About this file
This is a Sole Source Justification and Recommendation document issued by NASA's Shared Services Center dated March 15, 2017.
NASA recommends sole source procurement from Schneider Optics, Inc. for the supply of specialized optical lenses required for the SCALPSS (Scanning and Cellular Light-Sheet Projection System) flight payload development efforts. The document justifies this single-source selection by establishing that Schneider Optics, Inc. is the only viable vendor capable of meeting NASA's specific requirements. The vendor has an established relationship with NASA Langley Research Center and applies proprietary ruggedization processes to the lenses, including replacement of adjustable iris components with fixed versions and custom filter mounting to ensure survival in harsh space flight environments. Additionally, Schneider Optics, Inc. maintains 889 compliance with NASA procurement standards and has previously supplied and tested products through thermal vacuum (TVAC) and environmental testing protocols at NASA Langley facilities.
Soliciting alternative vendors would result in significant schedule delays and cost increases to the government, as any new vendor would require re-qualification of the ruggedization process, material and component specifications, and repetition of all operational and survival thermal vacuum testing. These delays would cascade across critical path schedule milestones and jeopardize payload completion and delivery dates for up to six unique future SCALPSS payloads, which the program cannot accommodate. The total estimated cost of this sole source procurement is redacted in the document.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
☒I recommend that NASA, NASA Shared Services Center purchase from Schneider Optics, Inc. listed on the attached quote. The total estimated cost of this effort is .
OR
Brand Name Justification:
☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured.
The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The company listed on the quote is a trusted vendor for prior NASA lens hardware purchases.
The NASA LaRC SCALPSS engineering team has communicated extensively with the vendor and the manufacturer to ensure that the provided products are specially equipped for SCALPSS measurement needs and that the needed timelines can be met for flight payload development efforts. Schneider Optics, Inc. applies a special process to the lenses ordered for SCALPSS projects so that they can survive the harsh space flight environment, including a custom ruggedization process wherein they replace the adjustable iris with a fixed one, and stake a filter onto the front of the lens which we ship to them from LaRC. Schneider Optics, Inc. is a trusted vendor and already 889 compliant with NASA procurement standards. Furthermore, the product from Schneider Optics has been previously purchased and tested at NASA Langley in various thermal vacuum (TVAC) and other environmental tests to ensure it can operate and survive in the required harsh environment.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
If a new vendor is used, the team would need to restart conversations about the ruggedization process, material and component specifications, and qualifications, which would result in hardware delivery delays that would have a cascading effect on other critical path schedule milestones for the flight projects. Furthermore, the operational and survival thermal vacuum testing on the lenses would need to be repeated if a new vendor were used. This would result in a cost increase to the Government and a schedule delay pushing payload completion and delivery dates for up to 6 unique future SCALPSS payloads, which the program cannot accept.
