification of significant operational interruptions when identified.

4. Period of Performance The Period of Performance shall extend from the effective October 1, 2026 December 31, 2028.
